| Article 3 (Formulation of master plans for support and fostering of local cultural centers) |
| (1) | When the Minister of Culture, Sports and Tourism formulates a master plan for supporting and fostering the local cultural centers under Article 3-2 (1) of the Promotion of Local Cultural Centers Act (hereinafter referred to as the "Act"), he or she shall notify the Special Metropolitan City Mayor, a Metropolitan City Mayor, Special Self-Governing City Mayor, Do Governor, or Special Self-Governing Province Governor (hereinafter referred to as "Mayor/Do Governor") thereof without delay, and publicly announce it on the website of the Ministry of Culture, Sports and Tourism. |
| (2) | An action plan formulated under Article 3-2 (4) of the Act (hereinafter referred to as "action plan") shall include the following: |
| 1. | The basic direction of policies to support and foster the local cultural centers in the relevant region; |
| 2. | Matters on the development and promotion of policies for supporting and fostering the local cultural centers that are in line with the cultural characteristics and circumstances of the relevant region; |
| 3. | Matters on budget and financial resources necessary to implement an action plan. |
| (3) | Where a Mayor/Do Governor intends to formulate an action plan, he or she shall hear the opinions of the institutions related to local culture, such as a local cultural center in the relevant area. |
| (4) | The Mayor/Do Governor shall submit an action plan for the relevant year and the performance results from the previous year to the Minister of Culture, Sports and Tourism by the end of February each year. |

| Article 9 (Establishment and supervision of Federation of Korean Cultural Centers) |
Matters on the establishment and supervision of the Federation of Korean Cultural Centers (hereinafter referred to as the "Federation") under Article 12 (1) of the Act shall be governed by the statutes applicable to the establishment and supervision of incorporated associations from among non-profit corporations under the jurisdiction of the Ministry of Culture, Sports and Tourism. <Amended on Sep. 8, 2020; Dec. 22, 2020> [This Article Wholly Amended on Dec. 28, 2011]
| Article 10 (Subsidization of expenses) |
In order for a local cultural center or the Federation to receive subsidies from the State or local governments pursuant to Article 15 of the Act, a local cultural center shall have records of business performance under Article 8 of the Act, and the Federation shall have records of business performance under Article 12 (3) of the Act; provided, this shall not apply to a local cultural center for which 6 months have not passed since its establishment. ADDENDA <Presidential Decree No. 14303, Jun. 30, 1994>
Article 1 (Enforcement date)
This Decree shall enter into force on July 8, 1994.
Article 2 (Repeal of other statutes and regulations)
Article 3 (Special Cases on application for authorization for establishment of local cultural centers)
| (1) | If a local cultural center that succeeds, in accordance with Article 3 of the Addenda of the Act, to all rights and obligations of a non-profit corporation reported as a local cultural business entity under the former Furtherance of Local Cultural Projects Act, intends to apply for authorization for establishment under Article 2, it may need not submit documents referred to in Article 2 (1) 1, 3, 7, 8, 11, and 12. |
| (2) | A local cultural center established pursuant to the provisions of paragraph (1) shall be equipped with the facilities under Article 4. |
Article 4 (Relationship to other statutes and regulations)
Where the previous Enforcement Decree of the Furtherance of Local Cultural Projects Act is cited in other statutes and regulations as at the time this Decree enters into force, if this Decree includes the provisions corresponding thereto, the corresponding provisions of this Decree shall be deemed cited in lieu of the previous provisions.
