ENFORCEMENT DECREE OF THE ACT ON THE MANAGEMENT OF CONTRIBUTIONS TO INTERNATIONAL ORGANIZATIONS

 Article 1 (Purpose)
The purpose of this Decree is to prescribe matters mandated by the Act on the Management of Contributions to International Organizations and those necessary for the enforcement thereof.
 Article 2 (Composition of Deliberative Committee on Contributions to International Organizations)
(1) The chairperson (hereinafter referred to as the "chairperson") of the deliberative committee on contributions to international organizations (hereinafter referred to as the "Committee") under Article 5 (1) of the Act on the Management of Contributions to International Organizations (hereinafter referred to as the "Act") shall be the Second Vice Minister of Foreign Affairs.
(2) Members of the Committee (hereinafter referred to as "members") shall be the following persons:
1. Five persons appointed or commissioned by the Minister of Foreign Affairs from among members of the Senior Executive Service of the central administrative agencies ranked top five in terms of the amount of contributions to international organizations for the previous year, upon recommendation of the heads of the agencies to which they belong;
2. Eight persons appointed or commissioned by the Minister of Foreign Affairs upon recommendation of the heads of the agencies to which they belong, from among the members of the Senior Executive Service of the relevant central administrative agencies, other than the central administrative agencies referred to in subparagraph 1;
3. Persons commissioned by the chairperson of the Committee in consideration of gender, from among persons with extensive knowledge of and experience in international organizations.
(3) The term of office for the members commissioned under paragraph (2) 3 shall be two years, which may be renewed only once.
 Article 3 (Dismissal and Decommissioning of Members)
The Minister of Foreign Affairs may dismiss or decommission a member in any of the following cases:
1. Where the member becomes incapable of performing his or her duties due to mental or physical disability;
2. Where the member engages in misconduct in connection with his or her duties;
3. Where the member is deemed unsuitable for a member due to delinquency of duties, injury to dignity, or any other reason;
4. Where the member voluntarily declares that it is impracticable for him or her to perform his or her duties.
 Article 4 (Chairperson's Duties)
(1) The chairperson shall represent the Committee and exercise general supervision over the Committee's affairs.
(2) If the chairperson is unable to continue to perform his or her duties due to unavoidable causes, the member designated in advance by the chairperson shall act on behalf of the chairperson.
 Article 5 (Meetings of Committee)
(1) The chairperson shall convene and preside over the meetings of the Committee.
(2) Where the chairperson intends to hold a meeting, he or she shall notify each member of the time and date, the venue, and the agenda of the meeting at least seven days before the meeting: Provided, That he or she may notify such meeting one day prior to the meeting in the event of emergency or unavoidable circumstances.
(3) A majority of the members of the Committee shall constitute a quorum, and any decision by the Committee shall require the concurring vote of a majority of those present.
(4) Where the Committee deems it necessary to deliberate on items on the agenda and conduct other affairs, it may request relevant public officials, experts, or interested parties to attend its meetings to hear their opinions, or to submit their opinions.
 Article 6 (Operation of Committee)
(1) One administrative secretary shall be assigned to the Committee to conduct its administrative affairs and shall be appointed by the Minister of Foreign Affairs from among public officials under the jurisdiction of the Ministry of Foreign Affairs.
(2) A working committee may be established within the Committee to conduct a preliminary examination of matters to be deliberated on and coordinated by the Committee and to handle matters delegated by the Committee.
(3) Allowances and travel expenses may be paid to members, relevant public officials, relevant experts, or interested parties who attend a meeting of the Committee within the budget: Provided, That the same shall not apply where a member who is a public official attends a meeting in direct connection with his or her duties.
(4) Except as provided in this Decree, matters necessary for the composition and operation of the Committee and the working committee shall be determined by the chairperson, following resolution by the Committee.
 Article 7 (Submission of Records of Payment of Contributions to International Organizations)
(1) The Minister of Foreign Affairs shall provide guidelines necessary for the head of a central administrative agency to submit to the Committee the records of payment of contributions to international organizations made under his or her jurisdiction, the results of self-evaluation, and a plan for paying contributions to international organizations to be made for the following year (hereinafter referred to as "payment records, etc.") pursuant to Article 6 (2) of the Act and shall notify the head of the central administrative agency such guidelines by January 31 each year.
(2) The head of a central administrative agency shall prepare payment records, etc. in accordance with the guidelines under paragraph (1) and submit them to the Committee.
 Article 8 (Preparation of Comprehensive Report on Contributions to International Organizations)
(1) Pursuant to Article 6 (4) of the Act, the Minister of Foreign Affairs may request the head of a central administrative agency to submit data necessary for preparing a comprehensive report on contributions to international organizations.
(2) The head of a central administrative agency in receipt of a request under paragraph (1) shall comply therewith, unless there is a compelling reason not to do so.
 Article 9 (Establishment and Operation of Comprehensive Information System on Contributions to International Organizations)
(1) The Minister of Foreign Affairs may establish and operate a comprehensive information system on contributions to international organizations in order to efficiently manage such contributions.
(2) Matters necessary for the establishment, operation, etc. of a comprehensive information system on contributions to international organizations under paragraph (1) shall be determined by the Minister of Foreign Affairs.

This Decree shall enter into force on January 1, 2022.
