ENFORCEMENT DECREE OF THE PRINT CULTURE INDUSTRY PROMOTION ACT

 Article 1 (Purpose)
The purpose of this Decree is to provide for matters mandated under the Print Culture Industry Promotion Act and matters necessary for the enforcement thereof.
 Article 2 (Printing Facilities)
"Material facilities" in subparagraph 3 of Article 2 of the Print Culture Industry Promotion Act (hereinafter referred to as the "Act") means offset printers, typographic printers, gravure printers, flexographic printers, screen printers, digital printers, stencil printers, typesetting equipment, photoengraving equipment, bookbinding equipment, post-print processing equipment, equipment for graphic art or printing design, and others. <Amended by Presidential Decree No. 29901, Jun. 25, 2019>
 Article 3 (Subjects of Support for Modernization of Facilities and Distribution)
Subjects of support for the modernization of facilities and distribution of printing companies under Article 6 (3) of the Act shall be as follows:
1. Capital investment and research projects for the automation and sophistication of printing facilities, such as the printing of holograms and electronic chips;
2. Projects for improving facilities related to the distribution of printed materials;
3. Other projects necessary for laying the groundwork for printing facilities and the distribution of printed materials.
 Article 4 (Subjects of Support for International Exchanges)
Subjects of support for the activation of international exchanges under Article 8 (2) of the Act shall be as follows:
1. Hosting and taking part in international exhibitions related to printing at home and abroad;
2. International conferences or events related to printing;
3. Overseas marketing of printed materials;
4. Promoting international exchanges of the print culture.
 Article 5 (Subjects of Support for Projects to Improve Quality of Printed Materials)
Subjects of support for projects to improve the quality of printed materials under Article 9 (2) of the Act shall be as follows:
1. Projects for the research and development of handwritings;
2. Projects for the development of printing designs and editing programs;
3. Research projects for the standardized production of printed materials and printing equipment;
4. Other projects for laying the groundwork for improving the quality of printed materials.

 Article 14 (Reporting)
Any person who intends to file a report pursuant to the former part of Article 12 (1), with the exception of its subparagraphs, of the Act shall submit (including submission through information and communications networks) a reports on printing company in attached Form 1 to a Special Self-Governing City Mayor, a Special Self-Governing Province Governor, or the head of a Si/Gun/Gu (the head of a Gu refers to the head of an autonomous Gu; hereinafter referred to as the “head of a Si, etc.”). <Amended by Presidential Decree No. 29901, Jun. 25, 2019>

 Article 15 (Reporting on Modification)
Any one who intends to file a report on modification under the latter part of Article 12 (1), with the exception of its subparagraphs, of the Act shall submit (including submission through information and communications networks) a report on printing company in attached Form 1, along with a certificate of completion of report under Article 16 (1) to the head of a Si, etc. within 20 days from the date on which such modification is made. <Amended by Presidential Decree No. 21612, Jul. 7, 2009; Presidential Decree No. 26738, Dec. 22, 2015; Presidential Decree No. 27347, Jul. 19, 2016; Presidential Decree No. 29901, Jun. 25, 2019>
 Article 16 (Issuing Certificate of Completion of Report)
(1) A certificate of completion of report under Article 12 (4) of the Act shall be prepared in attached Form 2. <Amended by Presidential Decree No. 29901, Jun. 25, 2019>
(2) The head of a Si, etc. in receipt of a report on modification under Article 15 shall issue (including issuance through information and communications networks) a certificate of completion of report after correcting the relevant part of such certificate. <Amended by Presidential Decree No. 21612, Jul. 7, 2009; Presidential Decree No. 26738, Dec. 22, 2015; Presidential Decree No. 29901, Jun. 25, 2019>
(3) Where a person who is issued with a certificate of completion of report pursuant to paragraph (1) or (2) intends to be reissued with a certificate of completion of report as such certificate is lost or worn out, he or she shall submit to the head of a Si, etc. an application for re-issuance of a certificate of completion of report on printing company in attached Form 2-2, along with the certificate of completion of report (limited to a worn-out certificate). <Newly Inserted by Presidential Decree No. 29901, Jun. 25, 2019>
 Article 17 (Reports on Status of Reporting)
(1) The head of a Si, etc. shall make a report (including reports through information and communications networks) on the status of reporting and cancellation for each quarter to the Minister of Culture, Sports and Tourism by not later than the 10th day of the following month of the relevant quarter under Articles 12 (5) and 13 (2) of the Act. <Amended by Presidential Decree No. 21612, Jul. 7, 2009; Presidential Decree No. 26738, Dec. 22, 2015; Presidential Decree No. 29901, Jun. 25, 2019>
(2) Reports under paragraph (1) shall be made in accordance with attached Form 3.
 Article 17-2 (Reporting on Business Closure)
(1) A person who intends to report the closure of business pursuant to Article 13 (1) of the Act shall submit to the head of the competent Si, etc. a report on business closure in attached Form 3-2, along with a certificate of completion of report.
(2) Where a person who intends to report the closure of business pursuant to paragraph (1) intends to report the closure of business pursuant to Article 8 (7) of the Value-Added Tax Act together, he or she shall submit to the head of a Si, etc. both a report on business closure under paragraph (1) and a report on business closure under Article 13 (1) of the Enforcement Decree of the Value-Added Tax Act, or an integrated report on business closure under Article 12 (10) of the Enforcement Decree of the Civil Petitions Treatment Act (hereinafter referred to as "integrated report on business closure"). In such cases, the head of the Si, etc. shall send (including sending through information and communications networks) without delay to the head of the competent tax office the report on business closure under Article 13 (1) of the Enforcement Decree of the Value-Added Tax Act or the integrated report on business closure.

ADDENDA
Article 1 (Enforcement Date)
This Decree shall enter into force on January 20, 2008.
Article 2 (Transitional Measures concerning Administrative Fines)
The imposition of administrative fines for violations committed before this Decree enters into force shall be governed by the previous provisions.
Article 3 (Relationship to Other Statutes or Regulations)
A citation of the previous Enforcement Decree of the Publication and Printing Promotion Act or the provisions thereof by any other statute or regulation as at the time this Decree enters into force shall be deemed to be a citation of this Decree or the corresponding provisions hereof in lieu of the previous provisions, if such corresponding provisions exist herein.

Article 1 (Enforcement Date)
This Decree shall enter into force on the date of its promulgation.
Article 2 (Transitional Measures concerning Administrative Fines)
Notwithstanding the amended provisions of the attached Table, the previous provisions concerning standards for the imposition of administrative fines shall apply to violations committed before this Decree enters into force.
