 Article 1 (Purpose)
The purpose of this Act is to establish the Korea National Diplomatic Academy, and to provide for matters concerning the organization and operation thereof in order to educate and train diplomats who have both the ability and expertise to proactively respond to rapidly changing international circumstances, and to research and formulate national medium to long-term foreign policies.
 Article 2 (Establishment)
The Korea National Diplomatic Academy shall be established under the jurisdiction of the Minister of Foreign Affairs. <Amended on Mar. 23, 2013>
 Article 3 (Duties of Korea National Diplomatic Academy)
(1) The Korea National Diplomatic Academy shall perform the following duties: <Amended on Mar. 23, 2013>
1. Educating and training public officials belonging to the Ministry of Foreign Affairs (including diplomat candidates referred to in the proviso to Article 10 (1) of the Foreign Service Officials Act);
2. Research, analyzing and formulating national foreign policies and strategies;
3. Educating and training public officials, executives and employees of public institutions, the general public, foreigners, etc.;
4. Other matters deemed necessary by the Minister of Foreign Affairs.
(2) The Korea National Diplomatic Academy shall be guaranteed autonomy in performing the duties provided for in paragraph (1) 1 through 3.
(3) The Korea National Diplomatic Academy may jointly perform research and development tasks in the field of foreign affairs with Korean or foreign research institutions.
 Article 4 (Appointment of Chancellor, etc.)
(1) The Korea National Diplomatic Academy shall have a Chancellor (hereinafter referred to as the "Chancellor"), who shall take overall control over its affairs, and direct and supervise subordinate public officials.
(2) The Chancellor shall be appointed by the President of the Republic of Korea as a State public official in political service upon the recommendation of the Minister of Foreign Affairs from among persons deemed to have experience and knowledge in the field of foreign affairs. <Amended on Mar. 23, 2013>
(3) The Chancellor shall hold office for a term of two years, and may be reappointed for only one further term.
(4) Necessary public officials shall be assigned to the Korea National Diplomatic Academy, as prescribed by Presidential Decree.
 Article 5 (Faculty Members, etc.)
(1) The Korea National Diplomatic Academy shall have professors, associate professors, assistant professors, and career professors (hereinafter referred to as "full-time faculty members"), as prescribed by Presidential Decree, and if necessary, may have faculty members, other than full-time faculty members (hereinafter referred to as "part-time faculty members").
(2) The Minister of Foreign Affairs may appoint foreign service officials whose expertise is recognized, and who have qualifications and experience as faculty members as career professors, as prescribed by Presidential Decree. <Amended on Mar. 23, 2013>
(3) The Korea National Diplomatic Academy shall endeavor to improve the status and treatment of faculty members to secure outstanding faculty members.
(4) Full-time faculty members (excluding career professors) shall be public officials in special service under Article 2 (2) 2 of the State Public Officials Act, and their retirement age shall be 65. <Newly Inserted on May 28, 2014; Jan. 19, 2020>
(5) A full-time faculty member referred to in paragraph (4) shall retire from office as a matter of course on June 30 where the date on which he/she reaches retirement age falls between January and June, or on December 31 where the date on which he/she reaches retirement age falls between July and December, respectively. <Newly Inserted on May 28, 2014>
(6) Qualification requirements for full-time faculty members and part-time faculty members, the prescribed number of full-time faculty members, etc., and other necessary matters, shall be prescribed by Presidential Decree. <Amended on May 28, 2014>
(7) The Public Educational Officials Act and the Special Act on the Improvement of Teachers’ Status and the Protection of Their Educational Activities respectively shall apply mutatis mutandis to remuneration, training, guarantee of status, disciplinary actions, and appeals of full-time faculty members (excluding career professors), and matters necessary for methods, procedures, etc. for appointment shall be prescribed by Presidential Decree. <Newly Inserted on Jan. 19, 2020>
 Article 6 (Courses of Study)
(1) A regular course to educate diplomat candidates referred to in the proviso to Article 10 (1) of the Foreign Service Officials Act shall be established in the Korea National Diplomatic Academy.
(2) Career training courses may be established in the Korea National Diplomatic Academy to educate public officials belonging to the Ministry of Foreign Affairs, resident officers who will work at overseas diplomatic and consular missions, and public officials of other government departments. <Amended on Mar. 23, 2013>
(3) The Korea National Diplomatic Academy may establish courses of study concerning foreign affairs for public officials, executives, and employees of public institutions, the general public, foreigners, etc.
(4) The duration of the regular course referred to in paragraph (1) shall be prescribed by Presidential Decree, and the kinds and duration of the career training courses referred to in paragraph (2) shall be prescribed by the Minister of Foreign Affairs, and the kinds and duration of courses of study referred to in paragraph (3) shall be prescribed by the Chancellor, respectively. <Amended on Mar. 23, 2013>
 Article 7 (Trainees)
(1) Diplomat candidates referred to in the proviso to Article 10 (1) of the Foreign Service Officials Act shall be admitted to the Korea National Diplomatic Academy as regular course trainees.
(2) The Minister of Foreign Affairs shall select trainees to take career training courses referred to in Article 6 (2), and the Chancellor shall select trainees to take courses of study referred to in Article 6 (3), respectively. <Amended on Mar. 23, 2013>
(3) Trainees taking the regular course referred to in paragraph (1) shall be remunerated and be reimbursed for expenses actually incurred, as prescribed by Presidential Decree.
(4) Where the Chancellor finds it impracticable for a trainee who takes a regular course referred to in paragraph (1) to continue his/her study, such as due to obtaining a poor education and training grade during the period of education, he/she may dismiss such trainee from the Korea National Diplomatic Academy. In such cases, specific grounds for dismissal, procedures for dismissal, and other necessary matters, shall be prescribed by Presidential Decree.
 Article 8 (Establishment of College of Graduate Studies)
(1) A college of graduate studies referred to in Article 30 of the Higher Education Act may be established in the Korea National Diplomatic Academy, upon approval from the Minister of Education. <Amended on Mar. 23, 2013>
(2) The Higher Education Act and the subordinate statutes thereof shall apply to requirements for admission to the college of graduate studies established pursuant to paragraph (1), faculty, curricula, and conferment of degrees. In such cases, "President" shall be construed as "Chancellor".
 Article 9 (Subordinate organizations)
(1) The Korea National Diplomatic Academy shall establish necessary subordinate organizations, as prescribed by Presidential Decree.
(2) The establishment, affairs, and operation of subordinate organizations referred to in paragraph (1), and other necessary matters, shall be prescribed by Presidential Decree.
 Article 10 (Affiliate Institutions)
(1) The Korea National Diplomatic Academy may establish affiliate institutions, where necessary.
(2) The names and organizational structures of affiliated institutions, and other necessary matters, shall be prescribed by Presidential Decree.
 Article 11 (Requesting Cooperation, etc. from Related Agencies, etc.)
(1) The Chancellor may request the head of any related agency to provide cooperation, such as data necessary for education and training, where necessary to perform his/her duties under this Act.
(2) The head of a related agency in receipt of a request for cooperation under paragraph (1) shall comply with such request, except in exceptional circumstances.

This Act shall enter into force on March 1, 2012.

Article 1 (Enforcement Date)
(1) This Act shall enter into force on the date of its promulgation.

Article 1 (Enforcement Date)
This Act shall enter into force six months after the date of its promulgation.
Article 2 (Transitional Measures concerning Status of Full-Time Faculty Members)
Full-time faculty members (excluding career professors, and full-time faculty members who are public officials in a fixed-term position) who hold office as at the time this Act enters into force shall be deemed appointed as public officials in special service on the date this Act enters into force pursuant to the amended provisions of Article 5 (4).
