BADUK PROMOTION ACT

 Article 1 (Purpose)
The purpose of this Act is to contribute to increasing opportunities for the people to well utilize their leisure time; to cultivating their sound spirit; and to globalizing Baduk, by prescribing matters necessary for promoting Baduk and creating foundations for Baduk culture.
 Article 2 (Definitions)
The terms used in this Act shall be defined as follows:
1. The term “certified Baduk leader” means a person granted qualification as a certified sports leader in the field of Baduk under Article 11 of the National Sports Promotion Act;
2. The term “professional Baduk player” means a person professionally engaged in various kinds of Baduk activities, who has passed a verification test for Baduk skills and has been granted qualification for participating in Baduk games among a group of Baduk professionals;
3. The term “Baduk-related organization” means an international organization or a corporation or organization established for developing, educating in, international exchanges in, etc. Baduk;
4. The term “Baduk game record” means a record in a certain format which tracks the moves in a Baduk game or a collection of such records.
 Article 3 (Duties of the State and Local Governments)
(1) The State and local governments shall formulate policies necessary for promoting Baduk; and protect the people’s voluntary Baduk activities.
(2) The State and local governments shall endeavor to increase opportunities for Baduk education so that the people can undergo such education.
 Article 4 (Relations with Other Acts)
Except as expressly provided for in other Acts, this Act shall apply to the promotion of Baduk.
 Article 5 (Formulation, Implementation, etc. of Basic Plan for Baduk Promotion)
(1) The Minister of Culture, Sports and Tourism shall formulate and implement a basic plan for promoting Baduk (hereinafter referred to as “basic plan”) to systematically conserve and promote Baduk.
(2) Each basic plan shall contain the following:
1. Basic direction-setting for promoting Baduk;
2. Matters concerning surveys and research for promoting Baduk;
3. Matters concerning implementing the development of Baduk techniques;
4. Matters concerning providing education on Baduk and disseminating the game;
5. Matters concerning educating and fostering certified Baduk leaders;
6. Matters concerning fostering and supporting professional Baduk players;
7. Matters concerning supporting organizations for Baduk and Baduk competition arenas;
8. Matters concerning international exchanges and cooperation concerning Baduk, and the holding of Baduk events;
9. Matters concerning securing funds necessary for promoting Baduk;
10. Matters concerning researching the status of legislation and policies related to the commercial utilization of Baduk game records;
11. Matters prescribed by Presidential Decree, which are necessary for promoting Baduk.
(3) Other matters necessary for formulating and implementing a basic plan shall be prescribed by Presidential Decree.
 Article 6 (Cooperation with Relevant Agencies)
(1) If deemed necessary for formulating and implementing a basic plan, the Minister of Culture, Sports and Tourism may request the heads of other central administrative agencies, local governments or public institutions to provide cooperation.
(2) The person in receipt of a request for cooperation under paragraph (1) shall comply therewith, except in extenuating circumstances.
 Article 7 (Day of Baduk)
(1) November 15 of each year shall be designated as “Baduk Day” to enhance the people’s awareness of Baduk and to ensure the dissemination and inheritance of Baduk.
(2) Matters concerning the Baduk Day shall be prescribed by Presidential Decree.
 Article 8 (Support for Baduk-Related Organizations and Creation of Baduk-Dedicated Competition Arenas)
(1) If deemed necessary for promoting Baduk, the State and local governments may provide administrative and financial support to Baduk-related organizations.
(2) The State and local governments may, if deemed necessary, create and operate Baduk competition arenas.
 Article 9 (Promotion of Technical Development)
The State and local governments may conduct fact-finding surveys, technical development, etc. under the Sports Industry Promotion Act to develop Baduk-related techniques and improve the level of such techniques.
 Article 10 (Support for Startups, etc.)
The Minister of Culture, Sports and Tourism may provide support under the Sports Industry Promotion Act to promote Baduk-related startups and encourage the growth and development of the business startups.
 Article 11 (Support for Research Activities, etc.)
(1) The Minister of Culture, Sports and Tourism may provide financial support to the relevant research institutes or Baduk-related organizations, etc. which conduct researches on Baduk.
(2) The Minister of Culture, Sports and Tourism may grant a subsidy to Baduk-related organizations fostering Baduk-related professionals to help them cover all or some of the expenses associated with their education and training.
 Article 12 (Convergence and Linkage of Baduk Culture Industry with Others)
(1) The State shall formulate policies necessary for advancing the Baduk culture industry, such as the mutual development of Baduk and science technologies through their convergence and linkage.
(2) In order for the Baduk culture industry to be developed by converging and linking with various cultural contents, such as traditional games, artificial intelligence, and scientific technologies, the Minister of Culture, Sports and Tourism shall reflect such convergence and linkage in the relevant policies.
(3) If necessary for the convergence and linkage of Baduk cultural industry, the Minister of Culture, Sports and Tourism may request the heads of the relevant central administrative agencies to provide cooperation. In such case, the heads of the relevant central administrative agencies so requested shall comply with such request, except in extenuating circumstances.
 Article 13 (Support for International Exchanges and Overseas Dissemination)
(1) The Minister of Culture, Sports and Tourism may implement such projects as holding international competitions, dispatching certified Baduk leaders, and conducting overseas publicity to promote the international exchanges and overseas dissemination of Baduk.
(2) In order to efficiently implement projects under paragraph (1), the Minister of Culture, Sports and Tourism may entrust the relevant agencies or organizations prescribed by Presidential Decree with the implementation of such projects or request them for the vicarious implementation thereof, and may provide a subsidy to help cover all or some of the associated expenses within budgetary limits.
ADDENDUM
This Act shall enter into force six months after the date of its promulgation.
