CHAPTER I GENERAL PROVISIONS
 Article 1 (Purpose)
The purpose of this Decree is to facilitate the performance of official duties and to ensure the appropriate spending of the State budget by prescribing matters regarding travel expenses to be paid to public officials who travel on official duties.

 Article 2 (Kinds of Travel Expenses)
Travel expenses shall be classified into fares, per diem, expenses for lodging, meals, and relocation, family travel expenses, reserves, etc.
 Article 3 (Classification of Payment of Travel Expenses)
Travel expenses for State public officials (hereinafter referred to as "public officials") shall be paid as specified in attached Table 1, which lists the classification of payment of travel expenses.

 Article 4 (Calculation of Travel Expenses)
Travel expenses shall be calculated based on ordinary routes and methods: Provided, That they shall be calculated based on the routes and methods of actual trips, where it is impracticable to travel by ordinary routes and methods due to the conditions of official duties, a natural disaster, or other unavoidable reasons.

 Article 5 (Calculation of Number of Days for Trip)
The number of days for a trip shall be calculated based on the number of days actually required for the trip: Provided, That an increase in the number of days resulting from the conditions of official duties, a natural disaster, or other unavoidable reasons shall be included in the number of days for a trip.

 Article 6 (Travel Expenses in Cases of Direct Travel from Place of Residence Other Than Place of Duty)
Where a public official, who resides or stays in a place other than his or her place of duty or place of business trip, travels directly from his or her place of residence or stay to a destination, he or she shall be paid travel expenses from such place to the destination: Provided, That the travel expenses shall not exceed the travel expenses from the place of duty or the place of business trip to the destination.

 Article 7 (Separate Calculation of Travel Expenses)
(1) Where it is necessary to separately calculate travel expenses due to a change in statutes or regulations, ranks, duty grades, pay grades, or the like during a trip, it shall be calculated based on the date the relevant grounds arise: Provided, That where the relevant public official is on the move, the calculation shall be separately made based on the date he or she arrives at the first destination after such grounds arise.
(2) If travel expenses differ on the same day during a trip, the travel expenses shall be paid based on the larger amount of the expenses.

 Article 8 (Travel Expenses Incurred in Appointing Persons Who Reside in Place Other than Place of Duty)
If a person who resides in an area other than his or her place of duty is appointed, he or she may be paid travel expenses corresponding to the new post in the same manner as a public official assigned a new post.

 Article 8-2 (Payment and Reimbursement of Travel Expenses)
(1) When paying fares (excluding fares for overseas travel) and lodging expenses out of travel expenses, a domestic or overseas traveler shall use a government purchase card prescribed in Article 24 (5) of the Management of the National Funds Act (hereinafter referred to as "government purchase card") or a credit card prescribed in subparagraph 3 of Article 2 of the Specialized Credit Finance Business Act (hereinafter referred to as "credit card"): Provided, That this shall not apply if there is a compelling reason, such as where a government purchase card or credit card cannot be used at the place of business trip. <Amended on Feb. 9, 2011; Jan. 31, 2017; Nov. 30, 2021>
(2) A domestic or overseas traveler shall file with an accounting-related public official an application for the reimbursement of fares and lodging expenses accompanied by evidencing documents containing details about the fares and lodging expenses within two weeks from the day following the date he or she completes the trip: Provided, That the deadline for an overseas traveler to file an application for the reimbursement of lodging expenses may be extended, as determined by the Minister of Personnel Management. <Amended on Feb. 9, 2011; Mar. 23, 2013; Nov. 19, 2014; Jan. 31, 2017>
(3) An accounting-related public official upon receipt of an application for reimbursement prescribed in paragraph (2) shall reimburse travel expenses in accordance with the standards determined by the Minister of Personnel Management in order to efficiently perform affairs related to the reimbursement of travel expenses. <Amended on Mar. 23, 2013; Nov. 19, 2014>
(4) Compelling reasons referred to in the proviso of paragraph (1), matters necessary for the standards for the payment of fares and lodging expenses, methods of payment thereof, etc. shall be determined by the Minister of Personnel Management. <Amended on Mar. 23, 2013; Nov. 19, 2014>
(5) Notwithstanding paragraphs (1) through (3), details of the criteria for, methods, of payment, etc. of domestic travel expenses to be paid to public officials selected as persons subject to education pursuant to Article 13 (1) of the Enforcement Decree of the Act on the Capacity Development of Public Officials shall be determined by the Minister of Personnel Management. <Amended on Mar. 23, 2013; Nov. 19, 2014; Jan. 22, 2016>

CHAPTER II FARES
 Article 9 (Classification of Fares)
(1) Fares shall be classified into rail fares, ship fares, airfares, and motor vehicle fares: Provided, That rail fares shall be paid for rail travel, ship fares for waterway travel, airfares for air travel, and motor vehicle fares for travel by land except by rail, respectively.
(2) In cases of an overseas travel, fares referred to in paragraph (1) shall include tolls.

 Article 10 (Payment of Rail Fares)
(1) Domestic rail fares shall be paid as specified in attached Table 2: Provided, That, where metro fares are separately set, apart from rail fares, for a metro section, metro fares may be paid in lieu of rail fares, and in such cases, metro fares shall be paid based on actual expenses.
(2) Overseas rail fares shall be paid according to the following classification:
1. Where rail fares are classified into at least two classes: Rail fares for the highest class;
2. Where there is no classification of rail fares: Actual expenses necessary for a ride;
3. Where express fares or berth fares are necessary by reason of official duties: Actual expenses.

 Article 11 (Payment of Ship Fares)
(1) Domestic ship fares shall be paid as specified in attached Table 2.
(2) Overseas ship fares (including fees for using a barge or wharf) shall be paid according to the following classification: <Amended on Jan. 5, 2021>
1. Where ship fares are classified into at least two classes: Ship fares for the highest class;
2. Where there is no classification of ship fares: Actual expenses necessary for a ride;
3. Where berth fares are necessary by reason of official duties: Actual expenses.

 Article 12 (Payment of Airfares)
(1) Domestic airfares shall be paid as specified in attached Table 2.
(2) Overseas airfares shall be paid as specified in attached Table 3. <Amended on Nov. 30, 2021>
(3) If a public official can secure an airline ticket or upgrade his or her seat by using frequent flyer miles accumulated on official travel (referring to the points accumulated by flying with an airline; hereinafter referred to as "public frequent flyer miles"), he or she shall preferentially use the public frequent flyer miles, as determined by the Minister of Personnel Management: Provided, That using public frequent flyer miles only is insufficient, private frequent flyer miles (referring to frequent flyer miles accumulated privately by a public official; hereinafter the same shall apply) may be used in combination therewith, as determined by the Minister of Personnel Management. <Amended on Mar. 23, 2013; Dec. 11, 2013; Nov. 19, 2014>
(4) Where public frequent flyer miles are used pursuant to paragraph (3), all or part of airfares shall be paid after deduction, notwithstanding paragraphs (1) and (2): Provided, That where a public official uses private frequent flyer miles in combination with public frequent flyer miles pursuant to the proviso of paragraph (3), an amount equivalent to the monetary value of the relevant private frequent flyer miles may be paid to the extent determined by the Minister of Personnel Management without deduction. <Amended on Dec. 11, 2013; Nov. 19, 2014>
(5) Public frequent flyer miles may be converted into private frequent flyer miles pursuant to the methods and procedures determined by the Minister of Personnel Management, such as welfare points referred to in Article 9 of the Regulations on Welfare of Public Officials. <Newly Inserted on Dec. 11, 2013; Nov. 19, 2014>

 Article 13 (Payment of Motor Vehicle Fares)
(1) Domestic motor vehicle fares shall be paid as specified in attached Table 2.
(2) Overseas motor vehicle fares shall be paid based on actual expenses.

 Article 15 (Restrictions on Payment of Fares)
No fare shall be paid for travel by an official vehicle, ship, aircraft, etc. <Amended on Nov. 30, 2021>

CHAPTER III PER DIEM AND EXPENSES FOR LODGING AND MEALS
 Article 16 (Payment of Per Diem and Expenses for Lodging and Meals)
(1) Domestic travelers shall be paid per diem and expenses for lodging and meals as specified in attached Table 2, and overseas travelers shall be paid as specified in attached Table 4: Provided, That when a public official spends travel expenses in excess of the cap on lodging expenses or meal expenses paid (excluding meal expenses in cases of domestic travel) due to the conditions of official duties or other unavoidable reasons, he or she may be provided with an additional payment not exceeding 3/10 of the cap on lodging expenses in cases of domestic travel and 1/2 of expenses for lodging and meals in cases of overseas travel. <Amended on Feb. 9, 2011>
(2) A public official who intends to be paid additional travel expenses pursuant to the proviso of paragraph (1) shall file with an accounting-related public official an application for reimbursement accompanied by evidencing documents specifying details of use and credit card sales slips issued after the use of a government purchase card or credit card within one week (referring to two weeks in cases of overseas travel) from the day following the date on which he or she completes the trip. <Amended on Feb. 9, 2011>
(3) Per diem shall be paid according to the number of days for a trip: Provided, That if a public official travels using an official vehicle or by any other manner determined by the Minister of Personnel Management, per diem shall be reduced by half. <Amended on Mar. 23, 2013; Nov. 19, 2014>
(4) Lodging expenses shall be paid according to the number of nights of lodging: Provided, That no lodging expenses shall be paid for waterway travel and air travel; but where it is necessary to stay on land due to a natural disaster or other unavoidable reasons, the lodging expenses shall be paid.
(5) Meal expenses shall be paid according to the number of days for a trip: Provided, That with respect to waterway travel or air travel, meal expenses shall be paid only if they are separately needed.

 Article 17 (Reduction of Per Diem for Long-Term Stay in Same Area)
(1) Where a public official stays in the same area for a long time, per diem shall be reduced by an amount equivalent to 1/10 of the fixed amount for the number of days exceeding 15 days, counting from the date after the date he or she arrives at the area if the number of days exceeds 15; 2/10 for the number of days exceeding 30 days if it exceeds 30; and 3/10 for the number of days exceeding 60 if it exceeds 60: Provided, That the competent Minister may determine a separate reduction rate in consultation with the Minister of Personnel Management, if he or she deems it inappropriate to apply the reduction rate provided in the main clause in light of the nature of affairs or the actual conditions of the relevant region. <Amended on Feb. 9, 2011; Mar. 23, 2013; Nov. 19, 2014>
(2) In cases falling under paragraph (1), where a business trip is made temporarily to another area during the period of a long-term stay, the period of stay shall be calculated by deducting the period of such business trip.

 Article 18 (Travel Expenses for Domestic Business Trips within Place of Duty)
(1) Notwithstanding Article 16, if a domestic business trip is made within the place of duty, 20,000 won shall be paid to public officials whose business travel time is at least four hours, and 10,000 won shall be paid to public officials whose business travel time is less than four hours: Provided, That such travel expenses shall not be paid to a public official provided with a dedicated vehicle under Article 4 and the attached Table of the Regulations on the Management of Official Vehicles; and a deduction of 10,000 won shall be made when travel expenses are paid to a public official on a business trip using an official vehicle and in other cases determined by the Minister of Personnel Management. <Amended on Mar. 23, 2013; Nov. 19, 2014; Nov. 30, 2021>
(2) "Domestic business trip ... within the place of duty" in paragraph (1) means a business trip within the same Si (including the Special Metropolitan City, a Metropolitan City, and a Special Self-Governing City; hereinafter the same shall apply), Gun, or island (excluding Jeju Special Self-Governing Province; hereinafter the same shall apply) as the place of duty; or a business trip in which the distance traveled for the trip is less than 12 kilometers. <Amended on Jan. 9, 2013>

CHAPTER IV RELOCATION EXPENSES, FAMILY TRAVEL EXPENSES, AND RESERVES
 Article 19 (Persons Eligible for Relocation Expenses)
(1) Domestic relocation expenses shall be paid to any of the following public officials (hereinafter referred to as “domestically-relocating public official”) who relocate their place of residence and belongings from their previous place of duty (in cases falling under subparagraph 2, referring to the seat of the previous government office building; hereinafter the same shall apply) to their new place of duty (in cases falling under subparagraph 2, referring to the seat of the new government office building; hereinafter the same shall apply): Provided, That relocation expenses shall not be paid to a public official who relocates his or her place of residence within the same Si, Gun, or island:
1. A public official ordered to assume a new post in an area other than his or her place of duty;
2. A public official who relocates his or her place of residence due to the relocation of the seat of a government office building).
(2) Where a domestically-relocating public official relocates his or her place of residence and belongings to an area other than the new place of duty due to a special situation within six months from the day following the date he or she is ordered to assume a new post or the date when the relocation of a government office building is completed, with permission from the head of the agency to which he or she belongs, relocation expenses may be paid. In such cases, the relocation expenses shall not exceed the amount payable pursuant to paragraph (1).
(3) Overseas relocation expenses shall be paid to public officials assigned a new post in a foreign country, public officials who are transferred from a region to another in a foreign country, and public officials who are transferred from a foreign country to their home country.

 Article 20 (Payment of Relocation Expenses)
(1) Relocation expenses shall be paid as specified in attached Table 5.
(2) A public official who intends to receive relocation expenses shall file with the new agency he or she works for (referring to the agency to which he or she belongs, if the seat of the government office building is relocated; hereinafter the same shall apply) an application for the payment of relocation expenses accompanied by documents evidencing the change of his or her place of residence and the details of transportation of his or her belongings (referring to the travel route, travel distance, transportation expenses, etc.) within six months from the day following the date of relocation. In such cases, where the previous agency he or she worked for agrees to pay relocation expenses in consultation with the new agency he or she works for, the public official shall apply for the payment of the relocation expenses with the previous agency.
(3) Where a domestically-relocating public official ordered to assume a new post fails to relocate his or her place of residence and belongings without good cause within one year from the day following the date he or she receives such order or the date the relocation of the government office building is completed, the relocation expenses under paragraph (1) shall not be paid.

 Article 21 (Domestic Family Travel Expenses)
(1) Domestic family travel expenses shall be paid to a domestically-relocating public official who accompanies his or her family members (referring to the spouse and a lineal ascendant or descendant of the public official or his or her spouse, who make a living together; hereinafter the same shall apply) when he or she relocates or whose family members join him or her after his or her relocation.
(2) Where a domestically-relocating public official relocates his or her family members from his or her previous place of duty or a region other than his or her previous place of duty to a region other than his or her new place of duty due to a special situation, with permission from the head of the agency to which he or she belongs, within six months from the day following the date he or she is ordered to assume a new post or the date the relocation of the government office building is completed, he or she may be paid family travel expenses.
(3) Family travel expenses shall be paid per family member according to the following classifications:
1. Fares and lodging expenses: An amount payable when a public official himself or herself travels;
2. Per diem and meal expenses: Based on the amount payable where a public official himself or herself travels, an amount equivalent to 2/3 of the amount for a family member of at least 12 years of age, and 1/3 of the amount for a family member under 12 years of age.
(4) A public official who intends to be paid family travel expenses under paragraph (3) shall file with the new agency he or she works for an application therefor accompanied by documents evidencing the change of his or her place of residence and the details of use of fares and lodging expenses, etc. within six months from the day following the date of relocation.
(5) Where a public official is joined by family members moving from an area other than the previous place of duty after his or her relocation or where he or she relocates his or her family members under paragraph (2), family travel expenses shall not exceed the amount payable where he or she is joined by family members moving from the previous place of duty to the new place of duty (referring to the aggregate of the amounts payable where he or she accompanies family members whenever relocation is performed if he or she has to relocate at least two times).
(6) Where a public official who has already received family travel expenses under paragraph (2) is joined by family members moving to the new place of duty after relocation, family travel expenses, when combined with the amount already paid, shall not exceed the amount payable where he or she is joined by family members moving from the previous place of duty to the new place of duty (referring to the aggregate of the amounts payable where he or she accompanies family members whenever relocation is performed if he or she has to relocate at least two times).
(7) Article 20 (3) shall apply mutatis mutandis to restrictions on paying domestic family travel expenses.

 Article 22 (Overseas Family Travel Expenses)
Overseas family travel expenses shall be paid as specified in attached Table 6-2: Provided, That overseas family travel expenses shall not be paid to children earning an independent living through their job and children of 26 years of age or over; however, they shall be paid to children confirmed by the competent Minister as those aged 26 years or older who depend on and live with their parents due to mental or physical disabilities and, in cases of transfer from an area to another in a foreign country or from a foreign country to the home country, to unmarried children aged less than 29 for whom family travel expenses have been paid when departing the Republic of Korea.

 Article 23 (Reserves)
(1) For a public official assigned a new post in a foreign country or ordered to make an overseas business trip, reserves for items determined by the Minister of Personnel Management shall be paid based on actual expenses. <Amended on Mar. 23, 2013; Nov. 19, 2014>
(2) A public official who intends to be paid reserves under paragraph (1) shall file with an accounting-related public official an application therefor accompanied by documents evidencing the details of the use of the reserves, before departure from the Republic of Korea or within two weeks counting from the day following the date he or she completes the business trip. <Amended on Feb. 9, 2011>

CHAPTER V TRAVEL EXPENSES FOR THOSE RETIRED OR DECEASED
 Article 24 (Travel Expenses for Public Officials Who Retired or Took Leave of Absence during Travel)
(1) For a public official who retires from office or takes a leave of absence on his or her way to assume a new post, travel expenses from the previous place of duty to the new place of duty shall be paid in an amount corresponding to his or her previous or main post (excluding family travel expenses where he or she does not accompany his or her family members).
(2) For a public official who retires or takes a leave of absence during a business trip, travel expenses from the place of the business trip to the previous place of duty or the place of duty shall be paid in an amount corresponding to his or her previous or main post.
(3) If a public official, who retires or takes a leave of absence while working in a foreign country, returns to the Republic of Korea within one month from the date of his or her appointment, travel expenses equivalent to the relevant class and duty grade shall be paid.
(4) In cases falling under paragraph (3), a public official himself or herself shall be paid relocation expenses corresponding to transfer from a foreign country to his or her home country; and if he or she accompanies his or her family members, family travel expenses calculated by applying Article 22 mutatis mutandis shall be paid.
(5) Paragraphs (1) through (4) shall not apply to public officials who retire due to a criminal trial or disciplinary action or who take a leave of absence under Article 71 (2) of the State Public Officials Act.

 Article 25 (Travel Expenses Incurred by Public Officials Who Have Retired or Taken Leave of Absence in Handing Over Duties)
Where a public official, who has retired or taken a leave of absence, is ordered to go on a business trip for purposes of handing over duties or handling remaining work, travel expenses corresponding to his or her previous or main post shall be paid.

 Article 26 (Travel Expenses Incurred in Cases of Death during Travel)
(1) If a public official dies during his or her domestic trip, his or her survivors shall be paid two times the travel expenses corresponding to the previous post incurred in traveling from the previous place of duty to the new place of duty where he or she was on his or her way to assume a new post; and two times the travel expenses corresponding to the previous post incurred in traveling from the place of business trip to the previous place of duty where he or she was on a business trip, respectively.
(2) Where a public official (including family members who are paid overseas family travel expenses under Article 22) dies on overseas trip or while working in a foreign country, up to two persons of his or her survivors shall be paid travel expenses to and from the place of trip or the place of duty and body repatriation costs, if necessary for the care and treatment of the deceased. <Amended on Jan. 22, 2016>
(3) Travel expenses prescribed in paragraph (2) shall be paid pursuant to Article 9 and the main clause of Article 16 (1) within the limit of seven days, corresponding to the travel expenses of public officials falling under subparagraph 2 of attached Table 1; and the body repatriation costs shall be paid based on actual expenses and reimbursed after the repatriation. <Amended on May 25, 2021>
(4) In cases of paragraph (2), where any family member accompanying the public official returns to the Republic of Korea within one month, family travel expenses calculated by applying mutatis mutandis Article 22 shall be paid.
(5) Where a spouse of a public official or a lineal ascendant or descendant of a public official or his or her spouse dies while the public official is on an overseas trip or working in a foreign country, if the public official temporarily returns to the Republic of Korea or travels to a third country with permission from the competent Minister, travel expenses referred to in Article 9 and the main clause of Article 16 (1) shall be paid to him or her, as determined by the Minister of Personnel Management. <Amended on Jan. 6, 2015>

 Article 27 (Travel Expenses for Persons Discharged from Military Service)
(1) As for active duty staff sergeants appointed without application and active duty servicemen, travel expenses to home for those who are discharged from active service or return home after being exempted from military service, and travel expenses for those who take vacation days shall be determined by the Minister of National Defense, after seeking opinions from the Minister of Personnel Management and the Minister of Economy and Finance. <Amended on Mar. 23, 2013; Nov. 19, 2014>
(2) Travel expenses shall be paid to conscripted police officers and obligatory firefighters, who return home upon retirement and who go on vacation, as determined by the Minister of National Defense pursuant to paragraph (1). <Amended on Nov. 20, 2015; Nov. 29, 2016>

CHAPTER VI SUPPLEMENTARY PROVISIONS
 Article 28 (Adjustment of Travel Expenses)
(1) When the head of an agency to which a public official belongs deems that there is a cogent reason not to pay travel expenses due to budget shortages or other grounds, he or she may reduce travel expenses to be paid or need not pay travel expenses, in whole or in part.
(2) Where all or part of travel expenses have been paid by foreign governments, United Nations agencies, etc., travel expenses shall be paid after deducting the relevant amount from the travel expenses prescribed in this Decree.
(3) Where two or more public officials go on a business trip together for the same purpose, when deemed unavoidable for the purpose of the business trip, they may be paid travel expenses corresponding to those required for the minimum class necessary for accompanying the superior, limited to fares (excluding overseas travel expenses) and expenses for lodging and meals, notwithstanding Article 3 and attached Table 1.

 Article 29 (Special Cases concerning Payment of Travel Expenses)
(1) When the amount of travel expenses paid, the method of payment, or the procedure for reimbursement thereof, etc. under this Decree is deemed unreasonable due to a compelling reason, the competent Minister may separately determine the regulations in consultation with the Minister of Personnel Management and the Minister of Economy and Finance. <Amended on Mar. 23, 2013; Nov. 19, 2014>
(2) Travel expenses for public officials who need to go on business travel at all times shall be paid in accordance with attached Table 8; and the amount of such travel expenses and those eligible for such payment shall be determined by the competent Minister, after seeking opinions from the Minister of Personnel Management and the Minister of Economy and Finance. <Amended by Mar. 23, 2013; Nov. 19, 2014>

 Article 29-2 (Special Cases concerning Travel Expenses for Public Officials Working for Local Governments)
Notwithstanding this Decree, with respect to travel expenses for public officials working for local governments, the ordinances concerning travel expenses of the relevant local government shall apply.

 Article 30 (Travel Expenses for Persons other than Public Officials)
Where a person who is not a public official is required to travel for the purpose of performing official duties, when it is deemed necessary to pay travel expenses, they may be paid to him or her by applying this Decree mutatis mutandis; and the classification of such payment shall be as specified in attached Table 9.

 Article 31 (Additional Collection)
(1) Where a public official under his or her jurisdiction receives travel expenses by fraud or other improper means, the head of an administrative agency at each level shall, under Article 48 (3) of the State Public Officials Act, collect an amount equivalent to five times the amount improperly received in addition to the travel expenses paid. <Amended on Nov. 30, 2021>

(1) The Civil Service Commission may conduct a trial operation of the payment of travel expenses and procedures for reimbursement thereof based on actual expenses, etc. under the amended provisions of Articles 7, 8-2, 10 through 14, 16, 17, and 26, and attached Tables 1 through 4 and 7, with respect to central administrative agencies designated in advance by the Civil Service Commission to efficiently manage the payment of fares and lodging expenses out of domestic travel expenses and procedures for reimbursement thereof based on actual expenses, etc. before this Decree enters into force.
(2) Where the Civil Service Commission intends to designate a trial operation agency pursuant to paragraph (1), it shall have a prior consultation with the head of a relevant central administrative agency.
(3) Except as provided in paragraphs (1) and (2), matters necessary for conducting a trial operation shall be determined by the Civil Service Commission.
