The purpose of this Act is to prescribe matters concerning allowances, etc. to make up for the minimum actual expenses incurred in performing the duties and maintaining the dignity of members of the National Assembly serving the nation.

| Article 2 (Standards for Giving of Allowances) |
Allowances specified in attached Table 1 shall be given to members of the National Assembly every month: Provided, That where the National Assembly intends to adjust allowances, such adjustment may be prescribed by the National Assembly Regulations according to the adjustment ratio of remuneration of public officials until this Act is amended.

| Article 3 (Payday for Allowances) |
Allowances shall be paid to members of the National Assembly on the 20th day of each month: Provided, That where the payday for allowances falls on an official holiday, such allowances shall be paid on the preceding day thereof.

| Article 4 (Calculation of Allowances) |
As for allowances for the months of the day when the commencement of the term of office of a member of the National Assembly falls and of the day when a member of the National Assembly relinquishes his/her position, an amount shall be paid in proportion to the number of days he/she holds office in the said month among the allowances under Article 2. <Amended by Act No. 15711, Jun. 12, 2018> [This Article Wholly Amended by Act No. 6440, Mar. 28, 2001]
| Article 5 (Allowances for Members of National Assembly Holding Dual Offices) |
Where a member of the National Assembly holds another office as public official permitted by Act, he/she may receive the larger sum between allowances for a member of the National Assembly and remuneration for the other dual office. In such case, expenses for legislative activities or special activities shall not be paid notwithstanding Articles 6 and 7. [This Article Wholly Amended by Act No. 15711, Jun. 12, 2018]
| Article 6 (Expenses for Legislative Activities) |
| (1) | Money to cover expenses for legislative activities specified in attached Table 2 shall be paid to members of the National Assembly every month for their legislative activities, such as the collection of basic data for legislation and research thereon, etc.: Provided, That where the National Assembly intends to adjust expenses for legislative activities, such adjustment may be prescribed by the National Assembly Regulations until this Act is amended. |
| (2) | Articles 3 and 4 shall apply mutatis mutandis to the payday for money to cover expenses for legislative activities and the calculation method thereof. |

| Article 7 (Expenses for Special Activities) |
| (1) | In order to particularly support members of the National Assembly with legislative activities when the National Assembly is in session, money shall be paid to cover expenses for such special activities. |
| (2) | Money to cover expenses incurred in special activities shall be calculated by multiplying an amount equivalent to 1/30 of an allowance under attached Table 3 by the number of days of the session and shall be paid during the session. |

| Article 7-2 (Expenses for Legislation and Development of Policies) |
| (1) | In order to support members of the National Assembly with activities concerning the legislation and development of policies, money to cover expenses for the legislation and development of policies may be paid to them within budgetary limits. |
| (2) | Necessary matters concerning the standards and procedures for paying money to cover expenses for the legislation and development of policies under paragraph (1) shall be determined by the Chairperson of the National Assembly in consultation with the representative of each negotiation body. |

| Article 8 (Travel Expenses) |
| (1) | Where a member of the National Assembly takes an official trip by virtue of a resolution reached at a plenary session or a committee or by order of the Chairperson of the National Assembly, he/she may be paid an allowance to cover travel expense. |
| (2) | The standards for allowing money to cover travel expenses shall be prescribed by the National Assembly Regulations. |
| (3) | Money to cover overseas travel expenses shall be paid within the minimum extent necessary for the overseas official activities in consideration of the purpose of travel. |

| (1) | A member of the National Assembly may employ assistants, such as an aide, etc. to assist his/her legislative activities. |
| (2) | Assistants shall be remunerated within the extent of complement of assistants prescribed by attached Table 4. |

| Article 9-2 (Grounds for Disqualification) |
| (1) | None of the following persons shall be appointed as an assistant: <Amended by Act No. 14758, Mar. 21, 2017> |
| 2. | A person who has committed a crime referred to in Article 166 of the National Assembly Act and for whom five years have not passed since punishment by a fine of not less than five million won declared by a court became final and conclusive; |
| 3. | A spouse or relative by blood or marriage within the fourth degree of a National Assembly member who intends to be appointed as his/her assistant. |
| (2) | Notwithstanding paragraph (1), the foregoing shall not apply to a National Assembly member who is deemed to need an assistance of a person referred to in paragraph (1) 3 due to his/her physical disabilities defined in Article 2 (2) 1 of the Act on Welfare of Persons with Disabilities. <Newly Inserted by Act No. 14758, Mar. 21, 2017> |

| Article 9-3 (Ipso Facto Retirement) |
In any of the following cases, an assistant shall retire ipso facto: <Amended by Act No. 14758, Mar. 21, 2017>
| 2. | Where the assistant has committed a crime prescribed in Article 166 of the National Assembly Act, for whom punishment by a fine of not less than five million won declared by a court becomes final and conclusive; |

| Article 9-4 (Reporting or Disclosure of Employment of Relatives, etc.) |
| (1) | Where a member of the National Assembly requests an appointment, as an assistant, of a person referred to in Article 9-2 (1) 3, pursuant to Article 9-2 (2), or of his/her relative referred to in Article 777 of the Civil Act who does not fall under Article 9-2 (1) 3, such fact shall be reported to the Secretary General of the National Assembly. |
| (2) | The Secretary General of the National Assembly shall disclose details of the report under paragraph (1) by posting them on the National Assembly Bulletin, its website, or others. |
| (3) | Upon receipt of a request for an appointment of an assistant, the Secretary General of the National Assembly may request the Minister of the National Court Administration or the head of the relevant agency to cooperate in providing materials or information necessary to ascertain the fact of the reporting made under paragraph (1) or whether the relevant assistant falls under Article 9-2 (1) 3. In such case, the Minister of the National Court Administration or the head of the relevant agency who is so requested shall cooperate in such request unless there is a compelling reason not to do so. |

| Article 10 (Injuries or Death) |
Where a member of the National Assembly suffers a bodily injury in the course of performing his/her duties, the money for medical expenses for such injury shall be fully paid; where he/she becomes physically disabled due to such injury, an amount equivalent to allowances for six months shall be paid; and where he/she dies of such injury or disease caused by his/her duties, an amount equivalent to allowances for one year shall be paid to him/her.

This Act shall enter into force on the date of its promulgation.

Article 1 (Enforcement Date)
This Act shall enter into force one month after the date of its promulgation.
Article 2 (Transitional Measures concerning Grounds for Disqualification of Assistants)
Where a person who is working as an assistant as at the time this Act enters into force, comes to be subject to the grounds for disqualification under the amended provision of Article 9-2 (1) 3 by reason of an event occurring before this Act enters into force, such grounds for disqualification shall cease to exist within three months after this Act enters enter force. Article 3 (Transitional Measures concerning Report of Employment of Relatives, etc.)
Where a member of the National Assembly employes, as an assistant, a person referred to in the amended provision of Article 9-2 (1) 3, pursuant to the amended provision of Article 9-2 (2), or his/her relative referred to in Article 777 of the Civil Act who does not fall under the amended provision of Article 9-2 (1) 3 as at the time this Act enters into force, he/she shall file a report on such fact with the Secretary General of the National Assembly within three months after this Act enters into force.
