 Article 1 (Purpose)
The purpose of this Act is to facilitate the reformation of the mindset of career persons and utilize their advanced knowledge and technology for economic activities, thus contributing to realizing welfare-oriented society and developing the national economy.

 Article 2 (Definitions)
The terms used in this Act shall be defined as follows:
1. The term "career person" means a person engaged in economic activities in areas requiring expertise with professional capabilities to perform their duties;
2. The term "occupational organization" means an organization comprised of career persons to engage in activities in each professional area which meets criteria prescribed by Presidential Decree.

 Article 3 (Day of Career Persons)
The Government may designate Day of Career Persons to heighten national awareness of the importance of economic activities by career persons and further inspire career persons’ desire to engage in economic activities.
 Article 4 (Establishment, etc. of Federation of Occupational Organizations)
(1) A federation of occupational organizations (hereinafter referred to as the "Federation") may be established to increase common interest of career persons and occupational organizations, promote the sound development thereof, and assist in promoting economic activities of career persons.
(2) The Federation shall be a corporation.
(3) The Federation shall establish its head office in Seoul Metropolitan City and may establish its branch offices and local branch offices located in any necessary place, as prescribed by its articles of incorporation.
(4) Any person who intends to establish the Federation shall submit the articles of incorporation and other necessary documents to the Minister of the Interior and Safety, as prescribed by Presidential Decree, and obtain authorization for its establishment. <Amended by Act No. 11690, Mar. 23, 2013; Act No. 12844, Nov. 19, 2014; Act No. 14839, Jul. 26, 2017>
(5) The Federation shall be duly formed when the registration for its establishment is completed at the registry office having jurisdiction over its principal place of business.
(6) Entries in the articles of incorporation of the Federation, its operating methods and other necessary matters shall be prescribed by Presidential Decree.

 Article 5 (Duties of Federation)
The Federation shall perform the following duties:
1. Education and training of career persons for reforming their mindset and nurturing a new breed of creative talents and technicians;
2. Provision of information on career persons;
3. Investigation into the actual conditions of current economic activities of career persons;
4. Overseas training of career persons for improving their quality;
5. Integration and coordination of public services provided by occupational organizations;
6. Development of, and support for policies for fostering and developing occupational organizations;
7. Cooperation with foreign occupational organizations;
8. Affairs delegated from the State or local governments;
9. Other affairs for promoting economic activities of career persons.

 Article 6 (Establishment of Comprehensive Support Center for Career Persons)
In order to actively promote the economic activities of career person, the Federation may establish a comprehensive career person support center capable of providing various services, such as provision of information, education, training, and consultancy.
 Article 7 (Application Mutatis Mutandis of the Civil Act)
Except as otherwise provided in this Act, the provisions on incorporated associations of the Civil Act shall apply mutatis mutandis to the Federation.

 Article 8 (Rewards)
The Government may reward persons of distinguished services or persons who set a good example with respect to the economic activities of career persons and the realization of social welfare.

 Article 9 (Direction and Supervision)
(1) The Minister of the Interior and Safety may direct and supervise the administrative affairs of the Federation. <Amended by Act No. 11690, Mar. 23, 2013; Act No. 12844, Nov. 19, 2014; Act No. 14839, Jul. 26, 2017>
(2) Where the Minister of the Interior and Safety deems it necessary for rendering direction and supervision as prescribed in paragraph (1), he/she may request the Federation to submit necessary documents, etc. <Amended by Act No. 11690, Mar. 23, 2013; Act No. 12844, Nov. 19, 2014; Act No. 14839, Jul. 26, 2017>

ADDENDUM
This Act shall enter into force three months after the date of its promulgation.

Article 1 (Enforcement Date)
This Act shall enter into force on the date of its promulgation. (Proviso Omitted.)

(1) This Act shall enter into force on the date of its promulgation: Provided, That among Acts amended pursuant to Article 6 of Addenda, the amendments to any Act, which was promulgated before this Act enters into force but the enforcement date of which has not yet arrived, shall enter into force on the enforcement date of the relevant Act.

ADDENDA <Act No. 14839, Jul. 26, 2017>
Article 1 (Enforcement Date)
(1) This Act shall enter into force on the date of its promulgation: Provided, That among Acts amended pursuant to Article 5 of Addenda, the amendments to any Act, which was promulgated before this Act enters into force but the enforcement date of which has not yet arrived, shall enter into force on the enforcement date of the relevant Act.
