| Article 1 (Purpose) |
| Article 2 (Formulation of plans to promote research and development) |
| (1) | The Minister of Health and Welfare shall formulate a plan to promote the research and development of wonder drugs by natural substances (hereinafter referred to as "plan to promote research and development") under Article 3 (1) of the Promotion of the Research and Development of Wonder Drugs by Using Natural Substances Act (hereinafter referred to as the "Act") every 5 years. |
| (2) | Upon formulating a plan to promote research and development, the Minister of Health and Welfare shall notify the relevant institutions, organizations, etc. thereof, and may request the relevant institutions, organizations, etc. to formulate and implement an annual implementation plan to promote research and development (hereinafter referred to as "implementation plan") for the fields under their jurisdiction pursuant to Article 3 (3) of the Act for the smooth implementation of the plan to promote research and development. |
| Article 3 (Formulation and implementation of implementation plans) |
| (1) | The relevant institutions, organizations, etc. in receipt of a request to formulate and implement an implementation plan under Article 2 (2) shall formulate and implement an implementation plan for the fields under their jurisdiction every year unless there is a compelling reason not to do so. |
| (2) | The relevant institutions, organizations, etc. that have formulated an implementation plan for the fields under their jurisdiction pursuant to paragraph (1) shall submit an implementation plan for the relevant year and the results of implementing the implementation plan for the previous year to the Minister of Health and Welfare by the end of February each year, and the Minister of Health and Welfare shall refer them to the policy deliberative committee for health and medical service technology established under Article 6 of the Health and Medical Service Technology Promotion Act for deliberation. |
| Article 4 (Designation and utilization of relevant specialized institutions and organizations) |
| (1) | Pursuant to Article 12 of the Act, the Minister of Health and Welfare may designate or utilize any of the following specialized institutions or organizations as a relevant specialized institution or organization eligible for joint and cooperative research and development, etc. under Article 8 of the Act. In such cases, the Minister of Health and Welfare shall have a prior consultation with the relevant specialized institution or organization: |
| 1. | A school specializing in research and development of wonder drugs by using natural substances among schools under Article 2 of the Higher Education Act; |
| 2. | A research institute which is a corporation established under the Civil Act or other statutes or regulations with the main purpose of research and development of wonder drugs by natural substances, which conducts research and development of wonder drugs by natural substances; |
| 3. | Other institutions or organizations deemed by the Minister of Health and Welfare to be appropriate for the research and development of wonder drugs by using natural substances. |
| (2) | Specialized institutions and organizations designated pursuant to Article 12 of the Act shall perform the following business affairs: |
| 1. | Survey and research for joint and cooperative research and development among industry, academia, and research institutes for promoting research and development of wonder drugs by using natural substances; |
| 2. | Collection, analysis, management, and dissemination of information on research and development of wonder drugs by using natural substances at home and abroad; |
| 3. | Survey and research on natural substances science and use and conservation of natural substances resources; |
| 4. | Investigation and research on long-term technological forecasts for research and development of wonder drugs by using natural substances; |
| 5. | Research on measures for the formulation and development of plans to promote research and development; |
| 6. | Research on laying the foundation for the research and development of wonder drugs by using natural substances; |
| 7. | Other matters deemed necessary by the Minister of Health and Welfare for research and development of wonder drugs by using natural substances. |
| (3) | The Minister of Health and Welfare may provide specialized institutions and organizations designated pursuant to Article 12 of the Act with funds necessary for the performance and operation of projects, within the budget. |
