CHAPTER I GENERAL PROVISIONS
 Article 1 (Purpose)
The purpose of this Act is to provide for matters concerning printing and necessary matters concerning support for and the fosterage of the print culture industry, thereby contributing to the development of the print culture and the national economy.
 Article 2 (Definitions)
The definitions of terms used in this Act shall be as follows:
1. The term "printing" means the reproduction or production of information, such as letters, photos and pictures, etc. on paper, cloth, synthetic resins or electronic media (limited to media which are material objects) via electronic devices, such as print machines or computers;
2. The term "printed materials" means materials reproduced or produced by printing in order to make such materials visible or readable;
3. The term "printing company" means personal or material facilities for the business of printing;
4. The term "print culture industry" means the print industry and industries closely related thereto;
5. The term "print cultural industrial complex" means the aggregate of land, buildings and facilities for the co-production of printed materials, exchanges of information, technology training or research and development, jointly built by printing companies, colleges, research institutes, organizations and individuals to contribute to the improvement and development of the print culture, which refers to a cultural industrial complex established under Article 24 of the Framework Act on the Promotion of Cultural Industries.
 Article 3 (Responsibilities of State and Local Governments)
(1) The State and local governments shall formulate and implement necessary policies for the sound development of the print culture industry.
(2) The State shall take measures to raise the value of cultural properties related to printing, such as existing Jikji (referring to Baegun Hwasang Chorok Buljo Jikji Simche Yojeol, which is the world’s oldest printed version of metal type), in an effort to make the tradition and excellence of Korea’s print culture widely known.
 Article 4 (Relationship to Other Acts)
Except as expressly provided for by other Acts, the promotion of the print culture shall be governed by this Act.
CHAPTER II PROMOTION OF PRINT CULTURE INDUSTRY
 Article 5 (Formulation and Implementation of Plans for Promoting Print Culture Industry)
(1) The Minister of Culture, Sports and Tourism shall formulate and implement comprehensive plans for promoting the print culture industry (hereinafter referred to as "promotional plans") every five years. <Amended by Act No. 8852, Feb. 29, 2008>
(2) The promotional plans shall include the following matters:
1. Support for the training of specialized human resources;
2. Support for the modernization of printing facilities;
3. Support for international exchanges or cooperation and the expansion of export markets;
4. Support for research projects concerning printed materials and printing machinery;
5. Support for cooperative printing projects;
6. Support for projects to improve the quality of printed materials;
7. Other projects necessary for promoting the print culture industry.
(3) The Minister of Culture, Sports and Tourism shall, when he/she intends to formulate promotional plans, consult with the heads of the relevant central administrative agencies in advance and listen to the opinions of organizations engaged in the print culture industry. <Amended by Act No. 8852, Feb. 29, 2008>
(4) The Minister of Culture, Sports and Tourism may request cooperation from or provide support to the Special Metropolitan City Mayor, a Metropolitan City Mayor, a Special Self-Governing City Mayor, a Do Governor or a Special Self-Governing Province Governor (hereinafter referred to as "Mayor/Do Governor"), when necessary for formulating and implementing promotional plans. <Amended by Act No. 8852, Feb. 29, 2008; Act No. 14632, Mar. 21, 2017>
 Article 6 (Support for Establishment of Businesses and Modernization of Facilities and Distribution)
(1) The Minister of Culture, Sports and Tourism may provide support for promoting the establishment of businesses engaged in the print culture industry and for the growth and development of their founders. <Amended by Act No. 8852, Feb. 29, 2008>
(2) The Minister of Culture, Sports and Tourism shall endeavor to support the modernization of facilities of printing companies and distribution. <Amended by Act No. 8852, Feb. 29, 2008>
(3) Necessary matters concerning the subjects, methods and procedures for supporting the modernization of facilities and distribution under paragraph (2) shall be prescribed by Presidential Decree.
 Article 7 (Support for Training Specialized Human Resources)
(1) The Minister of Culture, Sports and Tourism shall support the training of specialized human resources (hereinafter referred to as "specialized human resources") necessary for promoting the print culture industry. <Amended by Act No. 8852, Feb. 29, 2008>
(2) With regard to the training of specialized human resources under paragraph (1), Article 16 of the Framework Act on the Promotion of Cultural Industries shall apply mutatis mutandis. In such cases, "cultural industry" shall be deemed "print culture industry".
 Article 8 (Support for International Exchanges)
(1) The Minister of Culture, Sports and Tourism shall provide support for the activation of international exchanges, in an effort to promote the print culture industry. <Amended by Act No. 8852, Feb. 29, 2008>
(2) Necessary matters concerning the subjects, methods and procedures for supporting the activation of international exchanges under paragraph (1) shall be prescribed by Presidential Decree.
 Article 9 (Support for Projects to Improve Quality of Printed Materials)
(1) The Minister of Culture, Sports and Tourism may support projects to improve the quality of printed materials, in an effort to promote the print culture industry. <Amended by Act No. 8852, Feb. 29, 2008>
(2) Necessary matters concerning the subjects, methods and procedures for supporting projects to improve the quality of printed materials under paragraph (1) shall be prescribed by Presidential Decree.
 Article 10 (Establishment of Print Cultural Industrial Complexes)
(1) The State or local governments may establish print cultural industrial complexes, so as to promote the print culture industry through the research and development of printing technology, production of printed materials and training of specialized human resources.
(2) With regard to the establishment of print cultural industrial complexes under paragraph (1), Articles 21 through 30-2 of the Framework Act on the Promotion of Cultural Industries shall apply mutatis mutandis.

CHAPTER III REPORTS OF PRINTING COMPANIES
 Article 12 (Reports)
(1) Any person who intends to operate a printing company in order to issue publications defined under Article 2 of the Publishing Industry Promotion Act shall report the following matters to the Special Self-Governing City Mayor, Special Self-Governing Province Governor or the head of the Si/Gun/Gu (the head of a Gu refers to the head of an autonomous Gu; hereinafter referred to as “the head of a Si, etc.”) which has jurisdiction over the location of such printing company. This shall also apply where any of the reported matters is modified [excluding where the address of a manager (in the case of a corporation or an organization, its representative) is modified]: <Amended by Act No. 9472, Mar. 5, 2009; Act No. 13972, Feb. 3, 2016; Act No. 14632, Mar. 21, 2017>
1. The name and location of the printing company;
2. The address and name of a manager (in cases of a corporation or an organization, its representative).
(2) The head of a Si, etc. shall notify a person who has made a report of whether to accept such report within ten days from the date of receipt of his/her report or report on change referred to in paragraph (1). <Newly Inserted by Act No. 14632, Mar. 21, 2017>
(3) If the head of a Si, etc. fails to notify a person who has made a report of whether to accept such report or whether to extend the period of processing the report under statutes related to addressing civil petitions within the period prescribed in paragraph (2), the report shall be deemed to be accepted on the day following the day on which the relevant period ends. <Newly Inserted by Act No. 14632, Mar. 21, 2017>
(4) The head of a Si, etc. shall issue a certificate of completion of report to any person who has made a report under paragraph (1) (hereinafter referred to as "report"). <Amended by Act No. 9472, Mar. 5, 2009; Act No. 14632, Mar. 21, 2017>
(5) When the head of a Si, etc. receives a report, he/she shall make a report thereon to the Minister of Culture, Sports and Tourism through the Mayor/Do Governor (excluding a Special Self-Governing City and a Special Self-Governing Province). <Amended by Act No. 8852, Feb. 29, 2008; Act No. 9472, Mar. 5, 2009; Act No. 14632, Mar. 21, 2017>
 Article 13 (Business Closure and Ex Officio Cancellation)
(1) Where a person who has reported pursuant to Article 12 closes his/her business, he/she shall make a report thereon to the head of a competent Si, etc. within seven days after the date of closing business, as prescribed by Presidential Decree. <Amended by Act No. 16064, Dec. 24, 2018>
(2) Where the head of a Si, etc. has received a report on business closure under paragraph (1) or cancelled reported matters ex officio pursuant to paragraph (3), he/she shall make a report thereon to the Minister of Culture, Sports and Tourism through the Mayor/Do Governor (excluding a Special Self-Governing City and a Special Self-Governing Province). <Amended by Act No. 8852, Feb. 29, 2008; Act No. 9472, Mar. 5, 2009; Act No. 14632, Mar. 21, 2017; Act No. 16064, Dec. 24, 2018>
(3) Where any person who operates a printing company has reported the closure of his/her business to the head of the competent tax office or the head of the competent tax office has cancelled his/her business registration, pursuant to Article 8 of the Value-Added Tax Act, the head of a Si, etc. may cancel the reported matter ex officio. <Newly Inserted by Act No. 13307, May 18, 2015; Act No. 14632, Mar. 21, 2017>
(4) If necessary to confirm whether a person who operates a printing company has closed his/her business reported, the head of a Si, etc. may request the head of the competent tax office to provide necessary materials. In such cases, the head of the competent tax office in receipt of such request shall not refuse it without any good cause. <Newly Inserted by Act No. 13307, May 18, 2015; Act No. 14632, Mar. 21, 2017>
CHAPTER IV SUPPLEMENTARY PROVISIONS
 Article 14 (Delegation or Entrustment of Authority)
The Minister of Culture, Sports and Tourism may delegate part of his/her authority under this Act to Mayors/Do Governors or entrust part of his/her authority to the relevant corporations or organizations, as prescribed by Presidential Decree. <Amended by Act No. 8852, Feb. 29, 2008>

ADDENDA
Article 1 (Enforcement Date)
This Act shall enter into force six months after the date of its promulgation.
Article 2 (Transitional Measures concerning Reports of Printing Companies)
A printing company which has filed a report pursuant to the previous Publication and Printing Promotion Act, as at the time this Act enters into force, shall be deemed reported as a printing company under this Act.
Article 3 (Transitional Measures concerning Plans for Promoting Publication and Print Culture Industry)
A part related to printing in plans for promoting the publication and print culture industry formulated under Article 4 of the previous Publication and Printing Promotion Act, as at the time this Act enters into force, shall be deemed a plan for promoting the print culture industry formulated under this Act.
Article 4 (Relationship to Other Acts)
A citation to the previous Publication and Printing Promotion Act or the provisions thereof by any other statute in force, as at the time this Act enters into force, shall be deemed a citation of this Act or the corresponding provisions hereof in lieu of the previous provisions if such corresponding provisions exist herein.

Article 1 (Enforcement Date)
This Act shall enter into force six months after the date of its promulgation.
Article 2 (Applicability to Ex Officio Cancellation of Reported Matters)
The amended provisions of Article 13 shall apply beginning with the first case where the closedown of a business is reported to the head of the competent tax office, or he/she revokes the registration of a business, pursuant to Article 8 of the Value-Added Tax Act, occurs after this Act enters into force.

This Act shall enter into force six months after the date of its promulgation.
ADDENDA <Act No. 14632, Mar. 21, 2017>
Article 1 (Enforcement Date)
This Act shall enter into force one month after the date of its promulgation.
Article 2 (Applicability to Report, etc. of Printing Companies)
The amended provisions of Article 12 (2) and (3) shall begin to apply from a report or a report on change made after this Act enters into force.
