 Article 1 (Purpose)
The purpose of this Act is to prescribe the status and organization of Seoul Special Metropolitan City and exceptions to its operation, as prescribed in Article 174 of the Local Autonomy Act.

 Article 2 (Status)
Seoul Special Metropolitan City shall be under direct control of the Government: Provided, That it shall have special status as the capital city within the scope prescribed by this Act.

 Article 4 (Exceptions to Operation of General Administration)
(1) Where the Minister of the Interior and Safety intends to determine whether to approve the flotation of municipal bonds of Seoul Special Metropolitan City as prescribed in Article 11 of the Local Finance Act, he/she shall report thereon to the Prime Minister. <Amended by Act No. 10730, May 30, 2011; Act No. 11690, Mar. 23, 2013; Act No. 12844, Nov. 19, 2014; Act No. 14839, Jul. 26, 2017>
(2) Where the Minister of the Interior and Safety intends to audit the autonomous affairs of Seoul Special Metropolitan City as prescribed in Article 171 of the Local Autonomy Act, he/she shall coordinate it through the Prime Minister. <Amended by Act No. 10730, May 30, 2011; Act No. 11690, Mar. 23, 2013; Act No. 12844, Nov. 19, 2014; Act No. 14839, Jul. 26, 2017>

(5) The Mayor of Seoul Special Metropolitan City shall exercise authority over matters prescribed by Presidential Decree among the authority of the relevant Ministers or the heads of central administrative agencies prescribed in Articles 32 (1) through (3), 78 (1) and (4), and 82 of the State Public Officials Act concerning the appointment, etc. of State public officials under control of Seoul Special Metropolitan City, and the defendant of administrative litigation related thereto shall be the Mayor of Seoul Special Metropolitan City, notwithstanding the provisions of Article 16 of the Act. <Amended by Act No. 10730, May 30, 2011>

(7) The conferment of decorations on the public officials under control of Seoul Special Metropolitan City shall be as recommended by the Mayor of Seoul Special Metropolitan City, notwithstanding the provisions of Article 5 (1) of the Awards and Decorations Act. <Amended by Act No. 10730, May 30, 2011>

 Article 5 (Exceptions to Operation of Wide-Area Administration in National Capital Region)
(1) Where the heads of relevant central administrative agencies and the Mayor of Seoul Special Metropolitan City mutually disagree on the establishment and implementation of plans for roads, transportation, environment, etc. relating to Seoul Special Metropolitan City in the national capital region, the Prime Minister shall coordinate such matters unless prescribed otherwise by other Acts.
(2) Matters necessary for coordination referred to in paragraph (1) shall be prescribed by Presidential Decree.
