The purpose of this Act is to strive for the effective performance of national security services by providing for special procedures on budget and settlement of accounts.
The use and settlement of accounts of the reserve fund required for the activities of national security shall be, notwithstanding the provisions of the State Finance Act, in total and be controlled by the Ministry of Strategy and Finance. <Amended by Act No. 5454, Dec. 13, 1997; Act No. 5982, May 24, 1999; Act No. 8050, Oct. 4, 2006; Amended by Act No. 8852, Feb. 29, 2008>

ADDENDA
| (1) | This Act shall enter into force on the date of its promulgation. |
| (2) | The expenses used emergently and inevitably for the activities of national security from among the reserve fund before this Act enters into force shall be settled under Article 2. |
