| Article 2 (Composition of Volunteer Service Promotion Committee) |
| (1) | The Volunteer Service Promotion Committee (hereinafter referred to as the "Committee") under Article 8 (1) of the Framework Act on Volunteer Service Activities (hereinafter referred to as the "Act") shall be comprised of not more than 30 members, including 1 chairperson and 2 vice chairpersons, and the members shall be comprised of the following persons: <Amended on Feb. 29, 2008; Mar. 15, 2010; Mar. 23, 2013> |
| 1. | Ex officio members: The Minister of Economy and Finance, the Minister of Education, the Minister of Justice, the Minister of Health and Welfare, the Minister of Gender Equality and Family, and the Minister of the Office for Government Policy Coordination; |
| 2. | Civilian members: Persons commissioned by the Prime Minister upon the recommendation of Volunteering Korea under Article 13, the Minister of Education, the Minister of Health and Welfare, or the Minister of Gender Equality and Family, from among those who have extensive knowledge of and experience in the field of volunteer service. |
| (2) | The Prime Minister shall serve as the chairperson of the Committee, and the Minister of the Interior and Safety and 1 person elected by and from among civilian members shall serve as the vice chairpersons. <Amended on Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| (3) | Civilian members shall constitute the majority of the Committee members under paragraph (1). |
| (4) | The term of office of a civilian member shall be 2 years. |
| (5) | The chairperson shall represent the Committee and exercise overall control over the affairs of the Committee. |
| (6) | The vice chairpersons shall assist the chairperson; where the chairperson is unable to perform his or her duties due to any unavoidable cause, they shall act on behalf of the chairperson; and the priority shall be given in the order of the Minister of the Interior and Safety and the civilian vice chairperson. <Amended on Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| Article 3 (Operation of Committee) |
| (1) | If deemed necessary by the chairperson or upon a request of at least 1/4 of the incumbent members, the chairperson shall convene the meetings of the Committee; and the chairperson who intends to convene a meeting shall notify each member of the date, place, and agenda items of the meeting at least 5 days before the meeting in writing; provided, this shall not apply in urgent circumstances. <Amended on Jan. 5, 2021> |
| (2) | A majority of the members of the Committee shall constitute a quorum, and any resolution thereof shall require the concurring vote of a majority of those present. |
| (3) | In relation to agenda items, the head of a central administrative agency designated by the chairperson may attend and speak at a meeting of the Committee, if necessary: <Amended on Jan. 5, 2021> |
| (4) | The Committee shall have 1 executive secretary to handle its business affairs, and the executive secretary shall be a public official of the Ministry of the Interior and Safety in charge of volunteer service activities. <Amended on Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| (5) | The Committee may have up to 5 expert members to conduct surveys and research on specialized matters regarding the promotion of volunteer service, etc. |
| (6) | Expert members under paragraph (5) shall be commissioned by the Minister of the Interior and Safety from among persons with extensive knowledge of and experience in volunteer service. | (7) | Other matters necessary for the composition and operation of the Committee shall be determined by the chairperson following a resolution by the Committee. |
| Article 4 (Composition of Working Committee for Volunteer Service Promotion) |
| (1) | The working committee for volunteer service promotion under Article 8 (3) of the Act (hereinafter referred to as "working committee") shall be comprised of not more than 25 working members, including 1 chairperson and 2 vice chairpersons, and the working committee members shall be as follows: <Amended on Feb. 29, 2008; Mar. 15, 2010; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| 1. | Ex officio working committee members: The Director General in charge of the volunteer service of the Ministry of Economy and Finance, the Ministry of Education, the Ministry of Justice, the Ministry of Health and Welfare, the Ministry of Gender Equality and Family, the Korean National Police Agency, and the National Fire Agency; |
| 2. | Civilian working committee members: Persons commissioned by the Minister of the Interior and Safety upon the recommendation of Volunteering Korea under Article 13, the Minister of Education, the Minister of Health and Welfare, or the Minister of Gender Equality and Family, from among those who have extensive knowledge of and experience in the field of volunteer service. |
| (2) | The Vice Minister of the Interior and Safety shall become the chairperson of the working committee, and 1 person elected by and from among public officials of the Ministry of the Interior and Safety in charge of volunteer service activities and civilian working committee members shall become the vice chairperson. <Amended on Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| (3) | Civilian working committee members shall constitute the majority of the working committee members under paragraph (1). |
| (4) | The term of office of a civilian working committee member shall be 2 years. |
| (5) | In relation to agenda items, the Director-General of a central administrative agency involved in volunteer service who is designated by the chairperson of the working committee may attend and speak at a meeting of the working committee, if necessary. <Amended on Jan. 5, 2021> |
| (6) | The working committee shall have 1 executive secretary to handle the business affairs of the working committee, and the executive secretary shall be a public official of the Ministry of the Interior and Safety in charge of volunteer service activities. <Amended on Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| (7) | Other matters necessary for the composition and operation of the working committee shall be determined by the chairperson following a resolution by the Committee. |
| Article 5 (Formulation of National Master Plan for Promotion of Volunteer Service Activities) |
| (1) | The Minister of the Interior and Safety shall formulate a master plan for the promotion of volunteer service activities under Article 9 of the Act (hereinafter referred to as "master plan") in the year preceding the year in which the master plan commences. <Amended on Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| (2) | The Minister of the Interior and Safety who formulates a master plan shall consult with the heads of the relevant central administrative agencies and undergo deliberation by the Committee. <Amended on Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| Article 6 (Formulation and Implementation of Annual Implementation Plan) |
| (1) | Pursuant to Article 10 of the Act, the head of a Si/Gun/Gu (referring to the head of an autonomous Gu; hereinafter the same shall apply) shall submit an implementation plan for the promotion of volunteer service activities for the following year to the Special Metropolitan City Mayor, a Metropolitan City Mayor, or a Do Governor (hereinafter referred to as "Mayor/Do Governor") by the end of December each year. |
| (2) | The head of the relevant central administrative agency and a Mayor/Do Governor shall submit an implementation plan on the promotion of volunteer service activities under their jurisdiction for the relevant year to the Minister of the Interior and Safety by the end of January each year, and the Minister of the Interior and Safety shall integrate and finalize such plan after deliberation by the Committee, and notify the head of the central administrative agency and the Mayor/Do Governor thereof by the end of March. <Amended on Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| (3) | The head of a Si/Gun/Gu shall submit to the Mayor/Do Governor by January 15 each year, and the head of a central administrative agency and the Mayor/Do Governor shall submit the results of implementing an implementation plan of the previous year to the Minister of the Interior and Safety by the end of January each year, respectively. <Amended on Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| (4) | The Prime Minister may require the Minister of the Interior and Safety to inspect and evaluate the results of implementation under paragraph (3) and to submit the results thereof to the Committee, and the Minister of the Interior and Safety may seek advice from a specialized research institute or request it to conduct surveys and research, if necessary for inspecting and evaluating the status of implementation. <Amended on Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017> |
| Article 7 (Request for Cooperation to Relevant Agencies) |
The State and local governments may request public institutions, volunteer service organizations, and other non-governmental organizations to provide cooperation, such as submission of necessary data or opinions, if necessary for formulating and implementing the master plan and annual implementation plan under Articles 5 and 6.

| Article 9 (Events for Volunteer Day and Volunteer Service Week) |
In order to commemorate Volunteer Day and Volunteer Service Week under Article 13 of the Act, the State, local governments, volunteer service organizations, etc. may hold the following events: | 2. | Research presentations and international exchange events; |
| 3. | Encouragement for persons and organizations of distinguished service; |
| 4. | Publicity through mass media, etc.; |
| 5. | Other events to raise national interest in facilitating volunteer service. |
| Article 10 (Purchase of Insurance for Volunteers) |
| (1) | The State and local governments may require volunteer service organizations and volunteer service centers to take necessary measures in advance, such as safety education on volunteer service activities involving danger pursuant to Article 14 (1) of the Act. |
| (2) | The types of protection of volunteers under Article 14 (2) of the Act shall be as follows: |
| 1. | Physical protection of volunteers who are engaged in volunteer activities; |
| 2. | Protection against economic losses sustained by volunteers in the course of volunteer service activities; |
| 3. | Protection against damage to the body or property of others in the course of volunteer service activities. |
| 1. | Compensation for the death of volunteers and aftereffects they suffer in the course of volunteer service activities, medical treatment, hospitalization, surgery expenses, etc. shall be provided; |
| 2. | Compensation for damage to the body or property of others in the course of volunteer service activities shall be provided. |
| (4) | The procedures, methods, etc. for purchasing insurance under paragraph (3) shall be prescribed by ordinance of the local government. |
| Article 11 (Education and Training) |
Volunteer service organizations and volunteer service centers may entrust education and training to related educational facilities to ensure the safe volunteer service activities of volunteers pursuant to Article 15 of the Act.
| Article 12 (Use of State and Public Property) |
| (1) | The projects of volunteer service organizations and volunteer service centers for which the State or a local government may lease any State or public property free of charge or allow the use under Article 16 of the Act shall be as follows: |
| 1. | Projects involving international events; |
| 2. | Projects involving disaster recovery and relief; |
| 3. | Other projects deemed necessary by the State or a local government to promote volunteer service activities. In such cases, no State or public property shall be leased or used for office use or for a period exceeding 1 year. |
| Article 13 (Members of Volunteering Korea) |
| (1) | The members of Volunteering Korea under Article 17 of the Act (hereinafter referred to as "Volunteering Korea") shall be any of the following persons: |
| 1. | A representative of a non-profit corporation or organization whose main business is volunteer service; |
| 2. | Any other person on whom a resolution is passed by the board of directors of Volunteering Korea as deemed necessary for the promotion of volunteer service activities. |
| (2) | Volunteering Korea shall have not less than 20 but not more than 50 directors, including 1 representative director, and 2 auditors, as its executive officers. |
| (3) | Executive officers shall be elected at a general meeting, as prescribed by the articles of association. |
| (4) | The term of office of executive officers shall be 2 years, and they may be reappointed: |
| (5) | Matters necessary for qualification requirements for executive officers, the election methods, and the operation of Volunteering Korea shall be prescribed by the articles of association of Volunteering Korea. |
| (6) | Except as provided in this Decree, the provisions regarding incorporated associations in the Civil Act shall apply mutatis mutandis to Volunteering Korea. |
| Article 14 (Qualification Requirements for Head of Volunteer Service Center) |
| (1) | The qualification requirements for the head of a volunteer service center under Article 19 of the Act shall be as follows: |
| 1. | A person who has served as an assistant professor or higher in a department related to volunteer service at a university or college for at least 3 years; |
| 2. | A person who has been engaged in volunteer service management in a volunteer service organization, volunteer service center, social welfare institution, facility, school, or enterprise for at least 5 years; |
| 3. | A retired public official of Grade V or higher who has been engaged in volunteer service or social welfare for at least 3 years; |
| 4. | A person who has worked for at least 10 years as an executive officer in a volunteer service-related civil society organization registered with the State or a local government. |
| (2) | The head of a volunteer service center shall be appointed by open competition. |
| (3) | The methods of, procedures, etc. for appointing the head of a volunteer center shall be prescribed by ordinance of the local government. |
| Article 15 (Organization and Operation of Volunteer Service Center) |
| (1) | A secretariat shall be established in the volunteer service center to manage its business affairs. |
| (2) | A steering committee shall be established as a policy-making body for the smooth operation of the volunteer service center; provided, where the volunteer service center is operated as a corporation, the board of directors shall be established. |
| (3) | The steering committee under paragraph (2) shall be comprised of not more than 20 persons, and representatives of volunteer service organizations shall exceed the majority and shall be civilians. |
| (4) | Each volunteer service center of the Special Metropolitan City, a Metropolitan City or a Do shall perform the following projects to facilitate volunteer service in the region: |
| 1. | Establishment of regular cooperation systems with institutions and organizations in the Special Metropolitan City, a Metropolitan City, and a Do; |
| 2. | Education and training of volunteer service managers and leaders; |
| 3. | Development and distribution of volunteer service programs; |
| 4. | Surveys and research on volunteer service; |
| 5. | Operation of a volunteer information library; |
| 6. | Cooperation, coordination, and support for information and projects among Si/Gun/Autonomous Gu volunteer service centers; |
| 7. | Other projects that may contribute to the promotion of volunteer service in the Special Metropolitan City, a Metropolitan City, and a Do. |
| (5) | Each volunteer service center of a Si/Gun/autonomous Gu shall perform the following projects to facilitate volunteer service in the region: |
| 1. | Establishment of regular cooperation systems with institutions and organizations in each Si/Gun/autonomous Gu; |
| 2. | Recruitment of, and education and publicity for volunteers; |
| 3. | Assignment of volunteers to institutions and organizations in need of volunteer service; |
| 4. | Development, distribution and pilot operation of volunteer service programs; |
| 5. | Collection and provision of information related to volunteer service; |
| 6. | Other projects that may contribute to the promotion of volunteer service in each Si/Gun/autonomous Gu. |
| (6) | Matters regarding the organization, operation, etc. of a volunteer center shall be prescribed by ordinance of the local government. |
| Article 16 (Management of Personally Identifiable Information) |
| (1) | The Minister of the Interior and Safety may manage data containing resident registration numbers or alien registration numbers under subparagraph 1 or 4 of Article 19 of the Enforcement Decree of the Personal Information Protection Act (hereafter referred to as "resident registration numbers, etc." in this Article), if unavoidable for collecting (including where information is provided through the information systems of other central administrative agencies which perform business affairs related to volunteer service activities), storing, keeping, possessing, or providing (including where information is provided through the information systems of other central administrative agencies which perform business affairs related to volunteer service activities) information on volunteer service performance necessary for recognizing contributions to volunteer service activities under Article 11 of the Act. <Amended on Nov. 19, 2014; Jul. 26, 2017> |
| (2) | The Minister of the Interior and Safety or the head of a local government may manage data including resident registration numbers if unavoidable for performing business affairs related to the purchase of insurance for volunteers under Article 14 (2) of the Act. <Amended on Nov. 19, 2014; Jul. 26, 2017> |

ADDENDA <Presidential Decree No. 19318, Feb. 6, 2006>
| (1) | (Enforcement Date) This Decree shall enter into force on the date of its promulgation. |
