ACT ON SUPPORT TO KOREAN SENIOR CITIZENS ASSOCIATION

 Article 1 (Purpose)
The purpose of this Act is to contribute to the prosperity of the people and the development of the country and society by supporting the Korean Senior Citizens Association established to enhance the rights and interests of senior citizens of the Republic of Korea, increase their welfare and accelerate their social participation.
 Article 2 (Activities)
The Korean Senior Citizens Association shall perform the following activities in order to seek the enhancement of rights and interests of senior citizens, the improvement of their welfare and the acceleration of their service to the community:
1. Enhancement of rights and interests of senior citizens and improvement of their welfare;
2. Promotion of volunteer activities of senior citizens;
3. Management and operation of senior citizen classes and halls;
4. Support for job-seeking activities of senior citizens and to senior citizens' social enterprises;
5. Acceleration of neighborhood sports for the promotion of health of senior citizens;
6. Duties of inspection, research, education, training, academic promotion, publicity, publication, international exchanges, etc. for the development of senior citizens;
7. Management of ceremonies of Senior Citizens' Day and Senior Citizens' Week;
8. Duties concerning senior citizens entrusted by the State or local governments;
9. Other matters specified by the articles of association as needed for achieving the objectives of the Korean Senior Citizens Association.
 Article 3 (Cooperation and Support)
The State and local governments may provide convenience, cooperation and support necessary for the organization and activities of the Korean Senior Citizens Association.
 Article 4 (Lending State and Public Property, Supporting Facilities, etc.)
(1) Where needs arise in supporting the Korean Senior Citizens Association, the State and local governments may lend State or public property to the Korean Senior Citizens Association or allow the Korean Senior Citizens Association to use such property or to make profit therefrom within the extent that it does not obstruct the purpose of State or public property, notwithstanding the provisions of the State Property Act, the Public Property and Commodity Management Act and related Acts.
(2) Where State or public property is lent or allowed to be used or make profit free of charge under paragraph (1), the details and terms therefor shall be laid down in a contract between the head of a central government office or the head of a local government responsible for the relevant property and the Korean Senior Citizens Association.
 Article 5 (Support in Expenses, etc.)
(1) The State and local governments may provide support in all or part of the expenses necessary for the organization and activities of the Korean Senior Citizens Association within budgetary limits or provide support necessary for the performance of its duties.
(2) Individuals, corporations or organizations may donate money and other property for support in the facilities and operation of the Korean Senior Citizens Association.
 Article 6 (Tax Reduction and Exemption, etc.)
(1) Tax reduction and exemption may be given to the Korean Senior Citizens Association, as prescribed by tax-related Acts.
(2) Exceptions to the calculation of income as prescribed by the Restriction of Special Taxation Act may apply to money and other property donated to the Korean Senior Citizens Association under Article 5 (2).
 Article 7 (Report on Budget, etc.)
The Korean Senior Citizens Association shall prepare a budget bill and business plan for the following year before each fiscal year begins and report thereon to the Minister of Health and Welfare. The same shall apply to any modification thereof.
 Article 8 (Report on Settlement of Accounts, etc.)
(1) The Korean Senior Citizens Association shall prepare a report on the settlement of accounts of revenue and expenditure and a report on business performance for each fiscal year and submit them to the Minister of Health and Welfare by not later than the end of January of the following year.
(2) The report on the settlement of accounts of revenue and expenditure prescribed in paragraph (1) shall be accompanied by an audit report prepared by a certified public accountant designated by the Minister of Health and Welfare.
 Article 9 (Guidance and Supervision, etc.)
(1) The Minister of Health and Welfare may guide and supervise the duties of the Korean Senior Citizens Association.
(2) If the Minister of Health and Welfare deems it necessary for the guidance and supervision of the Korean Senior Citizens Association in accordance of paragraph (1), he/she may request the Korean Senior Citizens Association to submit data and reports concerning its duties or have public officials under his/her jurisdiction enter the relevant offices and inspect books, documents and other articles.
(3) A public official entering the relevant offices for inspection under paragraph (2) shall carry a certificate indicating his/her authority and documents specifying the duration, scope, person-in-charge and applicable statutes of the inspection and other matters prescribed by Ordinance of the Ministry of Health and Welfare and produce them to interested persons. <Amended by Act No. 13991, Feb. 3, 2016>
(4) Except as expressly provided for in this Act, the Framework Act on Administrative Investigations shall apply to the procedures for or method of the entry and inspection under paragraph (2). <Newly Inserted by Act No. 13991, Feb. 3, 2016>
 Article 10 (Prohibition of Use of Similar Titles)
No entity, other than the Korean Senior Citizens Association shall use the title of the Korean Senior Citizens Association or similar titles.
 Article 11 (Administrative Fines)
(1) Any person who violates Article 10 shall be subject to an administrative fine not exceeding three million won.
(2) Administrative fines prescribed in paragraph (1) shall be imposed and collected by the Minister of Health and Welfare, as prescribed by Presidential Decree.
ADDENDUM
This Act shall enter into force on the date of its promulgation.
ADDENDUM <Act No. 13991, Feb. 3, 2016>
This Act shall enter into force six months after the date of its promulgation.
