| Article 3 (Submission of Business Plans) |
| (1) | An organization for a Better Tomorrow movement which intends to receive contributions from the State or a local government under Article 3 (1) of the Act shall submit the following documents to the head of the relevant central government agency (referring to the head of a central government agency under Article 6 (2) of the National Finance Act; hereinafter the same shall apply) or the head of the relevant local government: <Amended on Jan. 5, 2021> |
| 1. | A business plan including goals, policies, and major projects; |
| 2. | An estimated statement of financial position and an estimated profit and loss statement; |
| 4. | Other data clearly specifying the purpose of contributions. |
| (2) | An organization for a Better Tomorrow movement which intends to modify its major projects prescribed in the business plan under paragraph (1) 1 shall submit documents including the grounds and details thereof to the head of a central government agency or the head of a local government who has paid contributions. |

| Article 5 (Appropriation of Surplus) |
When any surplus accrues in the settlement of accounts of each fiscal year, an organization for a Better Tomorrow movement shall use such surplus to replenish the losses carried forward, and shall carry the remainder forward to the following year or accumulate it.

| Article 4 (Use of National and Public Facilities) |
| (1) | The details, conditions, and period of gratuitous use of national or public facilities under Article 4 of the Act shall be governed by a contract between the head of a central government agency or the head of a local government and the head of an organization for a Better Tomorrow movement. |
| (2) | The head of a central government agency or the head of a local government may terminate a contract or revoke or withdraw permission for use, if an organization for a Better Tomorrow movement has used national or public facilities, the gratuitous use of which has been permitted under Article 4 of the Act, for any purpose other than the originally designated purpose. |

| 1. | A comparison table between the business plan for the relevant year and the performance of its execution; |
| 2. | A statement of revenue and expenditure for the relevant year; |
| 3. | A statement of financial position and a statement of profit and loss for the relevant year; |
