ENFORCEMENT DECREE OF THE BRAILLE ACT

The purpose of this Decree is to prescribe matters mandated by the Braille Act and matters necessary for the enforcement thereof.
| Article 2 (Actual Condition Survey) |
| 1. | Matters concerning the braille use abilities of visually impaired persons and personnel related to visual impairment; |
| 2. | Matters concerning nationals’ awareness of braille; |
| 3. | Matters concerning environment for braille use; |
| 4. | Matters concerning braille education; |
| 5. | Matters concerning specialized personnel related to braille; |
| 6. | Matters concerning preparation and dissemination of braille; |
| 7. | Other matters related to braille which the Minister of Culture, Sports and Tourism deems necessary. |
| Article 2-2 (Braille Policy Advisory Committee) |
| (1) | Where necessary for providing advice on braille policies under Article 11 (1) of the Act, such as the development and dissemination of braille education courses and textbooks, the Minister of Culture, Sports and Tourism may organize and operate a Braille Policy Advisory Committee (hereinafter referred to as the "Committee"). |
| (2) | The Committee shall consist of at least 15 members, including one chairperson, considering gender equality, and the chairperson shall be elected from among and by the members. |
| (3) | A member of the Committee shall be appointed or commissioned by the Minister of Culture, Sports and Tourism from among any of the following persons. In such cases, the number of visually impaired persons shall be at least half of the number of members specified in subparagraph 6: |
| 1. | Public officials in the rank of director who is in charge of special education policies in the Ministry of Education; |
| 2. | Public officials in the rank of director who is in charge of braille policies in the Ministry of Culture, Sports and Tourism; |
| 3. | Public officials in the rank of director who is in charge of policies for persons with disabilities in the Ministry of Health and Welfare; |
| 4. | Public officials in the rank of director who is in charge of sign language and braille in the National Institute of Korean Language; |
| 5. | The Director General of the National Library for the Disabled; |
| 6. | Persons with extensive knowledge of and experience in braille. |
| (4) | The term of office of a member commissioned under paragraph (3) 6 shall be two years: Provided, That where the Committee is dissolved under paragraph (9), the term of office shall expire at the time of the dissolution. |
| (5) | A majority of the members of the Committee shall constitute a quorum, and any resolution thereof shall require the concurring vote of a majority of those present. |
| (6) | The chairperson shall convene and preside over meetings of the Committee. |
| (7) | Upon request by the Minister of Culture, Sports and Tourism, the chairperson shall convene a meeting without delay. |
| (8) | The Committee shall have one executive secretary and one clerk to perform its business affairs, and the executive secretary and clerk shall be appointed by the Minister of Culture, Sports and Tourism from among its public officials. |
| (9) | Where the purposes of organizing the Committee are deemed fulfilled, the Minister of Culture, Sports and Tourism may dissolve the Committee. |
| (10) | Except as provided in paragraphs (1) through (9), matters necessary to operate the Committee shall be determined by the chairperson following its resolution. |

| Article 3 (Scope of Curriculum Books) |
| Article 4 (Criteria of Facilities for Braille Publication) |
| (1) | A facility which may publish braille materials referred to in Article 12 (2) of the Act shall fulfill all of the following criteria: |
| 2. | At least two computers which are used for editing braille translation and printing braille materials; |
| 3. | At least one plate making system or printing machine for braille; |
| 4. | At least one binding machine for braille; |
| 5. | Software for braille translation which allows to edit braille translation. |
| (2) | Where a facility falling under any of the following meets all criteria prescribed in the subparagraphs of paragraph (1), the Minister of Culture, Sports and Tourism and the head of a local government may subsidize all or part of the expenses incurred by the facility in preparing and disseminating braille publications pursuant to Article 12 (2) of the Act: <Amended on Jul. 9, 2019; Dec. 6, 2022> |
| 3. | Other non-profit welfare facilities recognized and publicly notified by the Minister of Culture, Sports and Tourism as capable of publishing braille materials among welfare facilities for visually impaired persons. |
| Article 5 (Processing of Sensitive Information) |

This Decree shall enter into force on May 30, 2017.

This Decree shall enter into force on June 13, 2018.
ADDENDUM <Presidential Decree No. 29972, Jul. 9, 2019>
This Decree shall enter into force on the date of its promulgation.

Article 1 (Enforcement Date)
This Decree shall enter into force on December 8, 2022.
