SSIREUM PROMOTION ACT

 Article 1 (Purpose)
The purpose of this Act is to contribute to enhancing physical strength of people and cultivating the sound minds of people, and the globalization of Ssireum by providing for matters necessary for the promotion of Ssireum, which is one of the traditional cultural and sporting activities of Korean people.
 Article 2 (Definitions)
The terms used in this Act are defined be as follows:
1. The term "Ssireum coach" means a person who holds a certain qualification granted pursuant to Article 11 (2) of the National Sports Promotion Act;
2. The term "Ssireum facilities" means facilities used for matches and training of Ssiruem and other activities for Ssireum and ancillary facilities;
3. The term "Ssireum organization" means an international organization, juristic person or organization established for the main purposes of development, education and international exchange regarding Ssireum.
 Article 3 (Duties of the State and Local Governments)
(1) The State and each local government shall prepare measures necessary for the promotion of Ssireum and shall protect people's voluntary activities for Ssireum.
(2) The State and each local government shall endeavor to increase opportunities for education so that people can learn Ssireum.
 Article 4 (Relationship to Other Statutes)
Except as otherwise provided for specifically in other Acts, the promotion of Ssireum shall be governed by this Act.
 Article 5 (Formulation and Execution of Master Promotion Plan)
(1) The Minister of Culture, Sports and Tourism shall establish and implement a master plan for the promotion of Ssireum (hereinafter referred to as "master promotion plan") in order to preserve and promote Ssireum systematically.
(2) The master promotion plan shall include the following matters: <Amended on Dec. 22, 2020>
1. The basic directions setting for the promotion of Ssireum;
2. Matters regarding survey and research for the promotion of Ssireum;
3. Matters regarding the education and diffusion of Ssireum for the transmission of Ssireum from generation to generation, including education on Ssireum in schools;
4. Matters regarding the education and training of Ssireum coaches;
5. Matters regarding support for Ssireum facilities and Ssireum organizations;
6. Matters regarding the international exchange, cooperation, and diffusion of Ssireum and the holding of international events;
7. Matters regarding the securing of funds necessary for the promotion of Ssireum;
8. Matters regarding the management of safety, sanitation and disease control in connection with epidemics, etc. in Ssireum facilities;
9. Other matters specified by Presidential Decree as necessary for the promotion of Ssireum.
 Article 6 (Cooperation)
Upon receipt of a request from the Minister of Culture, Sports and Tourism in regard to the establishment and implementation of the master promotion plan, a local government, related agency, legal entity, or organization shall cooperate with the Minister of Culture, Sports and Tourism in the requested matter.
 Article 7 (Ssireum Day)
(1) The State shall declare Dano every year (the fifth day of the fifth month every year in the lunar calendar) as Ssireum Day in order to encourage people to take more interest in Ssireum and promote the development of Ssireum.
(2) Other matters regarding Ssireum Day shall be prescribed by Presidential Decree.
 Article 8 (Support for Ssireum Organizations and Ssireum Facilities)
(1) If the State or a local government deems it necessary for the promotion of Ssireum, it may provide Ssireum organizations and Ssireum facilities with administrative and financial support.
(2) The State or a local government may build and operate Ssireum facilities, including stadiums that will be exclusively used for Ssireum matches.

This Act shall enter into force three months after the date of its promulgation.

This Act shall enter into force six months after the date of its promulgation.
