CHAPTER I GENERAL PROVISIONS
 Article 1 (Purpose)
The purpose of this Decree is to regulate the matters necessary for the scope, authorship, authorization, approval, publication, supply, selection, and price determination of curriculum books for each school pursuant to Article 29 (2) of the Elementary and Secondary Education Act. <Amended by Presidential Decree No. 21687, Aug. 18, 2009>
 Article 2 (Definitions)
The definitions of terms used in this Decree shall be as follows: <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
1. The term "curriculum books" means textbooks and guide books;
2. The term "textbooks" means books, sound recordings, images, and electronic works, etc. used by students for learning at school;
3. The term "guide books" means books, sound recordings, images, and electronic works, etc. used by teachers for educating students at schools;
4. The term "government-designated books" means the curriculum books the copyright of which is held by the Ministry of Education;
5. The term "authorized books" means the curriculum books authorized by the Minister of Education;
6. The term "approved books" means the curriculum books approved by the Minister of Education to be used where no government-designated books or authorized books exist, or where it is impractical to use them or necessary to supplement them;
7. The term "reorganization" means a modification of the contents exceeding 1/2 of the total pages of curriculum books (the total contents in cases of sound recordings, images, and electronic works, etc.) due to the full-scale or partial revision of curriculum or other reasons;
8. The term "revision" means the correction, addition, reduction, or modification of the phrases, sentences, statistics, illustrations, etc. of the curriculum books due to a partial revision of the curriculum or other reasons, which do not fall in the scope of reorganization.
 Article 3 (Selection of Curriculum Books)
(1) Curriculum books to be used for a school shall be selected by the principal of the school: Provided, That curriculum books to be first used for a newly-established school may be selected by the superintendent of education or head of the district office of education having jurisdiction over the newly-established school.
(2) The curriculum books referred to in paragraph (1) shall be selected from among government-designated books or authorized books as classified in the following:
1. Where there are only government-designated books and authorized books do not exist: To select government-designated books;
2. Where government-designated books do not exist and there are only authorized books: To select the curriculum books from among authorized books;
3. Where both government-designated books and authorized books exist: To select the curriculum books from among government-designated books and authorized books.
(3) Notwithstanding paragraph (2), approved books may be selected as curriculum books in any of the following circumstances:
1. Where neither the government-designated books nor the authorized books exist;
2. Where approved books are to be used instead of government-designated books or authorized books because it is impracticable to use and select such books as curriculum books;
3. Where approved books are to be used additionally as supplements to government-designated books or authorized books.
(4) The principal of a school shall take the following relevant steps before selecting curriculum books pursuant to the main sentence of paragraph (2): Provided, That the foregoing shall not apply where the principal of a school selects government-designated books as curriculum books in the case of paragraph (2) 1:
1. Where the principal selects the curriculum books published after the full or partial revision of the curriculum to use them for the first time: Deliberation (or consultation in the case of a private school; hereinafter the same applies) by the school steering committee (or the consultative body on school operations organized equivalently to the school steering committee if a school does not have such school steering committee; hereinafter the same applies) after collecting opinions of teachers working for the school;
2. Where the principal selects the curriculum books to replace the already-selected curriculum books without the revision of the curriculum: Deliberation by the school steering committee after collecting opinions of teachers working for the school. In such cases, a majority of all members of the school steering committee shall constitute a quorum, and any decision thereof shall require the concurring vote of at least 2/3 of the members present.
(5) Except as provided in paragraphs (1) through (4), further details necessary for selecting curriculum books shall be prescribed by the Minister of Education.

CHAPTER II COMPILATION, AUTHORIZATION, AND APPROVAL OF CURRICULUM BOOKS
 Article 4 (Government-designated Books)
The government-designated books shall be the curriculum books determined and publicly notified by the Minister of Education. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
 Article 5 (Compilation of Government-designated Books)
The government-designated books shall be compiled by the Ministry of Education: Provided, That where the Minister of Education deems necessary compilation of government-designated books may be entrusted to the research institutes or universities, etc. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
 Article 6 (Authorized Books)
The authorized books shall be the curriculum books for a subject determined and publicly notified by the Minister of Education. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 27864, Feb. 22, 2017>
 Article 7 (Public Announcement of Authorization)
(1) Where the Minister of Education intends to authorize curriculum books, he/she shall publicly announce the following no later than one year and six months prior to the commencement of a school year in which the said authorized books are first used: <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 27864, Feb. 22, 2017>
1. Kinds of curriculum books to be authorized;
2. Qualifications of applicants;
3. Period for application;
4. Standards for authorization;
5. Points of attention in compiling;
6. The number of copies to be submitted for authorization;
7. Fee for authorization, and its payment method;
8. Other matters required for authorization.
(2) Public announcement under paragraph (1) shall be posted on the website of the Ministry of Education and printed in daily newspapers, etc. <Amended by Presidential Decree No. 21687, Aug. 18, 2009; Presidential Decree No. 24423, Mar. 23, 2013>
 Article 8 (Application for Authorization)
An application for authorization shall be filed by a writer of manuscript (hereinafter referred to as "author") or a publisher, or jointly filed by the author and the publisher.
 Article 9 (Methods of Authorization)
(1) Authorization shall be executed in two phases: a preliminary study and a main examination.
(2) In the preliminary study, errors in the content, markings, or expressions etc., of the subject books shall be investigated.
(3) In the main examination, whether the textbook is appropriate to be the curriculum book is reviewed in accordance with the standard for authorization under Article 7 (1) 4.
(4) The Minister of Education may request specialized institutions such as the National Institute of Korean Language for editorial supervision if necessary in the process of the main examination under paragraph (3). <Newly Inserted by Presidential Decree No. 26709, Dec. 15, 2015>

 Article 10 (Granting of Authorization)
(1) Granting of authorization shall be determined by the Minister of Education following the results of examination. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
(2) Where an authorized textbook of one subject for the same grade is comprised of two or more books, and if even one of them is found inappropriate to be authorized, all of the textbooks for the relevant subject applied by the applicant shall be disqualified: Provided, That this shall not apply in cases of different authorization periods, where a book which is applied for authorization at a later time is determined disqualified. <Amended by Presidential Decree No. 21687, Aug. 18, 2009>
(3) Where either a textbook or a guide book for one subject becomes disqualified, all of the textbooks and guide books for the subject shall be disqualified.
 Article 10-2 (Objections)
(1) If a textbook is disqualified based on the result of the main examination under Article 9 (3), the Minister of Education shall accurately specify the reason for disqualification and notify the applicant thereof, and the person who receives the disqualification notice may file an objection with the Minister of Education within one month after receiving the notice in accordance with Form 1 attached hereto. <Amended by Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 25185, Feb. 18, 2014>
(2) The Minister of Education shall review the validity of the objection filed pursuant to paragraph (1) and notify the result of the review within 60 days after the receipt of the objection. <Amended by Presidential Decree No. 24423, Mar. 23, 2013>
(3) Where the Minister of Education decides not to accept the objection after the review of it, he/she shall notify the applicant that the applicant may file an administrative appeal or an administrative litigation against the decision or disqualification under paragraph (1), along with the notice of the result under paragraph (2). <Amended by Presidential Decree No. 24423, Mar. 23, 2013>

 Article 11 (Public Announcement of Authorization)
When the Minister of Education determines to authorize a textbook under Articles 10 and 10-2 (2), he/she shall publicly announce the following matters in the Official Gazette: <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 21687, Aug. 18, 2009; Presidential Decree No. 24423, Mar. 23, 2013>
1. Titles of the authorized books;
2. Date and number of each authorization;
3. The Number of copies, printing form, the number of pages, kinds, volume, capacity, and environment for usage (limited to the case of sound records, images, and electronic works);
4. Paper quality and method of bookbinding;
5. Schools subject to their use;
6. School year of their first use;
7. Names of authors;
8. Addresses and names of publishers.

 Article 13 (Fees for Authorization)
(1) An applicant for authorization shall pay the fees for authorization determined and publicly notified by the Minister of Education by taking account of the number of pages of books, the level of difficulty of authorization by curriculum, costs of authorization, etc. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 21687, Aug. 18, 2009; Presidential Decree No. 24423, Mar. 23, 2013>
(2) The fees paid under paragraph (1) shall not be returned.
(3) The Minister of Education may provide the institutions entrusted with the authorization pursuant to Article 45 of the Regulations on Devolution and Entrustment of Administrative Competence with subsidies for expenses incurred in conducting authorization within budgetary limits. <Newly Inserted by Presidential Decree No. 21687, Aug. 18, 2009; Presidential Decree No. 21978, Jan. 6, 2010; Presidential Decree No. 24423, Mar. 23, 2013>
 Article 14 (Application for Approved Books)
(1) When intending to select and use approved books for any subject designated and publicly notified by the Minister of Education, the principal of school, author, publisher, or the author and the publisher shall file an application for approval of an approved book, with the Minister of Education, by no later than six months before the first day of the semester in which the relevant book is to be selected and used: Provided, That where there are unavoidable causes, such as change of curriculum, etc., the Minister of Education may designate and publicly notify a different period for application for approval of an approved book. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 22143, May 4, 2010; Presidential Decree No. 23726, Apr. 16, 2012; Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 25646, Oct. 8, 2014>

(3) When intending to select and use an approved book for any subject other than the subjects designated and publicly notified by the Minister of Education, the principal of a school may file an application for approval with the Minister of Education by no later than six months (where there are unavoidable causes, such as a reason for operation of the curriculum of the school, if the Minister of Education shortens the period for application for approval of approved books after the principal of a school has consulted with the Minister of Education, referring to such shortened period) prior to the first day of the relevant semester, after deliberations by a school-approved book recommendation committee consisting of at least three members designated or commissioned by the principal of the school from among teachers holding teacher’s license for the relevant subject and by the school steering committee: Provided, That in case of public or private elementary schools or middle schools, an application for approval shall be filed via the head of a district office of education. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 21687, Aug. 18, 2009; Presidential Decree No. 23726, Apr. 16, 2012; Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 25646, Oct. 8, 2014; Presidential Decree No. 26709, Dec. 15, 2015>

 Article 15 (Standards for Approval)
Where the Minister of Education receives an application for approval pursuant to Article 14, he/she shall formulate standards for approval of the relevant books, following a deliberation by the deliberative council of curriculum books under Article 18. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
 Article 16 (Approval of Approved Books)
Articles 9, 10, 10-2, and 13 shall apply, mutatis mutandis to the approval of approved books. In this case, the term "standards for authorization under Article 7 (1) 4" in Article 9 (3) shall be construed as "standards for approval under Article 15", and the term "authorization" as "approval", respectively.

 Article 17 (Scope of Use, etc. of Approved Books)
(1) Where the Minister of Education has approved the approved books under Article 16, the principals of schools other than those which have applied for approval may select and use the said approved books without a separate application for approval. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 25646, Oct. 8, 2014; Presidential Decree No. 26709, Dec. 15, 2015>
(2) Where the Minister of Eduction has developed educational books for National Competency Standards under Article 8 (5) of the Enforcement Decree on the Framework Act on Qualifications, the principal of a school may select and use the relevant educational books as approved books without a separate application for approval. <Newly Inserted by Presidential Decree No. 26709, Dec. 15, 2015>
(3) The principal of a school shall not select and use the approved books approved to supplement the government-designated books or authorized books, in lieu of the government-designated books or authorized books. <Amended by Presidential Decree No. 25646, Oct. 8, 2014; No. 26709, Dec. 15, 2015>
(4) Where the government-designated books or authorized books come to exist for the subjects for which approved books has been approved, or where it becomes impractical to select and use the relevant approved books due to the change of the curriculum, etc., the Minister of Education may revoke the approval of approved books. (5) The revocation under paragraph (4) shall take effect from the date one year has elapsed after such notification. <Amended by Presidential Decree No. 26709, Dec. 15, 2015>
CHAPTER III DELIBERATIVE COUNCIL FOR CURRICULUM BOOKS, ETC.
 Article 18 (Establishment of Deliberative Council for Curriculum Books)
In order to deliberate on matters as to the compilation, authorization, approval, price determination, publication, etc. of the curriculum books, a deliberative council for curriculum books (hereinafter referred to as the "deliberative council") for each subject or book at schools of every level shall be established within the Ministry of Education. <Amended by Presidential Decree No. 18429, Jun. 19, 2004; Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 21687, Aug. 18, 2009; Presidential Decree No. 24423, Mar. 23, 2013>
 Article 19 (Composition of Deliberative Council)
The deliberative council of each level shall be composed of at least five members, and the members shall be commissioned or appointed by the Minister of Education from among any of the following persons: <Amended by Presidential Decree No. 18429, Jun. 19, 2004; Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
1. Teachers;
2. Persons with research career in the industrial firms or research institutes;
3. Persons working for the administrative agencies or educational research institutes;
4. Parents of students;
5. Persons recommended by citizens' organizations (referring to the non-profit, non-governmental organizations under Article 2 of the Assistance for Non-Profit, Non-Governmental Organizations Act; hereinafter the same shall apply);
6. Persons with the expertise in the publication of curriculum books;
7. Relevant specialists working for price survey agencies or the cost accounting agencies;
8. Other persons with profound knowledge on the relevant subjects or books.
 Article 20 (Chairperson, etc.)
(1) Each deliberative council shall have a chairperson and a vice-chairperson, who shall be elected from among and by the members of the deliberative council: Provided, That the chairperson of the deliberative council to deliberate upon matters related to authorization shall be appointed by the Minister of Education, and the vice-chairperson shall be designated by the chairperson from among the council members. <Amended by Presidential Decree No. 21687, Aug. 18, 2009; Presidential Decree No. 24423, Mar. 23, 2013>
(2) The chairperson shall represent each deliberative council, and preside over the affairs of each deliberative council.
(3) The vice-chairperson shall assist the chairperson, and when the chairperson is unable to perform his/her duties due to unavoidable reasons, shall act on behalf of the chairperson.
 Article 20-2 (Removal and Dismissal of Members)
The Minister of Education may remove or dismiss a member if the member falls under any of the followings:
1. Where he/she becomes not able to conduct his/her duties due to a mental and disorder;
2. Where there is corruption related to his/her duties;
3. Where it is deemed that he/she is not appropriate for a member due to neglect of duties, injury to dignity or other reasons;
4. Where a member voluntarily shows his/her intention that he/she has difficulty in performing his/her duties.

 Article 21 (Meetings)
(1) Meetings of each deliberative council shall be convened by the chairperson or the Minister of Education, and the chairperson shall preside over the meeting. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
(2) A majority of the members of each deliberative council shall constitute a quorum, and any decision thereof shall require the concurring vote of a majority of those present. Provided, That a meeting concerning the authorization shall require the concurring vote of at least two thirds of the members to pass a resolution.
 Article 22 (Executive Secretary)
Each deliberative council shall have one executive secretary to deal with its affairs, who shall be designated by the Minister of Education. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 21687, Aug. 18, 2009; Presidential Decree No. 24423, Mar. 23, 2013>
 Article 23 (Research Members)
(1) In order to investigate and study the errors in contents, expressions, or markings, and other matters requiring revisions in the books applied for authorization, the deliberative council may have up to three research members for each book applied for authorization.
(2) Research members shall be commissioned by the Minister of Education from among the persons with professional knowledge on the books subject to an application for authorization. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 21687, Aug. 18, 2009; Presidential Decree No. 24423, Mar. 23, 2013>
 Article 23-2 (Working Members)
(1) In order to investigate the capability of printing, bookbinding, and publishing provided for in Article 28, and to prepare the protocol of cost accounting for determination of expected prices under Article 32 (1) and (2), a deliberative council may have less than 15 working members. <Amended by Presidential Decree No. 21687, Aug. 18, 2009>
(2) The working members under paragraph (1) shall be commissioned or appointed by the Minister of Education from among the persons falling under any of the following subparagraphs: <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
1. Persons with the professional knowledge concerning the printing, publishing, or cost accounting;
2. Persons engaged in the field of printing, publishing, or cost accounting, who are recommended by the publisher of curriculum books;
3. Public officials belonging to the Ministry of Education.

 Article 24 (Allowances, etc.)
Allowances and travel expenses may be paid to the members, research members, and working members of each deliberative council within budgetary limits. <Amended by Presidential Decree No. 18429, Jun. 19, 2004>

CHAPTER IV REVISION AND REORGANIZATION
 Article 26 (Revision)
(1) When the Minister of Education deems it necessary to revise the contents of curriculum books, he/she may make such revisions in the case of the government-designated books, and order the authors or the publishers to make such revisions in the case of authorized books. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
(2) The Minister of Education who has approved the approved books under Article 16 may request the authors of the relevant approved books to make revision when he/she deems it necessary, after reviewing the contents of the approved books. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
(3) Any person who compiles or publishes the curriculum books shall comply with the linguistic norm pursuant to Article 18 of the Framework Act on the Korean Language. <Amended by Presidential Decree No. 21687, Aug. 18, 2009>
 Article 27 (Reorganization)
The Minister of Education may reorganize the government-designated books, when he/she deems it is necessary to re-organize them. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
CHAPTER V PUBLICATION
 Article 28 (Selection of Publishers)
The Minister of Education shall select publishers of government-designated books among those who participate in the bidding for the prices of the government-designated books under Article 32 (1).

 Article 30 (Orders)
The principal of a school shall place orders for curriculum books to be used in each semester with the publishers of the relevant curriculum books or their agents using the educational information system under Article 30-4 of the Elementary and Secondary Education Act not later than four months before the relevant semester begins: Provided, That in special circumstances, such as where the content of curriculum books is revised under Article 26, he/she may place orders by the deadline otherwise prescribed by the Minister of Education.

 Article 31 (Supply)
The publishers shall manufacture the curriculum books and timely supply them to the orderers so as not to cause any impediment in the curriculum management. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 21687, Aug. 18, 2009>
 Article 31-2 (Request for Submission of Curriculum Books)
Where curriculum books are newly published or published in revision or reorganization, the Minister of Education may request a publisher to submit the relevant curriculum books so as to revise or correct errors in the content, expression and markings of the relevant curriculum books, and systematically manage the curriculum books.

CHAPTER VI PRICE DETERMINATION
 Article 32 (Prices, etc. of Government-Designated Books)
(1) The prices of the government-designated books shall be determined via bidding process after calculating the expected prices based on total amount for each group of curriculum under bidding.
(2) Detailed matters regarding the calculation of costs to determine the expected prices under paragraph (1) shall be prescribed by the Minister of Education. <Amended by Presidential Decree No. 24423, Mar. 23, 2013>
(3) The fixed price for each government-designated book shall be calculated by multiplying the average price per page, which is obtained by dividing the total contract prices for each group of curriculum under bidding by the total number of pages published, by the number of pages of the relevant book.

 Article 33 (Prices, etc. of Authorized Books and Approved Books)
(1) The prices of authorized books and approved books shall be determined by the publishers under a contract with the authors.
(2) Notwithstanding paragraph (1), where the prices of authorized books and approved books are likely to be determined unreasonably due to the following reasons, or publishers do not reflect expenses paid (hereinafter referred to as "fixed costs") for developing books in the prices though they have recouped the paid expenses after the prices were determined, the Minister of Education may order a price adjustment following deliberation by the deliberative committee: <Amended by Presidential Decree No. 25185, Feb. 18, 2014>
1. Where production costs not actually incurred in the course of developing and producing books account for at least 15/1,000 of production costs;
2. Where there are errors in the classification of items or cost items determining the price;
3. Where the actual number of copies published exceeds the expected number of copies published by at least 1,000 copies.
(3) Where the order of price adjustment pursuant to paragraph (2) is given, the adjusted amount shall be calculated taking into account the costs for material, printing, manufacturing, or producing (referring to expenses incurred in developing or producing books, records, or electronic writings, which is the aggregate of costs for printing, bookbinding, reproducing, fixed costs, and interest on the fixed costs), general administrative costs, other expenses, profits of publishers, author's royalty, subsidies for book development, supply fees, etc., and the detailed matters for each item shall be prescribed and announced by the Minister of Education. <Newly Inserted by Presidential Decree No. 25185, Feb. 18, 2014>
(4) Any person who has an objection to an order to adjust the price under paragraph (2) may file a formal objection with the Minister of Education within one year from the date he/she is notified of such order in accordance with Form 2 attached hereto. <Newly Inserted by Presidential Decree No. 25185, Feb. 18, 2014>

 Article 37 (Public Notification of Fixed Prices, etc.)

CHAPTER VII SUPERVISION
 Article 38 (Revocation, etc. of Grant of Authorization)
When the authorized books fall under any of the following subparagraphs, the Minister of Education may revoke such authorization, or suspend their publication within the scope of one year, and require the authors of the relevant curriculum books to alter the establishment of publication rights: <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013>
1. When the author or the publisher violates this Decree or any order under this Decree;
2. When the content, structure, paper quality, etc. is different from what were authorized;
3. When the indication of author’s name is different from the author as at the time of authorization;
4. When the serious causes have occurred, making the continuation as the authorized books impractical.
 Article 39 (Hearing)

1. Revocation of an approval of the approved book under Article 17 (4);
2. Revocation of grant of an authorization under Article 38.
CHAPTER VIII ENTRUSTMENT OF AUTHORITY
 Article 40 (Delegation, etc. of Authority)
(1) The Minister of Education shall delegate the following authority, among his/her authority concerning curriculum books under Article 29 of the Elementary and Secondary Education Act, to a superintendent of education pursuant to Article 62 of the aforesaid Act: <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 21687, Aug. 18, 2009; Presidential Decree No. 23726, Apr. 16, 2012; Presidential Decree No. 24157, Nov. 6, 2012; Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 25185, Feb. 18, 2014; Presidential Decree No. 26709, Dec. 15, 2015; Presidential Decree No. 27864, Feb. 22, 2017>
1. Approval of curriculum books to be used at schools of each level (excluding special schools, public correspondence middle schools and high schools among the schools set forth in subparagraph 5 of attached Table 1 of the Decree on the Establishment of National Schools) under Articles 14 (1) and (3) and 16;
2. Determination on the standards for approval under Article 15 concerning curriculum books approved by a superintendent of education under subparagraph 1;
3. Revocation of an approval under Article 17 (4) for curriculum books approved by a superintendent of education under subparagraph 1;
4. Request for content revision under Article 26 (2) of curriculum books approved by a superintendent of education under subparagraph 1;
5. Orders to adjust prices under Article 33 (2) regarding curriculum books approved by a superintendent of education under subparagraph 1, receipt and notice of the result of objections under paragraph (5) of aforesaid Article;
6. Hearing under subparagraph 1 of Article 39 on a disposition of revocation rendered by a superintendent of education under subparagraph 3.
(2) Where a superintendent of education has approved curriculum books pursuant to paragraph (1) 1 or ordered to adjust prices of approved books pursuant to paragraph (1) 5, he/she shall annually report such approval or order to the Minister of Education. <Amended by Presidential Decree No. 20740, Feb. 29, 2008; Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 25185, Feb. 18, 2014>
(3) A deliberative committee on approved books shall be established within the Office of Education of each Special Metropolitan City, Metropolitan City, Special Self-Governing City/Do and Special Self-Governing Province to deliberate on matters regarding approval of curriculum books and orders to adjust prices of approved books delegated to a superintendent of education pursuant to paragraph (1).  Article 41 (Re-Examination of Regulation)
The Minister of Education shall examine the appropriateness of his/her orders to adjust prices of authorized books and approved books referred to in Article 33 (2) every two years, counting from January 1, 2018 (referring to the period that ends on the day before January 1 of every second year) and shall take measures, such as making improvement. <Amended by Presidential Decree No. 28471, Dec. 12, 2017>

ADDENDA
Article 1 (Enforcement Date)
This Decree shall enter into force on the date of its promulgation.
Article 2 (Transitional Measures following Title Changes of Curriculum Books)
The class I books as at the time this Decree enters into force shall be construed as the government-designated books, and the class II books as the authorized books, under this Decree, respectively.
Article 3 (Transitional Measures following Discontinuance of Re-authorization Systems)
With regard to the re-authorization for a person who has filed an application for authorization at the time this Decree enters into force, the previous provisions shall govern until December 31, 2002, notwithstanding the amended provisions of this Decree.
Article 4 (Transitional Measures for Publication of Government-designated books)
A person who has received a grant of publication right of the class I books as at the time this Decree enters into force shall be regarded as a person who has been selected as the publisher of the government-designated books under this Decree.

Article 6 (Relations with Other Statutes)
Where the previous provisions have been cited in other statutes at the time this Decree enters into force, if there exist any corresponding provisions in this Decree, the corresponding provisions in this Decree shall be deemed to have been cited in lieu of the previous provisions.

(1) (Enforcement Date) This Decree shall enter into force on the date of its promulgation.
(2) (Transitional Measures concerning Members of Deliberative Council for Publication of Curriculum Books) The members of the deliberative council for the publication of curriculum books at the time this Decree enters into force shall be deemed to be commissioned or appointed as the members of the deliberative council for curriculum books under this Decree.
