ACT ON THE PROMOTION OF EDUCATION IN ISLANDS AND REMOTE AREAS

 Article 1 (Purpose)
The purpose of this Act is to advance the development of compulsory education in islands and remote areas.

 Article 2 (Definition)
The term "islands and remote areas" in this Act means areas of disadvantage in geographical, economic, cultural or social terms which fall under any of the following subparagraphs, as prescribed by Ordinance of the Ministry of Education: <Amended by Act No. 8852, Feb. 29, 2008; Act No. 11690, Mar. 23, 2013>
1. Mountainous areas;
2. Isolated islands;
3. Reclaimed areas;
4. Areas within the Civilian Control Line;
5. Mining areas.

 Article 3 (Duties of State)
The State shall take the following measures on a preferential basis to advance the development of compulsory education in islands and remote areas, and reimburse all expenses incurred in implementing such measures:
1. Securing school sites, classrooms, school infirmaries and other facilities necessary for education;
2. Maintenance of teaching materials and aids;
3. Gratuitous supply of textbooks;
4. Taking measures necessary to promote active commuting to school;
5. Providing housing for teachers;
6. Proper and efficient deployment of teachers.

 Article 4 (Duties of Local Governments)
Local governments shall take the following measures to advance the development of compulsory education in islands and remote areas:
1. Providing materials necessary to implement curricula suited to the specific educational conditions of islands and remote areas;
2. Providing teachers with preferential opportunities to receive training, and reimbursement of expenses incurred in obtaining such training.

 Article 5 (Allowances for Services in Islands and Remote Areas)
The State shall provide allowances for services in islands and remote areas, calculated according to the areas of services, for teachers of offshore islands and remote areas, as prescribed by Presidential Decree.

ADDENDUM
This Act shall apply on and after January 1, 1967.
ADDENDA <Act No. 3499, Dec. 31, 1981>
(1) (Enforcement Date) This Act shall enter into force on the date of its promulgation.
(2) (Transitional Measures) Islands and remote areas under the amended provisions of Article 2 shall be islands and remote areas prescribed by Presidential Decree pursuant to the previous provisions of Article 2 until Ordinance of the Ministry of Education thereon is enacted and enters into force.
