 Article 1 (Purpose)
The purpose of this Act is to prescribe necessary matters regarding the National Security Council, including the organization and scope of duties thereof, pursuant to Article 91 of the Constitution of the Republic of Korea.

 Article 2 (Organization)
(1) The National Security Council (hereinafter referred to as the "Council") shall be composed of the President, Prime Minister, Minister of Foreign Affairs, Minister of Unification, Minister of National Defense, Director of the National Intelligence Service, and members prescribed by Presidential Decree. <Amended by Act No. 11690, Mar. 23, 2013; Act No. 12224, Jan. 10, 2014>
(2) The President shall serve as the Chairperson of the Council.

 Article 3 (Functions)
The Council shall respond to the President's requests for advice on establishing external policies, military policies, and national policies regarding national security.

 Article 4 (Chairperson’s Duties)
(1) The Chairperson shall convene and preside over meetings of the Council.
(2) The Chairperson may have the Prime Minister act on his/her behalf.

 Article 6 (Attending and Speaking at Meetings)
If deemed necessary, the Chairperson may have the heads of related Ministries, the Chairperson of the Joint Chiefs of Staff Council, or other relevant persons attend and speak at meetings of the Council.

 Article 7-2 (Standing Committee)
(1) The Council shall have a standing committee to deal with the matters delegated by the Council.
(2) The standing committee shall be comprised of members prescribed by Presidential Decree.
(3) The organization and operation of the standing committee and other necessary matters shall be prescribed by Presidential Decree.

 Article 8 (Administrative Office)
(1) The Council shall have a secretariat of the National Security Council (hereinafter referred to as the “secretariat” under this Article) to provide assistance in the operation of the Council and deal with other clerical work thereof.
(2) The secretariat shall have one secretary general and other necessary public officials, and the secretary general shall be a public official in political service.
(3) The organization of the secretariat, scope of duties thereof, types and quota of public officials thereof, and other necessary matters shall be prescribed by Presidential Decree.

 Article 9 (Cooperation with Related Ministries)
The Council may request related Ministries to submit materials or otherwise provide necessary cooperation.

 Article 10 (Relationship with the National Intelligence Service)
The Director of the National Intelligence Service shall cooperate with the Council in deliberations by collecting and appraising information related to national security in the Republic of Korea and abroad and reporting thereon to the Council.

Article 2 (Transitional Measures concerning Affairs and Public Officials Following Permanent Closedown, etc. of Secretariat)
(1) The affairs under the control of the Secretariat as at the time this Act enters into force shall be succeeded to by the Chief of the Presidential Office.
(2) The public officials (excluding those in political service) who belong to the Secretariat as at the time this Act enters into force shall be deemed the public officials who belong to such administrative agencies as prescribed by Presidential Decree.
