FRAMEWORK ACT ON THE VIDEO INDUSTRY PROMOTION

 Article 1 (Purpose)
The purpose of this Act is to contribute to the improvement of citizen's cultural life and the enhancement of competitiveness in the video industry by prescribing the matters forming the basis of policies for the advancement of video culture and promotion of the video industry.

 Article 2 (Definitions)
For the purposes of this Act,
1. The term "video works" means objects (excluding those by computer programs), the continuous images of which are fixed on films, tapes, disks, and other concrete objects, and may be seen and heard or received and sent through reproduction by machines or electronic devices;
2. The term "video industry" means the industry and technology related to the production, utilization, circulation, dissemination, export, import, etc. of video works.

 Article 3 (Relationship with other Acts)
Except as otherwise provided in other Acts, the promotion of video culture and the video industry shall be governed as prescribed by this Acts.

 Article 4 (Guarantee, etc. of Freedom of Creative Works)
The State shall guarantee the freedom to create video works, and respect their autonomy.

 Article 5 (Government Policies)
(1) The Government shall establish and execute a fundamental and comprehensive policies concerning the promotion of video culture and the video industry to achieve the purposes of this Act.
(2) Necessary matters concerning the establishment, etc. of the policies under paragraph (1) shall be prescribed by Presidential Decree.

 Article 6 (Legislative Measures, etc.)
The Government may take legislative, financial, and monetary measures necessary to execute policies under Article 5.

 Article 7 (Promotion of Creation and Production of Video Works)
The Government shall establish and execute policies necessary for promoting the creation and production of video works.

 Article 8 (Survey, Research, Development, and Distribution)
The Government shall establish and execute policies concerning survey, research, development and distribution for the promotion of video culture and the video industry.

 Article 9 (Development of Production Technology of Video Works)
The Government shall establish and execute policies necessary for the development of production technology of video works to modernize the video industry and to enhance the international competitiveness of the video industry.

 Article 10 (Circulation and Distribution Promotion of Video Works)
The Government shall devise a scheme for promoting smooth circulation and distribution of video works.

 Article 11 (Training of Video Technical Experts)
The Government shall establish and execute policies necessary for training technical experts related to video culture and the video industry.

 Article 12 (Management of Video-Related Promotion Resources)
The Government shall devise a scheme for the efficient management of resources related to the promotion of video culture and the video industry to expand a financial foundation necessary for the promotion of video culture and the video industry.

 Article 13 (Expansion of Foundation for Video Production)
The Government shall create support necessary conditions for the modernization of the video industry and the expansion of a stable foundation for production.

 Article 14 (International Exchange and Cooperation)
The Government shall provide assistance necessary for the following exchange and cooperation for the promotion of video culture and the video industry with foreign countries, international organizations, etc.:
1. Information exchange, and joint survey and research concerning the promotion of video culture and the video industry;
2. Technical cooperation concerning the video industry;
3. Joint production of video works and other necessary matters.

 Article 15 (Preservation of Video Data)
The Government shall collect, preserve and manage video works for the preservation and promotion of video culture.

This Act shall enter into force six months after the date of its promulgation.
