 Article 1 (Purpose)
The purpose of this Decree is to provide for matters necessary for the management of academic affairs in connection with the courses for doctorate, professional master’s, and master’s degrees established in the Korea Advanced Institute of Science and Technology and the educational matters of the colleges to be established in the same Institute for eduction in bachelor’s degree courses.

 Article 2 (Definitions)
The definitions of the terms used in this Decree shall be as follows:
1. The term "years engaged in research" means the number of years for which a person has been engaged in research in the major field of study for which an appointment is made or in a field closely connected thereto at educational institutions which are four-year-course colleges or higher or at research institutes recognized by the president of the Korea Advanced Institute of Science and Technology (hereinafter referred to as the "president"; and the Korea Advanced Institute of Science and Technology shall hereinafter be referred to as "KAIST");
2. The term "years of experience in education" means the number of years for which a person has been engaged in education in the major field of study for which an appointment is made or in a field closely connected thereto at educational institutions which are four-year-course colleges or higher;
3. The term "years of working experience" means the number of years for which a person has been engaged in the affairs in the major field of study for which an appointment is made or in a field closely connected thereto in the Government, public institutions under Article 4 of the Act on the Management of Public Institutions, or other institutions recognized by the president.

 Article 3 (Names of Colleges)
(1) Each college under Article 14 (3) of the Korea Advanced Institute of Science and Technology Act (hereinafter referred to as the "Act") shall be called a college of KAIST (hereinafter referred to as "college").
(2) Each college shall have a dean, who shall be appointed by the president.
(3) Each dean shall take overall control of the academic affairs of the relevant college upon the order of the president, direct and supervise the staff and personnel under his/her control, and guide the students.

 Article 3-2 (Organizational Structure)
Matters concerning the organizational structure of KAIST, including that of the Institute, shall be determined by the president.

 Article 4 (Classification of Faculty)
Faculty members under Article 15 of the Act shall be classified into full-time and part-time members.

 Article 5 (Qualifications for Faculty Members)
(1) A faculty member of KAIST or a college shall be a citizen of the Republic of Korea or foreigner who has leadership in research, teaching ability, and insight and personality as an educator, meeting the qualifications classified as follows:
1. Assistant professor: A person with a doctorate degree;
2. Associate professor: A person whose number of years engaged in research or years of experience in education is at least three years after the receipt of a doctorate degree;
3. Professor: A person whose number of years engaged in research or years of experience in education is at least seven years after the receipt of a doctorate degree.
(2) The years engaged in research or years of experience in education under paragraph (1) may be aggregated.
(3) Matters concerning instructors shall be prescribed by the school regulations of KAIST (hereinafter referred to as the "school regulations”).

 Article 6 (Special Appointment and Special Promotion)
(1) Notwithstanding the subparagraphs of Article 5 (1), the president may, in the appointment or promotion of faculty members, specially appoint or promote a person whose research achievements are recognized as outstanding, by a resolution of the board of directors.
(2) Notwithstanding Article 5, if necessary to recruit a faculty member of a department for which it is difficult to appoint a faculty member with a doctorate degree, the president may specially appoint a person as an assistant professor if he/she graduated from a four-year-course college or if he/she has equivalent or higher qualifications and the total number of years engaged in research, years of experience in education and working experience is at least five years; as an associate professor if he/she has the same academic background and the total number of years engaged in research, years of experience in education and working experience is at least eight years; and as professors if he/she has the same academic background and the total number of years engaged in research, years of experience in education and working experience is at least twelve years.

 Article 7 (Normal Retirement)
(1) Full-time faculty members shall be subject to the age-limit system.
(2) Matters concerning the implementation of the age-limit system shall be prescribed by the school regulations, following a resolution of the board of directors.

 Article 8 (Professors Emeritus)
A professor emeritus may be selected from among persons who retired under Article 7, and he/she shall be a person with outstanding achievements and respectful personality and have contributed to the development of KAIST.

 Article 9 (Assessment of Qualifications and Achievements)
(1) The president shall assess the qualifications of faculty members and evaluate their achievements.
(2) The standards for the assessment and evaluation to be conducted under paragraph (1) shall be determined by the president, following deliberation by the committee relevant to the deliberation on the personnel matters concerning the faculty members.

 Article 10 (Number of School Days and Semesters)
The number of school days shall be at least 32 weeks, and the two-semester system shall be employed; Provided, That a multiple-semester system of at least two semesters may be employed if necessary.

 Article 11 (Completion Units, Method of Completion, Years for Completing Course, and Years of Enrollment)
The units for completion of a class subject shall be represented by the number of credits, and the methods of and years for completing each course and the number of years of enrollment therefor shall be prescribed by the school regulations.

 Article 12 (Departments, Majors and Class Subjects)
Departments, majors and class subjects of each course of KAIST shall be prescribed by the school regulations in consideration of the developments in science and technology.

 Article 13 (Conferment of Degrees)
(1) A doctorate, professional master’s, master’s or bachelor’s degree shall be conferred to a person who has completed required courses and passed a relevant examination.
(2) Matters necessary for the conferment of degrees under paragraph (1) shall be prescribed by the school regulations.

 Article 13-3 (Types of Professional Masters)
The types of professional masters under Article 14 (4) of the Act shall conform to Article 43 (2) of the Enforcement Decree of the Higher Education Act. In such cases, a "master" shall be construed as a "professional master".

 Article 14 (Fixed Number of Students)
The fixed number of the students of KAIST shall be determined after making adjustments in accordance with an expected demand for scientific technicians and the seating capacity of KAIST, and the fixed number of students for each course, department and major shall be prescribed by the school regulations.

 Article 15 (Reporting on Fixed Number of Students)
(1) The president shall formulate a plan for fixed number of students and report it to the Minister of Education and the Minister of Science and ICT before conducting entrance examination. <Amended by Presidential Decree 24472, Mar. 23, 2013; Presidential Decree No. 25751, Nov. 19, 2014; Presidential Decree No. 28210, Jul. 26, 2017>

 Article 16 (Qualifications for Admission)
(1) Any of the following persons shall be eligible for admission to a college: <Amended by Presidential Decree 24472, Mar. 23, 2013>
1. A high school graduate or a person recognized by the Minister of Education to have an equivalent or higher academic background;
2. A person who has completed an academic course in a foreign country corresponding to a high school under subparagraph 3 of Article 2 of the Elementary and Secondary Education Act;
3. A person who is scheduled to complete the second year of high school and recognized by the scientifically-gifted children selection committee to have outstanding ability in the fields of science and engineering.
(2) Any of the following persons shall be eligible for admission to a professional master’s or master’s degree course: <Amended by Presidential Decree 24472, Mar. 23, 2013>
1. A four-year college graduate who has received, or is due to receive, a bachelor's or higher degree;
2. A person who has graduated, or is due to graduate, from a four-year college in a foreign country;
3. A person recognized by the Minister of Education to have academic background equivalent to, or higher than, the qualifications under subparagraph 1.
(3) Any of the following persons shall be eligible for admission to a doctorate degree course:
1. A person who has received, or is due to receive, a master's or higher degree;
2. A person who has completed a course in a foreign country, the level of which is recognized to be equivalent to, or higher than, that of a master’s degree;
3. A student enrolled in the courses for a master’s or professional master’s degree of KAIST and is recognized by the academic affairs and research deliberation committee to have outstanding grades.
(4) Matters regarding the organizational structure, operation, etc. of the scientifically-gifted children selection committee shall be prescribed by Ordinance of the Ministry of Science and ICT. <Amended by Presidential Decree 24472, Mar. 23, 2013; Presidential Decree No. 28210, Jul. 26, 2017>

 Article 17 (Methods for Admission)
Matters concerning methods for admission, such as timing, class subjects, allocation of points, etc., shall be prescribed by the school regulations.

 Article 18 (Foreign Students)
The president may recognize a foreigner who has graduated from a high school, university or college, or graduate school at home and abroad to have qualifications required for admission, after investigating the types, years for completing the course, etc. of the relevant school and undergoing deliberation by the academic affairs and research deliberation committee.

 Article 19 (Exemption from or Reduction of Educational Expenses and Payment of School Fees)
Students of each course of KAIST may be granted an exemption from or reduction of educational expenses, such as tuition fees, or paid school fees.

 Article 20 (Delegation Provisions)
Matters necessary for the enforcement of this Decree shall be prescribed by the school regulations.

ADDENDA <Presidential Decree No. 12749, Jul. 4, 1989>
(1) (Enforcement Date) This Decree shall enter into force on the date of its promulgation: Provided, That the amended provisions of Article 10 shall enter into force on March 1, 1990.
(2) (Repealed Statutes and Regulations) The Regulations on the Organization and Management of Korea Institute of Technology are hereby repealed.
(3) (Transitional Measures concerning Status of Enrolled Students of Korea Institute of Technology) Students enrolled at the Korea Institute of Technology as at the date this Decree enters into force shall be deemed the enrolled students of the colleges of KAIST under this Decree.
