FRAMEWORK ACT ON TOURISM

 Article 1 (Purpose)
The purpose of this Act is to contribute to the promotion of closer international relations and improvement of the national economy and welfare and to the sound development of national tourism by providing for a direction for the promotion of tourism and tourism policies.

 Article 2 (Governmental Policies)
The Government shall make fundamental and comprehensive policies pertaining to the promotion of tourism so as to achieve the purpose of this Act.

 Article 3 (Establishment of Tourism Promotion Plan)
(1) The Government shall formulate and implement a master plan for tourism promotion (hereinafter referred to as “master plan”) to lay a foundation for tourism development and to enhance the competitiveness of the tourism industry every five years.
(2) The master plan shall include the following:
1. The basic direction-setting for policies to promote tourism;
2. The national and international conditions and trends of tourism;
3. Laying a foundation for tourism development;
4. Policies by sector of tourist business to promote tourism;
5. Raising and distributing financial resources to promote tourism;
6. Improving the system to promote tourism;
7. Sharing the function of a central administrative agency related to tourism promotion;
8. Other matters necessary to promote tourism.
(3) The master plan shall be determined after deliberation by the Council for National Tourism Strategy under Article 16 (1).
(4) The government shall formulate and implement an annual action plan in accordance with the master plan, and assess the performance of implementing such plan to reflect the results on the master plan.

 Article 4 (Annual Report)
The Government shall submit a report on policies and trends concerning the promotion of tourism to the National Assembly each year before the beginning of a regular session of the National Assembly.

 Article 5 (Legislative Measures)
In order to implement the policies under Article 2, the State shall take legislative, financial, and other necessary administrative measures.

 Article 6 (Cooperation of Local Governments)
A local government shall take measures necessary for the state policy concerning tourism.

 Article 7 (Attraction of Foreign Tourists)
In order to facilitate the attraction of foreign tourists, the Government shall intensify overseas advertizing campaigns, improve the entry and departure procedures, and take other necessary measures.

 Article 8 (Improvement of Facilities)
The Government shall take measures necessary for improving and expanding the lodging, transportation and resting facilities, etc. for tourists.

 Article 9 (Protection, etc. of Tourist Resources)
The Government shall take measures necessary for protecting and developing tourist resources.

 Article 10 (Guidance and Support of Tourist Business)
In order to support the tourist business, the Government shall take measures for guidance and supervision of tourist business and other necessary policies.

 Article 11 (Improvement of Quality of Persons Engaged in Tourism)
The Government shall take measures for education and training and other necessary policies in order to improve the quality of persons engaged in tourism.

 Article 12 (Designation and Development of Tourist Resorts)
The Government shall designate areas suitable for sightseeing as tourist resorts, and carry out the necessary development.

 Article 13 (Development of National Tourism)
The Government shall take measures necessary for developing sound national tourism by encouraging the public to understand the tourism.

 Article 14 (Tourism Promotion and Development Fund)
The Government shall establish a tourism promotion and development fund for the promotion tourism.

 Article 16 (Council for National Tourism Strategy)
(1) The Council for National Tourism Strategy shall be established to deliberate and coordinate matters concerning the establishment and coordination of directions and key policies for tourism promotion, the formulation of tourism promotion plans, etc., under the jurisdiction of the Prime Minister
(2) Matters necessary to organize and operate the Council for National Tourism Strategy shall be prescribed by the Presidential Decree.

ADDENDUM
This Act shall enter into force on the date of its promulgation.
