 Article 1 (Purpose)
The purpose of this Decree is to prescribe matters delegated by the Weather Act and matters necessary for enforcing said Act. <Amended on Jul. 7, 2009>
 Article 2 (Procedures, etc., for Formulating Master Plans)
(1) The Administrator of the Korea Meteorological Administration shall prepare guidelines for the formulation of a master plan pursuant to Article 5 (1) of the Weather Act (hereinafter referred to as the “Act”) (hereinafter referred to as “master plan”) and notify the heads of relevant central administrative agencies of these guidelines by March 31 of the year immediately preceding the year in which the master plan commences.
(2) The heads of relevant central administrative agencies shall prepare a plan for fields under his/her jurisdiction according to the guidelines referred to in paragraph (1) and submit such plan to the Administrator of the Korea Meteorological Administration. <Amended on Jul. 7, 2009>
(3) The Administrator of the Korea Meteorological Administration shall put together and adjust the plan for the competent fields submitted pursuant to paragraph (2) and finalize the master plan pursuant to Article 5 (2) of the Act.
 Article 3 (Insignificant Matters)
“Modification of insignificant matters prescribed by Presidential Decree” in the proviso to Article 5 (2) of the Act means any of the following cases: <Amended on Jul. 7, 2009; Mar. 23, 2013; Apr. 17, 2018>
1. Modification of the amount related to technology investment provided for in Article 5 (3) 2 of the Act within the scope of 30/100;
2. Modification to meet the standards provided for by the Presidential Advisory Council on Science and Technology under the Presidential Advisory Council on Science and Technology Act, as long as it does not have a significant effect on the contents of the master plan.
 Article 4 (Formulation, etc. of Annual Execution Plans)
(1) The Administrator of the Korea Meteorological Administration shall prepare guidelines for the formulation of an execution plan for the following year to ensure that the heads of relevant central administrative agencies formulate and implement an execution plan provided for in Article 6 (1) of the Act (hereinafter referred to as “execution plan”), and notify the heads of the relevant central administrative agencies thereof by August 31 every year.
(2) The heads of the relevant central administrative agencies shall formulate an execution plan for the fields under his/her jurisdiction according to the guidelines provided for in paragraph (1) and submit to the Administrator of the Korea Meteorological Administration the execution plan for the following year and the previous year’s results by October 31 every year and by the last day of February every year, respectively.
(3) Where the heads of the relevant central administrative agencies intend to change the major contents of the finalized execution plan, he/she shall have prior consultations with the Administrator of the Korea Meteorological Administration.
 Article 5 (Establishment, and Operation of Observation Networks of Weather Satellites)
The Administrator of the Korea Meteorological Administration shall conduct the following duties for the efficient establishment and operation of a meteorological satellite observation network and the collection and utilization of information provided for in Article 8 (1) of the Act: <Amended on Mar. 30, 2012>
1. Cooperation with relevant institutions or organizations for the development and operation of a meteorological satellite and the collection and utilization of information;
2. Nurturing professional personnel necessary for the development and operation of a meteorological satellite and the collection and utilization of information;
3. Cooperation with domestic and foreign institutions or organizations for joint use of a meteorological satellite;
4. Various research and development activities relating to the establishment and operation of a meteorological satellite observation network and the collection and utilization of information;
5. Collection, analysis, and distribution of meteorological satellite observation data;
6. Other matters necessary for the efficient establishment and operation of a meteorological satellite observation network and the collection and utilization of information.
 Article 6 (Aircraft Subject to Request for Provision of Observation Data)
“Aircraft prescribed by Presidential Decree” in Article 9 (1) 2 of the Act means aircraft used in the air transportation business under subparagraph 7 of Article 2 of the Aviation Business Act, which operates in instrument flight mode provided for in subparagraph 19 of Article 2 of the Aviation Safety Act. <Amended on Jul. 7, 2009; Sep. 9, 2009; Presidential Decree Nos. 27970 & 27971, Mar. 29, 2017>

 Article 8 (Forecasts and Severe Weather Alerts for General Public)
(1) The meteorological phenomena forecasts provided for in Article 13 (1) of the Act shall be issued of temperature, precipitation, etc. regularly or as needed, and shall be announced according to the following classification of forecasts. <Amended on Apr. 17, 2018>
1. Very short-term forecast: within 6 hours of forecast period;
2. Short-term forecast: within 3 days of forecast period;
3. Mid-term forecast: within 10 days of forecast period;
4. Long-term forecast: at least 11 days of forecast period.
(2) The severe weather alerts provided for in Article 13 (1) of the Act shall be announced after being classified as a watch or warning depending on the seriousness of the disaster, for the relevant area, when the occurrence of a serious disaster is expected due to any of the following weather phenomena. <Amended on Jun. 20, 2008; Jul. 7, 2009; Apr. 17, 2018>
1. Heavy rain;
2. Heavy snow;
3. Storm surge;

5. Typhoon;
6. Gale;
7. Storm;

9. Dryness;
10. Cold wave;
11. Heat wave.

(3) Forecasts of the meteorological impacts under Article 13 (2) of the Act may be announced regularly or as needed after analyzing seriousness of each weather phenomenon under any subparagraph of paragraph (2). <Newly Inserted on Apr. 17, 2018>
(4) Detailed types and contents of forecasts or severe weather alerts, target areas therefor, criteria for announcement thereof and other necessary matters in accordance with paragraphs (1) through (3) shall be determined by the Administrator of the Korea Meteorological Administration. <Newly Inserted on Apr. 17, 2018>
 Article 9 (Forecasts and Severe Weather Alerts for Ships)
The provisions of Article 8 shall apply mutatis mutandis to the marine forecasts and marine severe weather alerts necessary for the safe navigation of ships provided for in Article 14 (1) of the Act.
 Article 10 (Forecasts and Severe Weather Alerts for Aircraft)
(1) Aviation forecasts necessary for the safe navigation of aircraft provided for in Article 14 (1) of the Act shall be issued of wind, visibility, cloud, temperature, pressure, etc. regularly or as needed, and shall be announced according to the following classification of forecasts. In such cases, the contents of and the target areas for aviation forecasts shall be determined by the Administrator of the Korea Meteorological Administration: <Amended on Jun. 20, 2008; Sep. 22, 2008; Sep. 9, 2009; Presidential Decree Nos. 27971 & 27972, Mar. 29, 2017>
1. Forecast for an airport (referring to the airport provided for in subparagraph 3 of Article 2 of the Airport Facilities Act (excluding air operations bases provided for in subparagraph 4 of Article 2 of the Protection of Military Bases and Installations Act); hereinafter the same shall apply);
2. Forecast for a flight information zone (referring to a flight information zone pursuant to subparagraph 11 of Article 2 of the Aviation Safety Act; hereinafter the same shall apply);
3. Forecast for an airway (referring to an airway pursuant to subparagraph 13 of Article 2 of the Aviation Safety Act; hereinafter the same shall apply) in a flight information zone;
4. Departure forecast;
5. Landing forecast.
(2) Severe weather alerts for aviation necessary for the safe navigation of ships or aircraft provided for in Article 14 (1) of the Act shall be announced for the airport, airway and flight information zone, when the occurrence of a serious disaster is expected due to any of the following weather phenomena, depending on the seriousness of the disaster. In such cases, the matters regarding criteria for announcement of severe weather alerts for aviation shall be determined by the Administrator of the Korea Meteorological Administration: <Amended on Jun. 20, 2008; Jan. 20, 2015; Apr. 17, 2018; Jul. 2, 2019>
1. Typhoon;
2. Thunder and lightning;
3. Hail;
4. Heavy snow;
5. Gale;
6. Low visibility;
7. Heavy rain;
8. Ceiling;
9. Turbulence;
10. Icing;
11. Mountain wave;
12. Dust or sand storm;
13. Wind shear;

 Article 11 (Provision of Aircraft Forecasts Necessary for Safe Navigation of Aircraft by Navigation Route)
The Administrator of the Korea Meteorological Administration shall provide aircraft forecasts detailing the following matters for aircraft (excluding military aircraft) flying domestic and international routes as provided for in Article 14 (1) of the Act, which submitted a flight plan including an aircraft identification code, arrival/departure airport, scheduled time of departure and scheduled air route, etc.: <Amended on Apr. 17, 2018>
1. Forecast for the airport (including alternate airport) of departure and destination;
2. Forecast charts of major weather phenomena on airline routes;
3. Forecast charts of wind and temperature on airline routes by altitude;
4. Other information on weather phenomena necessary for the navigation of aircraft.
 Article 11-2 (Forecasts and Severe Weather Alerts about Impact of Physical Phenomena Occurring in Outer Space on Meteorological Phenomena, etc.)
(1) The forecasts of the impact of physical phenomena occurring in outer space on meteorological phenomena, climate and meteorological satellites, as provided for in Article 14-2 (1) of the Act shall be announced following the classification of the following forecasts. In such cases, the matters regarding detailed types and contents shall be determined by the Administrator of the Korea Meteorological Administration:
1. Short-term forecast: within one days of forecast period;
2. Mid-term forecast: within 7 days of forecast period;
3. Long-term forecast: at least 8 days of forecast period.
(2) The severe weather alerts provided for in Article 14-2 (1) of the Act shall be announced when it is expected that serious disaster occurs since physical phenomena occurring in outer space has an impact on meteorological phenomena, climate and meteorological satellites. In such cases, the matters regarding criteria for announcement of severe weather alerts shall be determined by the Administrator of the Korea Meteorological Administration.
(3) The Administrator of the Korea Meteorological Administration may request the heads of a relevant central administrative agency or the heads of research institutes to submit the necessary data on space radio waves received or the results of observation of geomagnetism, ionosphere and solar spots, etc. provided for in Article 61 of the Radio Waves Act to announce the forecasts and severe weather alerts provided for in paragraphs (1) and (2).

 Article 12 (Notification, Etc. of Severe Weather Alerts)
(1) “Aviation-related agencies prescribed by Presidential Decree” in the proviso to Article 15 (1) of the Act excluding each subparagraph means the following agencies: <Amended on Feb. 29, 2008; Jun. 20 2008; May 6, 2009; Jul. 7, 2009; Jan. 7, 2014; Feb. 28, 2017>
1. The Ministry of Land, Infrastructure and Transport and the Regional Aviation Administration and the Air Traffic Management Office of the Ministry of Land, Infrastructure and Transport;
2. The Korea Airports Corporation established pursuant to the Korea Airports Corporation Act;
3. The Incheon International Airport Corporation established pursuant to the Incheon International Airport Corporation Act;
4. Other agencies for which notification of a severe weather alert is deemed necessary by the Administrator of the Korea Meteorological Administration for safe navigation of aircraft.
(2) “Other agencies prescribed by Presidential Decree” in Article 15 (1) 5 of the Act means the following agencies: <Amended on Jun. 20 2008; Jul. 7, 2009; Mar. 30 2012; Mar. 23, 2013; Jan. 7, 2014; Nov. 19, 2014; Jul. 26, 2017>
1. The National Security Council provided for in the National Security Council Act;
2. The Ministry of Science and ICT;

3. A terrestrial broadcasting business operator provided for in subparagraph 3 (a) of Article 2 of the Broadcasting Act and a business entity using a broadcasting channel as provided for in item (d) of the same subparagraph (limited to broadcasting business operator using a broadcasting channel for general programming or specialized programming of news reports);
4. Police Agencies.

6. The Special Metropolitan City, a Metropolitan City, a Special Self-Governing City, a Do, a Special Self-Governing Province (hereinafter referred to as "City/Do"), and Si/Gun.
7. Other agencies for which notification of a severe weather alert is deemed necessary by the Administrator of the Korea Meteorological Administration for disaster prevention.
(3) Any agency notified of the issuance or of lifting of a severe weather alert (hereinafter referred to as “severe weather alert, etc.” in this Article) provided for in Article 15 (1) of the Act shall prepare the following receiving procedures:
1. It shall establish facilities capable of receiving severe weather alerts, etc. regularly for 24 hours;
2. It shall put in place a system to receive notice following the notification of severe weather alert, etc.;
3. It shall prepare detailed measures and methods to be used depending on the types of severe weather alerts, etc.
(4) Any agency notified of the severe weather alert, etc. pursuant to Article 15 (1) of the Act shall designate a person in charge of taking measures after receiving a severe weather alert, etc. and a person in charge of managing facilities receiving severe weather alert, etc.
(5) Where any agency notified of the severe weather alert, etc. pursuant to Article 15 (1) of the Act (excluding agencies notified severe weather alerts for aviation) prepares the receiving procedures pursuant to paragraph (3) or designates persons in charge provided for in paragraph (4), it shall notify the Administrator of the Korea Meteorological Administration of such fact without delay. The same shall apply to the cases of changing the details thereof.
 Article 13 (Requirements for Requests for Emergency Broadcasts)
“Cases that meet the requirements provided for by Presidential Decree, including where issuing a severe weather alert, etc. to citizens is urgently needed in order to prevent weather disasters” in Article 16 (1) of the Act means the cases falling under any of the following: <Amended on Jun. 20 2008; Jul. 7, 2009; Jan. 7, 2014; Jan. 20, 2015>
1. Where it is necessary to issue a severe weather alert, etc. to citizens in an urgent manner since a warning issued pursuant to Article 8 (2) 1 through 3 and 6 through 12 (including the cases as applicable mutatis mutandis in Article 9) is announced for not less than two wide forecast zone (referring to the zone determined by the Administrator of the Korea Meteorological Administration, which is separated by borders of Si/Do or climatological borders, to announce forecasts widely);
2. Where the center of typhoon locates north-west of 28 degrees north latitude and 132 degrees east longitude and it is likely to cause damages to safety, health, and property of persons;

4. Where it is necessary to notify citizens in an urgent manner of local and unexpected heavy rain or gale, or other meteorological phenomena which may cause damages to life, body and property of persons.
 Article 14 (Procedure for Certification of National Standard Scenarios for Climate Change)
(1) Any person who intends to obtain certification of national standard scenarios for climate change provided for in Article 21-2 of the Act shall submit an application provided for by Ordinance of the Ministry of Environment to the Administrator of the Korea Meteorological Administration by attaching the following documents:
1. Data which indicates that the scenario to be certified meets the national standards for climate change scenarios publicly announced pursuant to Article 21-2 (1) of the Act (hereinafter referred to as “scenarios certification standards”);
2. Where the scenario to be certified has been included in academic journals or research reports, etc. published by the public institution under the Act on the Management of Public Institutions, data which shows such fact;
3. Other reference materials regarding scenarios to be certified.
(2) The Administrator of the Korea Meteorological Administration shall examine whether a scenario to be certified meets the scenarios certification standards within 90 days of receiving the application provided for in paragraph (1). In such cases, the Administrator of the Korea Meteorological Administration may listen to the opinions of experts. <Amended on Jun. 22 2015>
(3) Where the Administrator of the Korea Meteorological Administration completes the examination provided for in paragraph (2), he/she shall process it according to the following classification:
1. Where the scenarios are deemed to have met the scenarios certification standards: issuing the certification of national standards for climate change scenarios provided for by Ordinance of the Ministry of Environment to the applicant and posting the results thereof on the website, etc. of the Korea Meteorological Administration;
2. Where the scenarios are deemed to fall short of the scenarios certification standards: notifying the applicant of such fact by clarifying reasons for inappropriateness.
(4) In addition to the matters provided for in paragraphs (1) through (3), detailed procedures necessary for a certification of national standards for climate change scenarios shall be determined by the Administrator of the Korea Meteorological Administration.

 Article 18-2 (Implementation, Etc. of Research and Development Projects concerning Meteorological Services)
(1) The Administrator of the Korea Meteorological Administration shall formulate a plan for the implementation of research and development projects including the followings to carry out the research and development projects provided for in Article 32 of the Act:
1. Purpose and contents of the national research and development projects;
2. Procedure and schedule for the selection of research and development projects;
3. Procedures for the deliberation and evaluation for the selection of a research and development project;
4. Standards, etc. for the deliberation and evaluation for the selection of research and development projects.
(2) Any person who intends to carry out the research and development projects provided for in paragraph (1) shall prepare a research and development plan, detailing the followings and submit such plan to the Administrator of the Korea Meteorological Administration: <Amended on Jul. 7, 2009>
1. Name of the task and composition of the research team;
2. Purpose of the task;
3. Ability to carry out the task;
4. Expenses incurred in carrying out the task;
5. Other matters publicly announced by the Administrator of the Korea Meteorological Administration.
(3) Where the Administrator of the Korea Meteorological Administration receives the application provided for in paragraph (2), he/shall deliberate on the following matters and determine whether he/she select the scenario or not:
1. Task redundancy;
2. Appropriateness of composition of the research team and the ability to carry out the task;
3. Excellence of the task and social and economic ripple effects.

 Article 19 (Potential Partners, etc. for International Cooperation)
Potential partners for international cooperation provided for in Article 33 (1) of the Act shall be as follows:
1. Matters regarding cooperation with weather-related international organizations. such as the World Meteorological Organization;
2. Matters regarding operation of the Asia Pacific Economic Cooperation (APEC) Climate Center and support therefor;
3. Matters regarding support for and cooperation among states for the improvement of meteorological services.
 Article 20 (Potential Partners, etc. for Inter-Korean Cooperation)
Potential partners for inter-Korean cooperation provided for in Article 33 (2) of the Act shall be as follows:
1. Matters regarding exchange of meteorological services;
2. Matters regarding exchange of meteorological services experts;
3. Matters regarding support for meteorological facilities and technology;
4. Matters regarding the support for and joint hosting of an international conference on meteorological services.
 Article 20-2 (Operation, etc. of Meteorological Science Museum)
(1) A meteorological science museum under Article 35-6 (1) of the Act (hereinafter referred to as a “meteorological science museum”) shall conduct the following projects:
1. Development, collection, retainment, management or exhibition of weather-related materials;
2. Launch and operation of weather-related education programs;
3. Production and distribution of a range of weather-related publications;
4. Cooperation with agencies or organizations relating to weather services including exchange of weather-related materials, publications or information and joint research;
5. Other projects necessary to achieve the purpose of establishment of a museum.
(2) The Administrator of the Korea Meteorological Administration may provide technological support to local governments which establish and operate meteorological science museums.

 Article 21 (Collection, etc. of Charges for Use of Aviation Weather Information)
(1) Where an aircraft lands at a Korean airport or passes through the Incheon Flight Information Region, the head of an agency that provides aviation meteorological services pursuant to Article 37 (1) of the Act shall impose and collect fees for using aviation meteorological information for every operation, in consultation with the Minister of Land, Infrastructure and Transport. <Amended on Mar. 30, 2012; Mar. 23, 2013; Apr. 17, 2018>
(2) The Administrator of the Korea Meteorological Administration shall publicly announce the fees for using aviation meteorological information provided for in paragraph (1), and calculation details and methods of collection thereof in an official gazette and have an agency that provides aviation meteorological services post such information on the agency’s website. <Amended on Mar. 30, 2012>
(3) The head of an agency that provides aviation meteorological services pursuant to Article 37 (2) of the Act may conduct the following profit-making business activities:
1. Consignment of aviation meteorological observation;
2. Meteorological adjustment for operating aircraft;
3. Development and distribution of aviation meteorology software;
4. Aviation meteorological technology development and services related thereto.

 Article 22 (Scope of Public Institutions)
“A public institution prescribed by Presidential Decree” in subparagraph 2 of Article 39 of the Act means any of the following institutions: <Amended on Jul. 7, 2009>
1. An agency conducting weather observations, which is provided for in subparagraphs 3 through 5 and 7 of Article 3 (1) of the Weather Observation Standardization Act;
2. The Korea Airports Corporation established under the Korea Airports Corporation Act;
3. The Incheon International Airport Corporation established under the Incheon International Airport Corporation Act;
 Article 23 (Entrustment of Services)
(1) The Administrator of the Korea Meteorological Administration may entrust a person falling under subparagraphs of paragraph (2) with the following services, as provided for in Article 44 (1) of the Act. In such cases, the Administrator of the Korea Meteorological Administration shall publicly announce the classification of the services entrusted to the person falling under subparagraphs of paragraph (2), the name of the person entrusted therewith, methods of handling the services, and other necessary matters: <Amended on Jul. 7, 2009; Dec. 7, 2009; Mar. 30, 2012; Apr. 17, 2018>
1. Purchase and installation, and maintenance and repair of weather observation facilities necessary for the establishment of weather observation networks provided for in Article 7 of the Act and observation of meteorological phenomena;
2. Issuance of forecasts and severe weather alerts for general public provided for in Article 13 (3) of the Act;
2-2. Climate surveillance under Article 21 of the Act including surveillance of the earth’s atmosphere;
3. Implementation of research and development projects concerning meteorological services provided for in Article 32 of the Act;
3-2. Dissemination of knowledge of meteorological phenomena and climate under Article 34 of the Act;
4. Education and professional education for workers, etc. engaged in meteorological services provided for in Article 35 (1) and (2) of the Act;
4-2. Operation of meteorological science museums;
5. Certification on or provision of data about any weather phenomenon pursuant to Article 36 of the Act.
(2) "Person prescribed by Presidential Decree" in Article 44 (1) of the Act means any of the following persons: <Amended on Jul. 7, 2009; Feb. 7, 2008; Jun. 30, 2008; May 6, 2009; Oct. 8, 2009; Aug. 27, 2017; Mar. 17, 2018>
1. An education institution designated pursuant to Article 35-3 (1) of the Act;
2. A weather business operator defined in subparagraph 10 of Article 2 of the Weather Industry Promotion Act;
3. A weather information support institution provided for in Article 16 of the Weather Industry Promotion Act;
4. The Korea Meteorological Institute provided for in Article 17 of the Weather Industry Promotion Act;
5. A university or a college where a department or faculty related to weather is established, among the universities and colleges provided for in subparagraph 1 of Article 2 of the Higher Education Act;
6. A person who has conducted weather observations at the Ministry of Land, Infrastructure and Transport, the Ministry of Oceans and Fisheries, the Korea Meteorological Administration, local governments, etc. for at least five years;
7. A domestic air transportation business operator or international air transportation business operator who obtained a license pursuant to Article 7 (1) of the Aviation Business Act;
8. A small air transportation business operator who obtained a registration pursuant to Article 10 (1) of the Aviation Business Act;
9. An airwork operator who obtained a registration pursuant to Article 30 (1) of the Aviation Business Act;
10. A person who obtained a maintenance organization certification pursuant to Article 97 (1) of the Aviation Safety Act;
11. An institution which conducts meteorological affairs from among institutions under Article 4 (1) of the Act on the Management of Public Institutions.
(3) A person entrusted with the services pursuant to paragraph (1) shall notify the Administrator of the Korea Meteorological Administration of the results of handling entrusted services by the last day of the next month based on the last day of every half-year.

 Article 24 (Entrustment of Extraordinary Services)
(1) A person who intends to request extraordinary services pursuant to Article 45 of the Act (hereinafter referred to as “client”) shall submit a written request concerning performance of entrusted services to the Administrator of the Korea Meteorological Administration.
(2) Where the Administrator of the Korea Meteorological Administration receives the request, as provided for in paragraph (1), he/she shall review the purpose and content of the entrusted services and notify the client of whether the services are entrusted or not.
(3) Where a contract was concluded pursuant to paragraph (2), the client shall pay the expenses necessary therefor.
(4) Where the entrusted services terminated or service period expired, the Administrator of the Korea Meteorological Administration shall notify the client of the performance of the services without delay, and if necessary, he/she may publicly announce the performance thereof after obtaining consent from the client.
 Article 25 (Criteria for Imposition of Administrative Fines)
Criteria for imposition of administrative fines under Article 51 (1) and (2) of the Act shall be as listed in the attached Table. <Amended on Jun. 22, 2015>
