ENFORCEMENT DECREE OF THE ASTRONOMY AND SPACE ACT

The purpose of this Decree is to provide for matters delegated by the Astronomy and Space Act and other matters necessary for enforcing said Act.
| Article 2 (Announcement of Leap Seconds) |
The Administrator of the Aerospace Administration shall announce without delay a leap second determined and notified by the international organization in charge of making decision on leap seconds, through press media or the web site of the Aerospace Administration, pursuant to Article 5 (2) of the Astronomy and Space Act (hereinafter referred to as the "Act"). <Amended by Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 28210, Jul. 26, 2017: Mar. 29, 2024>
| Article 3 (Preparation, etc. of List of Important Items Required for Creating Calendars) |
After receiving necessary materials from the Korea Astronomy and Space Science Institute established under Article 20 (1) of the Special Act on the Establishment and Operation of the Aerospace Administration, the Administrator of the Aerospace Administration shall prepare a list of important items required for creating a calendar for the following year and publish them in the Official Gazette by no later than the end of June every year, as prescribed by Article 5 (3) of the Act. <Amended on Mar. 29, 2024> [This Article Added by Presidential Decree No. 28812, Apr. 24, 2018]

| Article 4 (Installation and Operation of Astronomical Observation Equipment) |
| (1) | In installing astronomical observation equipment under Article 6 (1) of the Act, the Administrator of the Aerospace Administration shall hear the opinions from civilian experts, etc., on the following: <Amended by Presidential Decree No. 25354, May 21, 2014; Presidential Decree No. 28210, Jul. 26, 2017: Mar. 29, 2024> |
| 1. | Criteria for installing astronomical observation equipment; |
| 2. | Scale of astronomical observation equipment; |
| 3. | Other matters necessary to install astronomical observation equipment. |
| (2) | The Administrator of the Aerospace Administration shall take measures for research institutes, universities, colleges, etc. engaged in astronomical work to jointly use astronomical observation equipment installed pursuant to paragraph (1). <Amended by Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 28210, Jul. 26, 2017: Mar. 29, 2024> |

| Article 5 (Education and Training of Persons Engaged in Astronomical Work, etc.) |
| (1) | Those engaged in astronomical work subject to education and training under Article 8 of the Act shall be as follows: |
| 1. | Public officials belonging to central administrative agencies and local governments, who are engaged in astronomical work; |
| 2. | Other persons engaged in astronomical work at universities, colleges, research institutes, etc. |
| (2) | Education or training under paragraph (1) shall be conducted at least once each year, and the duration of education or training shall be at least eight hours each time. |
| (3) | In order to enhance the interest and degree of understanding of the people in astronomy, the Administrator of the Aerospace Administration shall make experience, training, education, etc. related to astronomy vitalized through institutions, organizations, etc. related to astronomy or by utilizing persons engaged in astronomical work who have received the education or training under paragraph (1). <Amended by Presidential Decree No. 24423, Mar. 23, 2013; Presidential Decree No. 28210, Jul. 26, 2017: Mar. 29, 2024> |

This Decree shall enter into force on July 2, 2010.
