Presidential Decree No. 28056, May 29, 2017

 Article 1 (Purpose)
The purpose of this Decree is to prescribe matters mandated by the Braille Act and matters necessary for the enforcement thereof.
 Article 2 (Actual Condition Survey)
The details of actual condition surveys under Article 9 of the Braille Act (hereinafter referred to as the “Act”) shall be as follows:
1. Matters concerning the braille use abilities of visually impaired persons and personnel related to visual impairment;
2. Matters concerning nationals’ awareness of braille;
3. Matters concerning environment for braille use;
4. Matters concerning braille education;
5. Matters concerning specialized personnel related to braille;
6. Matters concerning preparation and dissemination of braille;
7. Other matters related to braille which the Minister of Culture, Sports and Tourism deems necessary.
 Article 3 (Scope of Curriculum Books)
Curriculum books which the Minister of Education shall prepare and disseminate in braille pursuant to Article 12 (1) of the Act shall be textbooks under subparagraph 2 of Article 2 and guide books under subparagraph 3 of the same Article of the Regulations on the Curriculum Books. <Amended by Presidential Decree No. 28955, Jun. 12, 2018>
 Article 4 (Criteria, Etc. of Facilities for Braille Publication)
(1) A facility which may publish braille materials referred to in Article 12 (2) of the Act shall fulfill all of the following criteria:
1. At least one person who works full time as a braille translator or corrector and has obtained a private qualification accredited under Article 19 of the Framework Act on Qualifications;
2. At least two computers which are used for editing braille translation and printing braille materials;
3. At least one plate making system or printing machine for braille;
4. At least one binding machine for braille;
5. Software for braille translation which allows to edit braille translation.
(2) Where a facility falling under any of the following meets all criteria of each subparagraph of paragraph (1), the Minister of Culture, Sports and Tourism and the head of a local government may support such facility with all or part of the expenses incurred in preparing and disseminating braille publications pursuant to Article 12 (2) of the Act:
1. A library for the disabled under Subparagraph 4 (b) of Article 2 of the Libraries Act;
2. A braille library or publication facility of braille books and recording books among community rehabilitation facilities for persons with disabilities under Article 58 (1) 2 of the Act on Welfare of Persons with Disabilities.
 Article 5 (Handling of Sensitive Information)
The Minister of Culture, Sports and Tourism may handle materials which include information on health under Article 23 of the Personal Information Protection Act, if the handling of such information is inevitable to perform affairs concerning actual condition survey under Article 9 of the Act.
This Decree shall enter into force on May 30, 2017.
ADDENDUM <Presidential Decree No. 28955, Jun. 12, 2018>
This Decree shall enter into force on June 13, 2018.
