ENFORCEMENT DECREE OF THE SCIENCE, MATHEMATICS AND INFORMATION EDUCATION PROMOTION ACT

 Article 1 (Purpose)
The purpose of this Decree is to provide for matters mandated by the Science, Mathematics and Information Education Promotion Act and matters necessary for the enforcement thereof.
 Article 2 (Organization of Multidisciplinary Teaching Committee for Science, Mathematics and Information)
(1) The Multidisciplinary Teaching Committee for Science, Mathematics and Information (hereinafter referred to as the "Committee") prescribed in Article 7 (1) of the Science, Mathematics and Information Education Promotion Act (hereinafter referred to as the "Act") shall be comprised of not more than 20 members including the Chairperson and Vice-Chairperson.
(2) A Vice-Minister of Education shall become the Chairperson of the Committee (hereinafter referred to as the "Chairperson") and the Vice-Chairperson of the Committee (hereinafter referred to as the "Vice-Chairperson") shall be elected from among the members of the Committee.
(3) The members of the Committee (excluding the Chairperson) shall be appointed or commissioned by the Minister of Education from among the following persons:
1. Members in general service of the Senior Executive Service of the following central administrative agencies, public officials of Grade III or public officials equivalent thereto, who are appointed by the heads of the relevant central administrative agencies:
(a) The Ministry of Strategy and Finance;
(b) The Ministry of Education;
(c) The Ministry of Science and ICT;
(d) Other relevant central administrative agencies that the Minister of Education deems necessary for promoting science, mathematics and information education;
2. Persons with expertise, such as experts or teachers in the field of science, mathematics and information education or creative multidisciplinary education.
(4) The term of office of members prescribed in paragraph (3) 2 shall be three years and they may be re-appointed only once.
 Article 3 (Dismissal of Members)
The Minister of Education may dismiss a member who falls under paragraph (3) 2 in any of the following cases:
1. Where the member becomes unable to perform his or her duties due to physical or mental disabilities;
2. Where the member commits a misdeed in connection with his or her duties;
3. Where the member is deemed unsuitable to be a member by reason of neglecting duties, injury to dignity, etc.;
4. Where the member himself or herself expresses that he or she has difficulties in performing his or her duties.
 Article 4 (Duties of Chairperson)
(1) The Chairperson shall represent the Committee and administer its overall affairs.
(2) The Vice-Chairperson shall assist the Chairperson, and where the Chairperson is unable to perform his or her duties due to unavoidable causes, the Vice-Chairperson shall act on behalf of the Chairperson.
 Article 5 (Meetings of Committee)
(1) The Chairperson shall convene and preside over meetings of the Committee.
(2) A majority of the members of the Committee shall constitute a quorum, and any decision thereof shall require the concurring vote of a majority of members present.
(3) The Chairperson may, if necessary for a meeting of the Committee, organize a sub-committee comprised of at least five members and have the sub-committee review in advance the relevant matters before the Committee convenes the meeting.
 Article 6 (Administrative Secretary)
(1) The Committee shall have one administrative secretary.
(2) The administrative secretary shall be appointed by the Minister of Education from among the public officials affiliated with the Ministry of Education.
(3) The administrative secretary shall handle the affairs of the Committee under the direction of the Chairperson.
 Article 7 (Allowances of Members)
Allowances and expenses incurred in performing duties may be paid to the members who attend the meetings of the Committee within budgetary limits: Provided, That the same shall not apply where a member who is a public official is present in direct connection with his or her duties.
 Article 8 (Detailed Guidelines for Operation)
The Chairperson shall determine matters necessary for the organization and operation of the Committee and sub-committees, other than those provided in this Decree, through resolutions of the Committee.
ADDENDA
Article 1 (Enforcement Date)
This Decree shall enter into force on April 25, 2018.
Article 2 (Relationship to Other Statutes and Regulations)
Where other statutes and regulations have cited the previous Enforcement Decree of the Science Education Promotion Act or the provisions thereof as at the time this Decree is in force, they shall, if there are any provisions that correspond thereto in this Decree, be deemed to have cited this Decree or the corresponding provisions of this Decree in lieu of the previous Enforcement Decree of the Science Education Promotion Act or the provisions thereof.
