 Article 1 (Purpose)
The purpose of this Decree is to provide matters delegated by the Act on Promotion of Periodicals, including Magazines and those necessary for the enforcement thereof.
 Article 2 (Operation, etc. of Advisory Committee on Periodicals)
(1) The Chairperson of the Advisory Committee on Periodicals under Article 9 of the Act on Promotion of Periodicals, including Magazines (hereinafter referred to as the "Act") shall represent the Committee and exercise the general control of the business affairs of the Committee.
(2) The Chairperson shall convene and preside over meetings of the Advisory Committee on Periodicals.
(3) A majority of the members of the Advisory Committee on Periodicals shall constitute a quorum, and any decision thereof shall require a concurring vote of a majority of those present.
(4) The members attending a meeting may be paid allowances, travel expenses and other necessary expenses within budgetary limits: Provided, That this shall not apply where a member who is a public official attends in direct relation to his/her assigned duties.
(5) In addition to the matters provided in paragraphs (1) through (4), those matters necessary for the operation of the Advisory Committee on Periodicals shall be determined by the Chairperson via a resolution of the Committee.
 Article 3 (Support for Modernization of Facilities and Distribution of Periodicals and Other Related Matters)
(1) Projects subject to support for the modernization of the facilities and distribution of periodicals under Article 12 of the Act shall be as follows:
1. Projects for the modernization of the manufacturing facilities of periodicals;
2. Projects related to the informatization of distribution of periodicals;
3. Projects for the improvement of the logistics-related facilities of periodicals;
4. Other projects for creating cluster facilities for the manufacture and distribution of periodicals;
(2) The Minister of Culture, Sports and Tourism may, within budgetary limits, subsidize the whole or part of the expenses of projects eligible for support under paragraph (1).
(3) The Minister of Culture, Sports and Tourism may, if necessary to select projects eligible for support under paragraph (1), hear the opinions of the relevant experts.
 Article 4 (Support, etc. for Training of Professional Personnel)
(1) The Minister of Culture, Sports and Tourism, the Special Metropolitan City Mayor, the Metropolitan City Mayor, the Special Self-Governing City Mayor, the Do Governor, or the Special Self-Governing Province Governor (hereinafter referred to as the “Mayor/Do Governor”) may designate any of the following institutions as a training center for professional personnel in periodical-related industries (hereinafter referred to as “training center for professional personnel”) in accordance with Article 14 (2) of the Act: <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
1. Schools pursuant to any of subparagraphs of Article 2 of the Higher Education Act which open and run a periodical-related education course;
3. Research Institutes which conduct the research on periodicals;
5. Corporations which are established for the purpose of fostering the periodical industry under Article 32 of the Civil Act.
(2) The Minister of Culture, Sports and Tourism or the Mayor/Do Governor shall, when designating a training center for professional personnel pursuant to paragraph (1), establish a designation plan and publish such on the Internet homepage, etc. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
(3) A person who intends to be designated as a training center for professional personnel pursuant to paragraph (1) shall submit an application for designation specifying matters of the following subparagraphs to the Minister of Culture, Sports and Tourism or the Mayor/Do Governor: <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
1. Achievements and plans for training professional personnel;
2. Matters concerning the formation, instructors, etc. of a training course;
3. Matters concerning facilities and equipment necessary for training professional personnel;
4. Plan for financing the operation of a training center.
(4) The Minister of Culture, Sports and Tourism or the Mayor/Do Governor shall examine an application for designation submitted pursuant to paragraph (3), and may designate an entity as a training center for professional personnel if it is equipped with the facilities, personnel and financial capability for training professional personnel. <Amended by Presidential Decree No. 21424, Apr, 17, 2009; Presidential Decree No. 28129, Jun. 20, 2017>
(5) The Minister of Culture, Sports and Tourism or the Mayor/Do Governor may provide subsidies fully or partially for any of the following expenses for a training center for professional personnel designated pursuant to paragraph (1). <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
1. Instruction fees and allowances of instructors;
2. Expenses for materials for training, and machinery and equipment for practical exercise;
3. Other necessary expenses incurred for training professional personnel.
 Article 5 (Registration and Reporting)
(1) A person who intends to register or report any periodical in accordance with Article 15 (1) or 16 (1) of the Act shall submit an application for registration of magazine business under attached Form 1 or a report of business for informative publications, electronic publications or other publications under attached Form 2 (including an application for registration or a report of business in an electronic document) to the Special Self-Governing City Mayor, the Special Self-Governing Province Governor, or the head of a Si/Gun/Gu (referring to the head of Gu in the autonomous Gu; hereinafter, referred to as the “head of a Si/Gun/ Gu”). <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
(2) The following documents shall be attached to an application for registration and a report filed under paragraph (1): <Amended by Presidential Decree No. 21424, Apr. 17, 2009; Presidential Decree No. 25870, Dec. 23, 2014>

2. A certificate of completion of reporting on a printing company under the Print Culture Industry Promotion Act, which will publish the relevant periodical;
3. Articles of incorporation of a corporation (only in a case where a publishing entity is a corporation);
4. Regulations of an organization (referring to an organization which is not a corporation; hereinafter the same shall apply) and documents verifying the establishment thereof (only in a case where a publishing entity is an organization);
5. A copy of the rental agreement in case of renting a building used for a publishing office (only in a case where a publishing entity is an organization or individual).
(3) The head of a Si/Gun/Gu who receives an application of registration or report under paragraph (1) shall confirm the following documents by sharing the administrative information under Article 36 (1) of the Electronic Government Act. 1. A corporation registration certificate (only in a case where a publishing entity is a corporation);
2. A building registration certificate (only in a case where a publishing entity is an organization or individual) where the building used for a publishing office is owned by the person who intends to register or report the periodical;
3. A basic certificate under the Act on the Registration, etc. of Family Relationships of the publisher and the editor.
(4) The head of a Si/Gun/Gu shall, where a periodical business entity has made a registration or a report in accordance with paragraph (1), issue a certificate of registration of magazine business under attached Form 3 or a certificate of completion of reporting on business for informative publications, electronic publications or other publications under attached Form 4. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
 Article 6 (Registration for and Reporting on Changes)
(1) A person who has made a registration or a report in accordance with Article 5 shall, in case of intending to change any registered or reported matters, submit an application for the change of registration of magazine business under attached Form 5 (including an application in an electronic document) or a report on the change of business for informative publications, electronic publications or other publications under attached Form 6 (including a report in an electronic document) to the head of a Si/Gun/Gu with the following documents attached (including an electronic document): Provided, That this shall not apply where such documents are submitted at the time of filing a report on business succession in accordance with Article 11. <Amended by Presidential Decree No. 21424, Apr. 17, 2009; Presidential Decree No. 25870, Dec. 23, 2014; Presidential Decree No. 28129, Jun. 20, 2017>
1. An original copy of a certificate of registration of magazine business (only in case of a magazine);
2. An original copy of a certificate of reporting on business for informative publications, electronic publications or other publications (only in case of informative publications, electronic publications or other publications);
3. Articles of incorporation and regulations of a corporation or organization, and a document verifying the establishment thereof (only in case of changing the corporation or organization which manages the periodical business);
4. A copy of the rental agreement in case of renting the building, which is an evidential document of the publishing office (only in a case where a publishing entity which is an organization or individual, changes its publishing office);
5. A certificate of completion of reporting on a printing company under the Print Culture Industry Promotion Act with respect to the printing company which prints the relevant periodical (only in a case of changing the printing person);

(2) The head of a Si/Gun/Gu who has received an application for registration on change or a report on change pursuant to paragraph (1) shall confirm the following documents by sharing the administrative information under Article 36 (1) of the Electronic Government Act: Provided, That in cases where an applicant or a reporter does not agree to the confirmation under subparagraph 3, the relevant document shall be attached thereto. <Amended by Presidential Decree No. 21424, Apr. 17, 2009; Presidential Decree No. 22151, May 4, 2010; Presidential Decree No. 26839, Dec. 31, 2015; Presidential Decree No. 28129, Jun. 20, 2017>
1. A corporation registration certificate of the corporation (only in case of changing the corporation managing periodical business);
2. A building registration certificate, which is an evidential document of the publishing office, where the building used for the publishing office is owned by the person who applies for registration on change or files a report on change (only in a case where a publishing entity which is an organization or individual, changes its publishing office);
3. An identification certificate under the Act on the Registration, etc. of Family Relationships of the publisher and the editor (only in case of changing the publisher or the editor).
(3) The head of a Si/Gun/Gu shall, where a periodical business entity has made a registration on change or a report on change in accordance with paragraph (1), reissue a certificate of registration of magazine business under attached Form 3 or a certificate of completion of reporting on business for informative publications, electronic publications or other publications under attached Form 4. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
 Article 7 (Indication of Registration Numbers and Reporting Numbers)
The head of a Si/Gun/Gu shall assign a mark based on the following classifications in front of the registration number or the reporting number of periodicals: <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
1. A daily publication (including that published bidaily or three or more times every week): Ga;
2. A weekly publication (including that published at least twice every week or twice every month): Da;
3. A monthly publication: Ra;
4. A bimonthly publication: Ma;
5. A quarterly publication: Ba;
6. A biannually publication: Sa.
 Article 8 (Periodicals Not Subject to Registration or Reporting)
(1) The phrase "magazines prescribed by Presidential Decree" referred to in the proviso to the part other than the subparagraphs of Article 15 (1) of the Act means any of the following magazines:
1. A magazine containing learning materials in at least 60 of 100 of the total number of publication pages;
2. A magazine containing commercial advertisements in at least 60 of 100 of the total number of publication pages.
(2) The phrase "such publications other than magazines as prescribed by Presidential Decree" referred to in the proviso to the part other than the subparagraphs of Article 16 (1) of the Act means any of the following publications:
1. An informative publication, electronic publication or other publication containing learning materials in at least 60 of 100 of the total number of publication pages;
2. An informative publication, electronic publication or other publication containing commercial advertisements in at least 60 of 100 of the total number of publication pages.
 Article 9 (Report of Discontinuation of Business and Ex Officio Cancellation)
(1) A periodical business entity who intends to file a report of business discontinuation pursuant to Article 17 (1) shall submit a report on business discontinuation under attached Form 7 (including a report in an electronic document) to the competent head of a Si/Gun/Gu, together with a certificate of registration or magazine business or a certificate of reporting on business for informative publications, electronic publications or other publications. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
(2) A person who intends to file a report of business discontinuation (limited to the case of being reported under Article 16 (1) of the Act; hereafter the same shall apply in this Article) pursuant to paragraph (1) shall, in cases of intending to file a report of business discontinuation under Article 8 (6) of the Value-Added Tax Act, submit a report on business discontinuation under attached Form 7 and a report on business discontinuation under Article 13 (1) of the Enforcement Decree of the Value-Added Tax Act as well. In such cases, the head of a Si/Gun/Gu shall immediately send a report on business discontinuation submitted together (including that sent by using the information network; hereafter the same shall apply in this Article) to the head of the competent district tax office. <Newly Inserted by Presidential Decree No. 28129, Jun. 20, 2017>
(3) In cases where the head of the competent district tax office transfers a report of business discontinuation upon receipt thereof pursuant to paragraph (1) to the relevant head of a Si/Gun/Gu in accordance with Article 13 (5) of the Enforcement Decree of the Value-Added Tax Act, it shall be deemed that a report of business discontinuation has been submitted pursuant to paragraph (1). <Newly Inserted by Presidential Decree No. 28129, Jun. 20, 2017>
(4) The head of a Si/Gun/Gu shall, in cases of intending to cancel any registered or reported matter ex officio in accordance with Article 17 (2) of the Act, confirm the following matters from either the relevant business entity or the person concerned of the business place such as the owner of the building used for the printing office, and from the relevant agencies: <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
1. Whether or not the rental agreement is terminated;
2. Whether or not the issues of the relevant periodical are presented in accordance with Article 20 of the Libraries Act;
3. Whether or not the business is discontinued, such as reporting the business discontinuation to the relevant district tax office.
(5) The head of a Si/Gun/Gu shall, in cases of intending to cancel any registered or reported matter ex officio in accordance with paragraph (4), notify the business entity of the fact in advance, and publish such on the notice board and the Internet homepage of the relevant agency for at least 20 days. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
 Article 10 (Report of Contents of Registration and Reporting)
(1) In accordance with Article 18, the head of a Si/Gun/Gu shall, quarterly, make a report to the Minister of Culture, Sports and Tourism on the list of periodicals whose registration or reporting under Article 5 (including registration on change and reporting on change under Article 6) or reporting on business discontinuation under Article 9 that has been made and on the current status of registration and reporting by the tenth day of the next month after the expiration of the relevant quarter, and shall prepare a table for reference of the periodicals which are registered and reported in accordance with Article 5 as of December 31 every year and submit such to the Minister of Culture, Sports and Tourism by January 20 of the next year. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
(2) Statement and submission under paragraph (1) may be conducted in such a manner as to input the registered and reported matters concerning the periodicals in the computer network of the Ministry of Culture, Sports and Tourism which manages such matters.
 Article 11 (Succession to Business)
(1) A person who succeeds to the status of a business entity in accordance with Article 22 (1) of the Act shall, within 30 days from the date of succession, submit a report on the succession of the status of a business entity under attached Form 8 to the competent head of a Si/Gun/Gu, together with a certificate of registration of magazine business, a certificate of reporting on business for informative publications, electronic publications or other publications, or the following documents: <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
1. A document verifying succession to the status such as an agreement on transfer and acquisition of business, in case of transfer of business;
2. A family relation certificate and a document verifying the status of the successor to business, in case of succession to business;
3. Documents falling under each subparagraph of Article 6 (1) (only in a case where any registered or reported matter is changed).
(2) The head of a Si/Gun/Gu who has received a right and report shall, in cases where any registered or reported matter is changed, confirm the documents falling under each subparagraph of Article 6 (2) by sharing the administrative information under Article 36 (1) of the Electronic Government Act. Provided, That in cases where an applicant or a reporter does not agree to the confirmation of a basic certificate (only in a case of changing a publisher or an editor) under the Act on the Registration, etc. of Family Relationships by a publisher and an editor, relevant document shall be attached thereto. <Amended by Presidential Decree No. 21424, Apr. 17, 2009; Presidential Decree No. 22151, May 4, 2010; Presidential Decree No. 28129, Jun. 20, 2017>

 Article 13 (Return of Certificate of Registration and Certificate of Reporting)
In cases where the trial of revocation of the registration or reporting of a periodical is determined to be accepted in accordance with Article 24 (2) of the Act or a registration or reporting is revoked in accordance with Article 25 of the Act, a certificate of registration of magazine business or a certificate of reporting on business for informative publications, electronic publications or other publications shall be returned to the head of a Si/Gun/Gu within ten days from the date on which the adjudication of revocation becomes final and conclusive or the date on which the registration or reporting is revoked. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
 Article 14 (Committee for Deliberation on Cancellation of Registration and Reporting)
(1) The Committee for Deliberation on Cancellation of Registration and Reporting under Article 26 (1) of the Act (hereinafter referred to as the "Committee") shall be composed of not more than nine members, including one Chairperson.
(2) The Chairperson of the Committee (hereinafter referred to as the “Chairperson”) shall be designated by the head of a Si/Gun/Gu, from among the members who are public officials belonging to the Special Self-Governing City, the Special Self-Governing Province and the Si/Gun/Gu (referring to the autonomous Gu, hereinafter referred to as the “Si/Gun/Gu”); and, the members shall be composed of those commissioned by the head of a Si/Gun/Gu, from among the persons who have sufficient knowledge and experience concerning periodicals, and those designated by the head of a Si/Gun/Gu from the public officials belonging to the Si/Gun/Gu who are in charge of affairs concerning registration and reporting. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
(3) The term of office of the members shall be three years: Provided, That the term of office of the member filling a vacancy shall be the remainder of his/her predecessor’s term of office.
(4) The Chairperson shall represent the Committee and exercise the general control of the business affairs of the Committee.
(5) The Chairperson shall convene and preside over meetings of the Committee on Periodicals.
(6) A majority of the members of the Committee shall constitute a quorum, and any decision thereof shall require a concurring vote of a majority of those present.
(7) The members attending the Committee may be paid allowances, travel expenses and other necessary expenses within budgetary limits: Provided, That this shall not apply where a member who is a public official attends in direct relation to his/her assigned duties.
(8) In addition to the matters provided in paragraphs (1) through (7), necessary matters for the operation of the Committee shall be determined by the Chairperson via a resolution of the Committee.
 Article 15 (Exclusion, Challenge and Evasion of Members)
(1) Where any of the following persons has a direct interest in any matter to be deliberated, the relevant member of the Committee shall be excluded from the deliberation and resolution of such matter to be deliberated:
1. A member or a person who is or were, but no longer the spouse of a member;
2. A person who is a joint right holder or joint obligor with either a member or a person who is or were, but no longer the spouse of a member;
3. A person who is or was a relative of a member.
(2) If there exists any considerable reason that it is deemed that a member would be likely to cause an impartial resolution, a party to any matter which is referred to the Committee for deliberation may explain such fact in writing to file a request for challenge. In this case, the Chairperson shall make a decision on the request for challenge without any resolution of the Committee.
(3) A member shall, in a case falling under any of the subparagraphs of paragraph (1) or in a case of being able to file a request for challenge, voluntarily refrain from the deliberation and resolution of the relevant matter.
 Article 16 (Scope of Restrictions on Use of Title of Periodical)
The phrase "person who has a special relationship as prescribed by Presidential Decree" referred to in Article 28 of the Act means any of the following persons:
1. The Spouse;
2. A lineal ascendant or descendant;
3. Where the publisher is a corporation or organization, a person who is or was an executive officer of that corporation or organization (referring to a managing general partner in case of a unlimited partnership company and a general partner in case of a limited partnership company; hereinafter the same shall apply).
 Article 17 (Registration of Branch Office or District Office of Foreign Periodical)
(1) A person who intends to register a branch office or district office in accordance with Article 29 (1) of the Act shall submit an application (including an application in an electronic document) for registration of a branch office (district office) under attached Form 9 to the Minister of Culture, Sports and Tourism, together with the following documents (including electronic documents): <Amended by Presidential Decree No. 25870, Dec. 23, 2014>
1. A copy of the agreement on the establishment of a branch office (district office) with the head office of the foreign periodical company or a document verifying the content of the agreement;
2. A sample of a publication published by the head office of the foreign periodical company;
3. A curriculum vitae of the head of a branch office or the head of a district office;
4. A copy of the passport of the head of a branch office or the head of a district office if he/she is a foreigner;

(2) The Minister of Culture, Sports and Tourism who has received an application for registration under paragraph (1) shall confirm a basic certificate (only applicable to a case where the head of branch office or the head of district office is a national of the Republic of Korea) under the Act on the Registration, etc. of Family Relationships by sharing the administrative information under Article 36 (1) of the Electronic Government Act. Provided, That in cases where an applicant does not agree to the confirmation of the relevant document, the relevant document shall be attached thereto. <Newly Inserted by Presidential Decree No. 28129, Jun. 20, 2017>
(3) Unless an application of registration under paragraph (1) falls under any of the following subparagraphs, the Minister of Culture, Sports and Tourism shall permit the registration. <Newly Inserted by Presidential Decree No. 23351, Dec. 6, 2011; Presidential Decree No. 28129, Jun. 20, 2017>
1. Where a person who applies for registration fails to conclude an agreement of a branch office or a district office with the head office of the foreign periodical company;
2. Where the registration is not in conformity with any restriction under the Act, this Decree or other Act and subordinate statute.
(4) The Minister of Culture, Sports and Tourism shall, when a person has registered a branch office or district office of the foreign periodical company under paragraph (1), issue a certificate of registration of a branch office (a district office) of the foreign periodical company under attached Form 10. <Amended by Presidential Decree No. 23351, Dec. 6, 2011; Presidential Decree No. 28129, Jun. 20, 2017>
 Article 18 (Registration on Change of Branch Office or District Office of Foreign Periodical Company)
(1) A person who has registered a branch office or district office of a foreign periodical company in accordance with Article 17 (1) shall, in case of intending to change any such registered contents, submit an application (including an application in an electronic document) for registration of change of a branch office (district office) of a foreign periodical company under attached Form 11 to the Minister of Culture, Sports and Tourism, together with the following documents (including electronic documents): <Amended by Presidential Decree No. 25870, Dec. 23, 2014; Presidential Decree No. 28129, Jun. 20, 2017>
1. A certificate of registration of the branch office (district office) of the foreign periodical company;
2. Where the head of the branch office or the head of the district office is to be changed, a copy of the passport (only where the appointed head of the branch office or district office is a foreigner) of the newly appointed head of the branch office or district office;
3. Where any condition of the agreement on the establishment of the branch office or the district office is changed, a copy of the agreement or a document verifying the content of the agreement.
(2) The Minister of Culture, Sports and Tourism who has received an application for registration under paragraph (1) shall confirm a basic certificate (where the head of branch office or the head of district office is changed, only applicable to a case where the newly appointed head of the branch office or district office is a national of the Republic of Korea) under the Act on the Registration, etc. of Family Relationships by sharing the administrative information under Article 36 (1) of the Electronic Government Act. Provided, That in cases where an applicant does not agree to the confirmation of the relevant document, the relevant document shall be attached thereto. <Newly Inserted by Presidential Decree No. 28129, Jun. 20, 2017>
(3) The Minister of Culture, Sports and Tourism shall, when he/she receives the registration on change in accordance with paragraph (1), reissue a certificate of registration of the branch office (district office) of a foreign periodical company under attached Form 10. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
 Article 19 (Return of Certificate of Registration)
A person who has established a branch office or district office in the Republic of Korea shall, if the registration of the branch office or district office is revoked in accordance with Article 29 (2) of the Act or the branch office or district office is discontinued, return the certificate of registration of the branch office (district office) of the foreign periodical to the Minister of Culture, Sports and Tourism within ten day from the date of revocation or the date of discontinuation.
 Article 20 (Delegation and Entrustment of Authority)

(2) The Minister of Culture, Sports and Tourism or the Mayor/Do Governor may entrust a corporation established for the purpose of promoting the periodical industry with affairs for designation of and support to training centers for professional personnel under Article 4. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
(3) The Minister of Culture, Sports and Tourism or the Mayor/Do Governor shall, in case of entrusting affairs in accordance with paragraph (2), publicly notify the content of such entrustment in the official gazette. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
 Article 20-2 (Processing of Personally Identifiable Information)
(1) The head of a Si/Gun/Gu (including a person delegated or entrusted with the authority if such authority is delegated or entrusted) may, if inevitable for performing affairs of the following subparagraphs, process the data containing resident registration numbers under subparagraph 1 of Article 19 of the Enforcement Decree of the Personal Information Protection Act: <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
1. Affairs concerning the registration or the registration on change of magazines under Article 15 of the Act;
2. Affairs concerning the reporting on informative publications, electronic publications or other publications, or the reporting on change thereof, under Article 16 of the Act;
3. Affairs concerning the reporting on succession to business under Article 22 of the Act.
(2) The Minister of Culture, Sports and Tourism may, if inevitable for conducting the following affairs, process any data containing resident registration numbers, passport numbers or alien registration numbers under subparagraph 1, 2 or 4 of Article 19 of the Enforcement Decree of the Personal Information Protection Act:
1. Affairs concerning the registration of the branch offices or district offices of foreign periodicals under Article 17;
2. Affairs concerning the registration of change of the branch offices or district offices of foreign periodicals under Article 18.

 Article 20-3 (Re-Examination of Regulations)
The Minister of Culture, Sports and Tourism shall examine the appropriateness of the following matters every three years, counting from each base date specified in the following (referring to the period that ends on the day before the base date of every third year) and shall take measures, such as making improvements:
1. Procedures for registration and reporting of periodicals under Article 5: January 1, 2014;
2. Procedures for registration of the branch offices or district offices of foreign periodicals under Article 17: January 1, 2015.

 Article 21 (Imposition Standards of Administrative Fines)
Administrative fines under Article 33 of the Act shall be imposed and collected by the head of a Si/Gun/Gu, and its imposition standards shall be as specified in the attached Table. <Amended by Presidential Decree No. 28129, Jun. 20, 2017>
