ACT ON THE PERFORMANCE EVALUATION AND MANAGEMENT OF NATIONAL RESEARCH AND DEVELOPMENT PROGRAMS

CHAPTER I GENERAL PROVISIONS
 Article 1 (Purpose)
The purpose of this Act is to enhance the efficiency and accountability of investment in research and development by evaluating the activities of research and development in the field of science and technology promoted by the Government after placing emphasis on performance and by efficiently managing and utilizing research outcomes.
 Article 2 (Definitions)
The terms used in this Act are defined as follows:
1. The term "research and development program" means a program for which a central administrative agency provides a budget or funds for the research and development based on statutes and regulations and which is a national research and development program under Article 11 of the Framework Act on Science and Technology;
2. The term "research and development project" means a project selected by the head of the relevant central administrative agency in order to promote research and development programs;
3. The term "research institute" means a government-funded research institute, etc., governed by Article 32 (3) of the Framework Act on Science and Technology and a research institute established pursuant to Article 8 of the Act on the Establishment, Operation and Fostering of Government-Funded Science and Technology Research Institutes;
4. The term "research outcome" means any scientific and technological performances, such as patents, theses, and standards that are generated through research and development programs, and any other economic, social and cultural performances that are tangible or intangible;
5. The term "performance evaluation" means an activity in which a promotion plan including performance objectives and performance indicators is presented in advance for research and development activities and such plan is evaluated, focusing on whether performance objectives are achieved;
6. The term "performance objective" means a detailed objective to achieve by conducting research and development;
7. The term "performance indicator" means an indicator that can objectively measure the achievement of performance objectives;
8. The term "self-evaluation" means a performance evaluation conducted by a central administrative agency or by the Research Council established pursuant to Article 18 of the Act on the Establishment, Operation and Fostering of Government-Funded Science and Technology Research Institutes (hereinafter referred to as the "Research Council") on its own research and development programs, research institutes, etc. pursuant to Article 7 or 10;
9. The term "specific evaluation" means an in-depth performance evaluation of research and development programs related to policies and measures for innovations of science and technology, which is implemented by the Minister of Science and ICT in order to comprehensively manage research outcomes pursuant to Article 8.
 Article 3 (Basic Principles of Performance Evaluations and Performance Management)
(1) The Government shall endeavor to raise the efficiency and accountability of investment in research and development of research institutes, universities, enterprises, etc., by conducting an evaluation of research and development activities centered on performance.
(2) When conducting a performance evaluation, the Government shall respect the creativity of the researchers participating in the research and development and shall consider the characteristics of the research and development programs, research and development projects, and research institutes (hereinafter referred to as "research and development programs, etc.").
(3) When conducting a performance evaluation, the Government shall enhance the credibility of the evaluation results by ensuring professionalism and impartiality.
(4) When conducting a performance evaluation, the Government shall endeavor to prevent overlapping evaluations, such as connecting evaluation results of research and development programs, etc.
(5) When conducting a performance evaluation, the Government shall endeavor to improve the quality of research and development programs, such as weighting qualitative performance indicators.
(6) When conducting a performance evaluation, the Government shall survey domestic and foreign patent trends, technology trends, and standardization trends in consideration of the nature of research and development programs and shall review whether to reflect such trends.
(7) When conducting a performance evaluation, the Government shall consider whether characteristics, such as gender, are reflected in research and development programs, taking into account the nature of such programs.
(8) The Government shall reflect the results of a performance evaluation in the formulation of related policies, promotion of programs, and adjustment of the budget.
(9) The Government shall endeavor to spread research results and to promote technology transfer and practical use so that research results can be effectively utilized.
(10) The Government shall endeavor to transparently disclose the process and results of a performance evaluation and research outcomes information and to utilize such information in related policies, programs, tasks, etc.
 Article 4 (Scope of Application)
(1) This Act shall apply to the evaluation of research and development programs, etc., and to the management and utilization of research outcomes.
(2) The Technology Transfer and Commercialization Promotion Act shall apply to the management and utilization of research outcomes, except as provided in this Act.
(3) Where other statutes prescribe matters concerning the evaluation of research and development programs, etc., and the management and utilization of research outcomes, such matters shall conform to the purpose of this Act.
CHAPTER II EVALUATION OF RESEARCH AND DEVELOPMENT PROGRAMS
 Article 5 (Formulation of Plans for Performance Evaluations)
(1) The Minister of Science and ICT shall formulate a master plan for performance evaluations of research and development (hereinafter referred to as "master plan for performance evaluations") including the following matters concerning research and development programs, etc., every five years:
1. Basic direction-setting of performance evaluations of research and development;
2. Matters concerning the objects and methods of performance evaluations;
3. Matters concerning the establishment of performance objectives and performance indicators;
4. Matters concerning the utilization and disclosure of the results of performance evaluations;
5. Matters concerning the development and dissemination of performance evaluation techniques;
6. Matters concerning the fostering and utilization of experts in performance evaluations;
7. Other matters deemed necessary by the Minister of Science and ICT to be included in a master plan for performance evaluations.
(2) The Minister of Science and ICT shall annually formulate an implementation plan for performance evaluations of research and development (hereinafter referred to as "implementation plan for performance evaluations") including detailed objects of evaluation and schedules in accordance with a master plan for performance evaluations.
(3) The Minister of Science and ICT shall disclose a master plan for performance evaluations and implementation plan for performance evaluations and shall inform the heads of relevant central administrative agencies and the Research Council thereof.
 Article 6 (Establishment of Program Strategic Plans)
(1) Where the head of a central administrative agency implements a research and development program under his or her jurisdiction, he or she shall formulate a program strategic plan that contains strategic objectives of the research and development program, performance objectives and performance indicators by year and phase, etc.
(2) Program strategic plans under paragraph (1) shall include the following:
1. Outlines of research and development programs;
2. Strategic objectives that research and development programs aim to ultimately achieve;
3. Performance objectives and performance indicators by year and phase to achieve strategic objectives;
4. Evaluation plans for research and development programs.
(3) The head of a central administrative agency shall submit a program strategic plan formulated pursuant to paragraph (1) to the Minister of Science and ICT, who shall review such plan.
(4) Matters necessary for the formulation of a program strategic plan under paragraph (1) and the review under paragraph (3) shall be prescribed by Presidential Decree.
 Article 7 (Self-Evaluations of Research and Development Programs)
(1) The head of a central administrative agency shall conduct a self-evaluation of the intermediate performance of the research and development program under his or her jurisdiction in accordance with the implementation plan for performance evaluations.
(2) Before conducting a self-evaluation under paragraph (1), the head of a central administrative agency shall annually formulate an implementation plan for self-evaluation of research and development programs under his or her jurisdiction in accordance with the implementation plan for performance evaluations for the relevant year and shall submit such plan to the Minister of Science and ICT.
(3) The head of a central administrative agency shall submit the results of a self-evaluation conducted pursuant to paragraph (1) to the Minister of Science and ICT, as prescribed by Presidential Decree: Provided, That this shall not apply to matters that need to be kept confidential for national defense or national security.
(4) The Minister of Science and ICT may review whether a self-evaluation under paragraph (1) has been conducted in accordance with the program strategic plan under Article 6 (1) and the implementation plan for self-evaluation under paragraph (2) and the appropriateness of the results.
(5) The head of a central administrative agency may conduct an on-site inspection to efficiently conduct a self-evaluation under paragraph (1). In such cases, the head of an institution, organization, or enterprise that has conducted or participated in research and development programs shall faithfully cooperate in the on-site inspection.
(6) Matters necessary for conducting a self-evaluation under paragraph (1), formulating an implementation plan for self-evaluation under paragraph (2), reviewing a self-evaluation under paragraph (4), etc. shall be prescribed by Presidential Decree.
 Article 8 (Specific Evaluations)
(1) The Minister of Science and ICT shall conduct a specific evaluation of research and development programs determined in accordance with the following standards:
1. Long-term programs with large-scale budgets;
2. Programs that require overlapping adjustment or linkage with other programs;
3. Programs jointly promoted by multiple central administrative agencies;
4. Programs that have emerged as national and social issues;
5. Programs that require an in-depth evaluation as a result of the review under Article 7 (4);
6. Other programs deemed necessary by the Minister of Science and ICT to conduct a specific evaluation.
(2) The Minister of Science and ICT shall determine matters concerning the direction and objects of and the methods, procedures, etc., for specific evaluation in advance and shall notify the heads of relevant central administrative agencies thereof.
(3) The Minister of Science and ICT may request the head of a relevant central administrative agency to submit data necessary for conducting a specific evaluation, and the head of the relevant central administrative agency shall comply therewith, unless there is a compelling reason not to do so.
(4) The Minister of Science and ICT shall inform the head of a relevant central administrative agency of the results of a specific evaluation and may request corrective measures according to the results of the evaluation.
(5) The head of a relevant central administrative agency may raise an objection to the Minister of Science and ICT regarding the results of a specific evaluation.
(6) Matters necessary for conducting a specific evaluation and for raising an objection to the results thereof shall be prescribed by Presidential Decree.
 Article 9 (Formulation of Institute Operation Plans and Research Program Plans of Research Institutes)
(1) The heads of central administrative agencies and the Research Council shall, in accordance with the implementation plan for performance evaluations, formulate institute operation plans and research program plans that contain strategic objectives, performance objectives, performance indicators, etc. for the research institutes under their jurisdiction.
(2) When the heads of central administrative agencies and the Research Council formulate institute operation plans and research program plans under paragraph (1), they shall seek opinions from the Minister of Science and ICT.
(3) The heads of central administrative agencies and the Research Council shall submit institute operation plans and research program plans formulated to the Minister of Science and ICT.
(4) Matters necessary for formulating institute operation plans and research program plans under paragraph (1) shall be prescribed by Presidential Decree.
 Article 10 (Self-Evaluations of Research Institutes)
(1) The heads of central administrative agencies and the Research Council shall, in accordance with the implementation plan for performance evaluations, conduct a self-evaluation of the operation and research programs of research institutes under their jurisdiction pursuant to Article 9 (1). In such cases, the evaluation of security management by research institutes may be entrusted to the Director of the National Intelligence Service.
(2) Before conducting a self-evaluation under paragraph (1), the heads of central administrative agencies and the Research Council shall annually formulate an implementation plan for self-evaluation of research institutes under their jurisdiction in accordance with the implementation plan for performance evaluations for the relevant year and shall submit such plan to the Minister of Science and ICT.
(3) The heads of central administrative agencies and the Research Council shall submit the results of a self-evaluation conducted under paragraph (1) to the Minister of Science and ICT.
(4) Matters necessary for conducting a self-evaluation under paragraph (1) shall be prescribed by Presidential Decree.
 Article 11 (Meta-Evaluation of Research Institutes)
(1) The Minister of Science and ICT shall conduct an evaluation on the objectivity, fairness, etc. of the procedures and methods (hereinafter referred to as "meta-evaluation") in relation to the results of the self-evaluation of a research institute made pursuant to Article 10 (1).
(2) The Minister of Science and ICT shall inform the heads of relevant central administrative agencies and the Research Council of the results of a meta-evaluation and may request corrective measures according to the results of the evaluation.
(3) The heads of relevant central administrative agencies and the Research Council may raise an objection to the Minister of Science and ICT regarding the results of a meta-evaluation.
(4) Matters necessary for conducting a meta-evaluation and for raising an objection to the results thereof shall be prescribed by Presidential Decree.
 Article 12 (Provision of Standard Performance Indicators)
(1) The Minister of Science and ICT shall develop and provide standard performance indicators reflecting the types of research and development, such as basic research, applied research, and development research, and characteristics of each field of technology, so that the heads of central administrative agencies and the Research Council can set performance indicators under Articles 6 (1) and 9 (1).
(2) The Minister of Science and ICT may organize and operate a performance indicator deliberation committee involving related experts and public officials of related central administrative agencies to develop standard performance indicators under paragraph (1).
(3) Matters necessary for the organization and operation of a performance indicator deliberation committee under paragraph (2) shall be prescribed by Presidential Decree.
(4) Standard performance indicators under paragraph (1) shall include quality performance indicators.
 Article 13 (Provision of Standard Guidelines for Project Evaluations)
(1) The Minister of Science and ICT shall prepare standard guidelines for performance evaluations reflecting the characteristics of research and development projects and shall provide such guidelines to the heads of relevant central administrative agencies so that the heads of central administrative agencies can use them for evaluation of research and development projects.
(2) The Minister of Science and ICT may survey and analyze the actual status of compliance with the standard guidelines for performance evaluations in order to effectively implement the standard guidelines for performance evaluations under paragraph (1).
 Article 14 (Relationship to Other Evaluations)
Evaluations on research institutes under Articles 10 and 11 shall be conducted in combination with other evaluations under Article 32 (3) of the Framework Act on Science Technology and Article 28 (1) of the Act on the Establishment, Operation and Fostering of Government-Funded Science and Technology Research Institutes.
 Article 15 (Utilization of Evaluation Results)
(1) The Minister of Science and ICT shall reflect the results of the evaluations conducted under Articles 7, 8, 10, and 11 in the adjustment and allocation of budgets for research and development programs.
(2) The heads of central administrative agencies and the Research Council shall take necessary measures, such as revising or supplementing the implementation plans for research and development programs, etc., by reflecting the results of self-evaluations conducted under Articles 7 and 10.
(3) The heads of central administrative agencies and the Research Council may recommend research institutes, etc. under their jurisdiction to utilize the results of the evaluations conducted under Articles 7, 8, 10, and 11 as criteria for improving the treatment of researchers and the research environment.
CHAPTER III MANAGEMENT AND UTILIZATION OF RESEARCH OUTCOMES
 Article 16 (Formulation of Plans for Management and Utilization of Research Outcomes)
(1) The Minister of Science and ICT shall formulate a master plan for managing and utilizing research outcomes (hereinafter referred to as "master plan for performance management") every five years including the following:
1. Basic direction-setting of the management and utilization of research outcomes;
2. Matters concerning the methods of management and utilization by type of research outcomes, such as patents, theses, and standards;
3. Matters concerning the comprehensive management of the database of research outcomes;
4. Matters concerning the improvement of systems concerning the management and utilization of research outcomes;
5. Other matters deemed necessary by the Minister of Science and ICT to contain in a master plan for performance management.
(2) The Minister of Science and ICT shall annually formulate an implementation plan containing the detailed objects, methods, and schedules of the management and utilization of research outcomes (hereinafter referred to as "implementation plan for performance management") in accordance with a master plan for performance management.
(3) Where the Minister of Science and ICT formulates a master plan for performance management and an implementation plan for performance management, he or she shall reflect a plan for the facilitation of technology transfer and commercialization under Article 5 (1) of the Technology Transfer and Commercialization Promotion Act therein.
(4) The Minister of Science and ICT shall disclose a master plan for performance management and an implementation plan for performance management and shall inform the heads of relevant central administrative agencies and the Research Council thereof.
(5) The Minister of Science and ICT may review the progress of a master plan for performance management and an implementation plan for performance management.
(6) When it is necessary to review the progress referred to in paragraph (5), the Minister of Science and ICT may request the head of relevant central administrative agencies and the Research Council to submit relevant data.
(7) Matters necessary for reviewing the progress referred to in paragraph (5) shall be prescribed by Presidential Decree.
 Article 17 (Formulation of Plans for Managing and Utilizing Research Outcomes of Universities)
(1) Universities, research institutes, etc., that conduct research and development programs and research and development projects shall formulate a plan for managing and utilizing research outcomes and report thereon to the heads of relevant central administrative agencies: Provided, That matters concerning technology transfer and commercialization(referring to the development, manufacture, and sale of products by utilizing the research outcomes or the application of the research outcomes to the improvement of related technology in the process thereof; hereinafter the same shall apply) shall be governed by the Technology Transfer and Commercialization Promotion Act.
(2) When conducting a specific evaluation, the Minister of Science and ICT may include in the evaluation items, whether a plan for managing and utilizing research outcomes under paragraph (1) has been formulated by universities, research institutes, etc., and the results of the promotion thereof, etc.
(3) Matters necessary for the scope of universities, research institutes, etc. that shall formulate a plan for managing and utilizing research outcomes under paragraph (1) and the procedures for the formulation thereof shall be prescribed by Presidential Decree.
 Article 18 (Fact-Finding Survey on Management and Utilization of Research Outcomes)
(1) In order to promote the utilization of research outcomes, the Minister of Science and ICT shall conduct a fact-finding survey on the management and utilization of research outcomes every year and shall reflect the results thereof in an implementation plan for performance management.
(2) The Minister of Science and ICT shall annually prepare a performance yearbook of national research and development programs in order to systematically ascertain the outcomes of promoting research and development programs, etc.
(3) In order to conduct a fact-finding survey on the management and utilization of research outcomes under paragraph (1) and to prepare a performance yearbook of national research and development programs under paragraph (2), the Minister of Science and ICT may request the head of a relevant central administrative agency, a local government, an enterprise, an education institute, a research institute, or a science technology related institute or organization to submit necessary data. In such case, the head of a relevant central administrative agency, etc. so requested shall comply therewith unless there is a compelling reason not to do so.
 Article 19 (Analyses of Effectiveness of Research and Development Programs)
(1) Where a research and development program is completed, the head of a central administrative agency shall formulate a plan for the management and utilization of the results of the research and development program, including a comprehensive analysis of the results of promoting such program.
(2) The head of a central administrative agency shall conduct an analysis of the process of promoting a program strategic plan under Article 6, the outcomes of promoting a plan for the management and utilization under paragraph (1), and the scientific, technological, economic, and social ripple effects of the outcomes of the research and development program (hereafter in this Article referred to as "effectiveness analysis") within five years from the completion of the research and development program. In such cases, such analysis shall be also conducted for programs with no or insufficient utilization of research outcomes.
(3) The head of a central administrative agency shall submit a plan for the management and utilization under paragraph (1) and the results of the effectiveness analysis under paragraph (2) to the Minister of Science and ICT, who may review them.
(4) Matters necessary for formulating a plan for the management and utilization under paragraph (1) and for conducting the effectiveness analysis under paragraph (2) shall be prescribed by Presidential Decree.
 Article 20 (Establishment of Database of Research Outcomes)
(1) The heads of central administrative agencies and the Research Council shall endeavor to systematically manage and efficiently utilize research outcomes under their jurisdiction.
(2) The heads of central administrative agencies and the Research Council shall establish a database of research outcomes under their jurisdiction and shall utilize such database by linking it with a comprehensive national science and technology information system determined by the Minister of Science and ICT: Provided, That this shall not apply to matters that need to be kept confidential for national defense or national security.
 Article 21 (Subsidization of Technology Value Evaluation)
Where it is deemed necessary to commercialize research outcomes, the heads of central administrative agencies and the Research Council shall reflect the expenses to conduct an evaluation of technology value of research outcomes, the expenses for the patents, etc. in the relevant program expenses; and where it is deemed necessary to utilize standards, they shall reflect the expenses related to standards in the relevant program expenses.
CHAPTER IV ESTABLISHMENT OF FOUNDATION FOR PERFORMANCE EVALUATIONS AND MANAGEMENT AND UTILIZATION OF RESEARCH OUTCOMES
 Article 22 (Disclosure of Performance Evaluation Information)
(1) The Minister of Science and ICT may establish and operate a performance evaluation information system in order to operate a performance evaluation system and to disclose information about performance evaluations.
(2) The heads of central administrative agencies and the Research Council shall register evaluation information in the performance evaluation information system under paragraph (1), such as program strategic plans under Article 6, the results of self-evaluations and of self-evaluation reviews under Article 7, the results of specific evaluations under Article 8, institute operation plans and research program plans of research institutes under Article 9, the results of self-evaluations under Article 10, the results of meta-evaluations under Article 11, plans for the management and utilization under Article 19 (1), and the results of effectiveness analyses under Article 19 (2).
(3) The heads of central administrative agencies and the Research Council shall disclose information on performance evaluations every year through the performance evaluation information system.
(4) Standards and procedures for the registration and disclosure of performance evaluation information shall be prescribed by Presidential Decree.
 Article 23 (Evaluation of Scientific and Technological Innovation Capabilities)
(1) The Minister of Science and ICT shall conduct an annual evaluation of the nation's scientific and technological innovation capabilities in connection with the surveys and analyses of scientific and technological statistics and indicators conducted pursuant to Article 26-2 (1) of the Framework Act on Science and Technology and thereafter shall prepare an evaluation report on national scientific and technological innovation capabilities, in order to enhance the outcomes of research and development programs, etc. and to strengthen the nation's scientific and technological innovation capabilities.
(2) If necessary for conducting an evaluation under paragraph (1), the Minister of Science and ICT may request the heads of relevant central administrative agencies to submit data. In such cases, the heads of the central administrative agencies so requested shall comply therewith, unless there is good cause.
(3) The Minister of Science and ICT shall notify the heads of relevant central administrative agencies of an evaluation report under paragraph (1) and shall recommend such heads to reflect it in the promotion of related policies.
 Article 24 (Designation of Officers in Charge of Performance Evaluation and Management)
(1) The head of a central administrative agency shall designate, from among public officials under his or her jurisdiction, an officer in charge of the performance evaluation and management who oversees and manages the affairs concerning conducting a self-evaluation, providing feedback on performance evaluation results, and managing and utilizing research outcomes.
(2) The duties and requirements of an officer in charge of the performance evaluation and management under paragraph (1) shall be prescribed by Presidential Decree.
 Article 25 (Designation of Specialized Research Management Institutions)
(1) Where necessary, the heads of central administrative agencies and the Research Council may establish or designate specialized institution (hereafter in this Article referred to as "specialized research management institutions") and have such institutions conduct the duties of performance evaluations of research and development programs, etc., under their jurisdiction and the duties related to the management of research outcomes.
(2) Specialized research management institutions shall construct a system of management and utilization of performance evaluations and research outcomes with professionalism, objectivity, and impartiality and shall operate such system efficiently.
(3) The heads of relevant central administrative agencies shall assist specialized research management institutions to establish a system of management and utilization of performance evaluations and research outcomes and to operate such system efficiently as prescribed in paragraph (2).
 Article 26 (Designation of Dedicated Institutions for Research Outcome Management and Distribution)
(1) The Minister of Science and ICT may designate and operate research institutes or organizations with specialized human resources and research capabilities as dedicated institutions for research outcome management and distribution (hereinafter referred to as "dedicated institutions"), in order to efficiently perform duties, such as performance management and utilization, etc. of research and development programs.
(2) The Minister of Science and ICT may fully or partially subsidize expenses incurred in operating a dedicated institution.
(3) The Minister of Science and ICT may revoke the designation of a dedicated institution in any of the following cases: Provided, That in the case of subparagraph 1, the designation shall be revoked:
1. Where a dedicated institution has been designated by fraud or other improper means;
2. Where a dedicated institution ceases to meet the requirements for designation of dedicated institutions;
3. Where the performance, etc. of a dedicated institution is substantially poor, so the Minister of Science and ICT deems it unsuitable as a dedicated institution.
(4) Matters necessary for the duties of dedicated institutions, the requirements for designation, the procedures for designation and for revocation of designation, the management and supervision of dedicated institutions, etc. shall be prescribed by Presidential Decree.
 Article 27 (Education and Training)
(1) The heads of central administrative agencies shall provide education and training to specialists and persons in charge of performance evaluations and managers of research outcomes, in order to improve the capabilities of performance evaluations and to efficiently manage and utilize research outcomes.
(2) The Minister of Science and ICT shall prepare basic guidelines necessary for comprehensively and systematically assisting education and training under paragraph (1) and shall notify the heads of relevant central administrative agencies thereof.
(3) Matters necessary for education and training under paragraph (1) and preparation of basic guidelines under paragraph (2) shall be prescribed by Presidential Decree.
 Article 28 (Securing of Budgets for Performance Evaluations)
The heads of central administrative agencies and the Research Council shall secure an appropriate budget necessary to efficiently promote the performance evaluations of research and development programs, etc., under their jurisdiction.
 Article 29 (Rewards for Results of Performance Evaluations)
(1) The heads of central administrative agencies or the Research Council may grant appropriate rewards, such as awards, to individuals, institutions, etc. that have contributed to the creation of excellent outcomes based on the performance evaluation results of research and development programs, etc.
(2) The heads of central administrative agencies may identify exemplary cases of management and utilization of research outcomes and grant awards to them.
CHAPTER V SUPPLEMENTARY PROVISIONS
 Article 30 (Obligations of Reporting and Submission to Competent Standing Committee of the National Assembly)
(1) The Minister of Science and ICT shall report a master plan for performance evaluations and a master plan for performance management to the competent standing committee of the National Assembly.
(2) The Minister of Science and ICT shall submit the results of specific evaluations and meta-evaluations to the competent standing committee of the National Assembly.

Article 1 (Enforcement Date)
This Act shall enter into force six months after the date of its promulgation.
Article 2 (Applicability to Formation of Program Strategic Plans)
The amended provisions of Article 6 shall also apply to research and development programs subject to self-evaluation under the amended provisions of Article 7 after this Act enters into force.
Article 3 (Applicability to Effectiveness Analysis of Research and Development Programs)
The amended provisions of Article 19 (2) regarding the analysis of the process for implementing a program strategic plan under Article 6 shall begin to apply to research and development programs subject to self-evaluation under the amended provisions of Article 7.
Article 4 (General Transitional Measures)
Acts performed by or against an administrative agency under the previous provisions in force as at the time this Act enters into force shall be deemed those performed by or against the administrative agency under this Act.
