The purpose of this Act is to continuously carry out and promote the Saemaul Movement and to contribute to national and social development by supporting and promoting the development of the Saemaul Movement Organization constituted through voluntary participation by citizens.

The term "Saemaul Movement Organization" used in this Act means the Korea Saemaul Undong Center and its affiliates, such as the Central Council of Saemaul Leaders, Central Council of Saemaul Women’s Clubs, Central Council for Workplace and Factory Saemaul Movement, Saemaul Library Center, and other Saemaul Movement-related organizations and the affiliates thereof, which are incorporated with authorization of the competent Minister.

Article 3 (Grant of Contributions, etc.) |
(1) | The State or local governments may grant the Saemaul Movement Organization contributions and subsidies to cover expenses involved in the operation of such Organization. |
(2) | Any individual, corporation or organization may contribute or donate money or other property to the Saemaul Movement Organization to cover its operating expenses for the purposes of supporting and promoting the development of the Organization. |
(3) | The Saemaul Movement Organization may have reserves created out of contributions or specific-purpose donations, the accounts of which are recorded separately from other accounts of that Organization. |
(4) | Matters necessary for using and managing contributions, subsidies and donations and operating reserves under paragraphs (1) through (3) shall be prescribed by Presidential Decree. |

Article 4 (Lending, etc. of State Property or Public Property) |
If necessary to promote the development of the Saemaul Movement Organization, the State or local governments may allow that Organization to lend, take over, use or benefit from State property or public property without compensation, as prescribed by Presidential Decree, notwithstanding the provisions of the State Property Act or the Public Property and Commodity Management Act. Article 5 (Tax Reduction and Exemption, etc.) |
(2) | Any property contributed or donated to the Saemaul Movement Organization under Article 3 (2) shall be subject to application of special cases concerning taxation, as prescribed by the Restriction of Special Taxation Act. |

Article 6 (Request, etc. for Dispatching Saemaul Movement Personnel) |
(1) | If deemed especially necessary to attain its purposes, the Korea Saemaul Undong Center may request administrative agencies of various levels and Saemaul Movement-related corporations or organizations to dispatch Saemaul Movement personnel, through the Minister of the Interior and Safety. <Amended by Act No. 11690, Mar. 23, 2013; Act No. 12844, Nov. 19, 2014; Act No. 14839, Jul. 26, 2017> |
(2) | Upon receipt of a request for dispatching personnel under paragraph (1), the head of any institution or organization shall comply with such request, except in extenuating circumstances. |
(3) | A person dispatched pursuant to paragraph (2) shall be deemed to serve in the dispatching institution or organization during the period of dispatch, and shall not be given any unfavorable treatment with respect to his/her status on the grounds of such dispatch. |

Article 7 (Request for Offering Materials) |
The Saemaul Movement Organization may request the State, public organizations, educational institutions and research institutes to offer publications, such as research papers, survey records and reports, and other materials related to the Saemaul Movement.

Article 8 (Publication of Public Relations Magazine) |
If necessary to disseminate the ideas of the Saemaul Movement and related success stories, etc. and to enlighten citizens, the Saemaul Movement Organization may publish a public relations magazine.

Article 8-2 (Saemaeul Day) |
(1) | April 22 of each year shall be designated as the Saemaeul Day in order to continuously carry out the Saemaeul Movement and raise the citizens' interest in the Saemaeul Movement. |
(2) | The State and local governments shall endeavor to implement projects, such as events, etc. appropriate for the Saemaeul Day referred to in paragraph (1). |

Article 9 (Submission of Budget Bill, etc.) |
Prior to commencement of each fiscal year, the Saemaul Movement Organization shall prepare a business plan and a budget bill for the following fiscal year and submit them to the competent Minister. The same shall also apply to any change thereto.

Article 10 (Report, etc. on Settlement of Accounts) |
The Saemaul Movement Organization shall submit a report on the settlement of revenue and expenditure accompanied by the records of business of the pertinent year to the competent Minister every fiscal year by not later than the end of March of the following year.

ADDENDA
(1) | (Enforcement Date) This Act shall enter into force on the date of its promulgation. |
(2) | (Transitional Measures) Money and other property offered by the State or local governments to support the establishment of the Saemaul Movement Organization as at the time this Act enters into force shall be deemed property contributed pursuant to Article 3 (1). |
