ACT ON THE MANAGEMENT OF CONTRIBUTIONS TO INTERNATIONAL ORGANIZATIONS

 Article 1 (Purpose)
The purpose of this Act is to contribute to the strategic implementation of foreign policies and the efficient use of the budget by prescribing basic matters concerning the management of contributions to international organizations.
 Article 2 (Definition)
The term "contributions to international organizations" in this Act means funds the Government is obligated to contribute to international organizations or funds provided at the Government’s discretion to promote cooperative projects with international organizations: Provided, That any investment in or contribution to an international financial institution under the Act on the Measures for the Admission to International Financial Institutions or the Green Climate Fund under the Green Climate Fund Operation Support Act shall be excluded herefrom.
 Article 3 (Relationship to Other Statutes)
Except as otherwise provided in other statutes, this Act shall apply to the management of contributions to international organizations.
 Article 4 (Principles Governing Management of Contributions to International Organizations)
(1) The payment of contributions to an international organization shall be in line with national interest and the objectives of foreign policies.
(2) In order to efficiently use the national budget, the Government shall endeavor to avoid overlap and duplication in compiling and executing contributions of respective central administrative agencies to international organizations.
 Article 5 (Deliberative Committee on Contributions to International Organizations)
(1) In order to deliberate on and coordinate important matters concerning the management of contributions to international organizations, a deliberative committee on contributions to international organizations (hereinafter referred to as "Committee") shall be established under the Minister of Foreign Affairs.
(2) The Committee shall deliberate on and coordinate the following matters:
1. Records of payment of contributions to international organizations made by respective central administrative agencies for the previous year and self-evaluation results;
2. Plans for paying contributions to international organizations to be made by respective central administrative agencies for the following year;
3. Other matters referred to a meeting by the chairperson in connection with contributions to international organizations.
(3) The Committee shall consist of up to 20 members, including a chairperson who shall be the Vice Minister of Foreign Affairs, and such other persons as shall be appointed or commissioned by the Minister of Foreign Affairs from among members of the Senior Executive Service of the relevant central administrative agencies and those who have extensive knowledge of and experience in international organizations.
(4) Other matters necessary for the composition and operation of the Committee shall be prescribed by Presidential Decree.
 Article 6 (Self-Evaluation of Records of Payment of Contributions to International Organizations)
(1) The head of a central administrative agency shall conduct an annual self-evaluation of records of payment of contributions to international organizations made under his or her jurisdiction for the previous year and of whether such contributions are in compliance with their payment objectives.
(2) The head of a central administrative agency shall submit to the Committee the records of payment of contributions to international organizations made under his or her jurisdiction, the results of self-evaluation conducted under paragraph (1), and a plan for paying contributions to international organizations to be made for the following year, by March 31 each year, as prescribed by Presidential Decree.
(3) The Minister of Foreign Affairs shall send the results of deliberation on and coordination of the contribution records, etc. submitted pursuant to paragraph (2) to the Minister of Economy and Finance by May 31 each year, and the Minister of Economy and Finance shall compile a budget bill for the following year, while giving due respect to the results of deliberation and coordination by the Committee.
(4) The Minister of Foreign Affairs shall prepare a comprehensive report on contributions to international organizations, including payment records of the previous year, self-evaluation results, and payment plans for the following year by respective central administrative agencies, and submit the report to the competent Standing Committee of the National Assembly by August 31 each year.

This Act shall enter into force on January 1, 2022.
