CHAPTER I GENERAL PROVISIONS
 Article 1 (Purpose)
The purpose of this Act is to contribute to the improvement of national competitiveness and to the development of the national economy by facilitating the utilization of scientists and engineers and providing them with better treatment upon nurturing talented scientists and engineers.

 Article 2 (Definitions)
The terms used in this Act shall be defined as follows: <Amended on Dec. 19, 2017; Aug. 17, 2021>
1. The term "scientist and engineer" means persons prescribed by Presidential Decree, who have majored in the fields of natural science and engineering, and of interdisciplinary convergence relating thereto (hereinafter referred to as "science and engineering");
2. The term "university" means the following schools and institutions:
(a) Schools under any subparagraph of Article 2 of the Higher Education Act;
(b) Korea Advanced Institute of Science and Technology established under the Korea Advanced Institute of Science and Technology Act, the Gwangju Institute of Science and Technology established under the Gwangju Institute of Science and Technology Act, Ulsan National Institute of Science and Technology under the Ulsan National Institute of Science and Technology Act, and Daegu Gyeongbuk Institute of Science and Technology under the Daegu Gyeongbuk Institute of Science and Technology Act;
(c) Polytechnic colleges under subparagraph 5 of Article 2 of the Act on the National Lifelong Vocational Skills Development Act;
3. The term "research institute" means the following research institutes:
(a) Research institutions in the fields of science and engineering among the research institutions receiving contributions or subsidies from the State or local governments (hereinafter referred to as "subsidized research institution");
(c) Research institutes affiliated with enterprises which meet the standards prescribed by Presidential Decree in terms of research personnel, facilities, etc.;
(d) Research institutes affiliated with science and engineering universities;
(e) National and public research institutions;
(f) Specialized manufacturing technology research institutes under Article 42 of the Industrial Technology Innovation Promotion Act;

 Article 3 (Responsibilities of the State)
(1) The State shall establish and take necessary measures so that scientists and engineers are nurtured, sufficiently demonstrate their creativity and abilities, and are given appropriate social and economic status and treatment.
(2) The State and local governments shall establish and take comprehensive measures so that scientists and engineers may have increased opportunities for taking public office, and are not unreasonably discriminated in the course of performing their duties, such as participation in decision-making in the agencies they belong to or promotion to a higher position.
(3) The State shall endeavor to create conditions in which talented scientists and engineers are fully utilized and to establish a linkage system between enterprises, universities and research institutes (hereinafter referred to as "industrial, academic and research circles").
(4) The State shall formulate and implement policies necessary for the dissemination of a culture in which scientists and engineers are respected, and shall endeavor to secure financial resources therefor and to operate them efficiently. <Added on Dec. 2024>

CHAPTER II MASTER PLANS FOR NURTURING AND SUPPORTING SCIENTISTS AND ENGINEERS
 Article 4 (Establishment of master plans)
(1) In order to efficiently achieve the purposes of this Act, the Government shall establish master plans to nurture and support scientists and engineers (hereinafter referred to as "master plan") every five years.
(2) Master plans under paragraph (1) shall be determined after deliberation by the National Human Resources Committee under Article 7 (1) of the Framework Act on the Development of Human Resources and the Presidential Advisory Council on Science and Technology (hereinafter referred to as the "Presidential Advisory Council on Science and Technology") under the Presidential Advisory Council on Science and Technology Act. The same shall apply to the modifications of such master plans. <Amended on Mar. 23, 2013; Jan. 16, 2018>
(3) Master plans shall include the following: <Amended on Dec. 20, 2024>
1. Nurturing and support to scientists and engineers and developing a system of utilization during the whole life cycle thereof;
1-2. Reinforcement of education support for basic capabilities of scientists and engineers;
1. 3. Support for training of postdoctoral researchers in science and engineering fields under Article 9-4 (1) and student researchers and young researchers under Article 9-6 (1), and their participation in national research and development projects;
2. Expansion of opportunities for scientists and engineers to take public office and improvement of treatment thereto;
3. Support for the results of research and development and for the results of technology transfer;
4. Expansion of exchanges of scientists and engineers between enterprises, universities, research institutes, the Government and local governments;
5. Development of an information system of scientists and engineers and utilization thereof;
6. Qualitative improvement of education of the science and engineering universities and graduate schools, and strengthening the linkage system between industrial, academic and research circles;
6. 2. Expansion of the participation of scientists and engineers in national research and development programs and technical training and retraining to improve their working conditions;
6-3. Invitation and utilization of excellent overseas scientists and engineers under Article 21-2 (1);
6-4. Creating a work-life balance research culture for scientists and engineers;
7. Other important matters concerning the nurturing and support to scientists and engineers prescribed by Presidential Decree.
(4) Except as otherwise prescribed in paragraphs (1) through (3), matters necessary for the procedures, etc. for establishing master plans shall be prescribed by Presidential Decree.

 Article 5 (Annual implementation plans)
(1) The head of a related central administrative agency and a Special Metropolitan City Mayor, Metropolitan City Mayor, Do Governor and Special Self-Governing Province Governor (hereinafter referred to as the "Mayor/Do Governor") shall establish and promote annual implementation plans according to the master plans (hereinafter referred to as "implementation plan").
(2) The Minister of Science and ICT shall consolidate and coordinate the implementation plans for the next year and the results of promotion for the past year of the heads of related central administrative agencies and the Mayors/Do Governors under paragraph (1) and undergo deliberation by the Presidential Advisory Council on Science and Technology. <Amended on Mar. 23, 2013; Mar. 23, 2013; Jul. 26, 2017; Jan. 16, 2018>
(3) The Minister of Science and ICT shall notify the heads of the related central administrative agencies and the relevant Mayor/Do Governor of the results of deliberation under paragraph (2). <Amended on Mar. 23, 2013; Jul. 26, 2017>
(4) Matters necessary for procedures, etc. for establishing implementation plans other than those prescribed in paragraphs (1) through (3) shall be prescribed by Presidential Decree.

 Article 6 (Establishment and utilization of comprehensive information system regarding scientists and engineers)
(1) In order to efficiently support policies concerning the nurturing and support to scientists and engineers and to provide information on supply and demand of scientists and engineers, the Government shall establish and manage comprehensive information systems of scientists and engineers (hereinafter referred to as "comprehensive information system").
(2) In order to establish and manage comprehensive information systems, the Minister of Science and ICT may request the heads of related central administrative agencies, Mayors/Do Governors, and the heads of universities, research institutes, enterprises, etc. to submit information and data on scientists and engineers that belong to them. In such cases, the heads of agencies and organizations in receipt of such request shall cooperate therewith unless any extenuating circumstance exists. <Amended on Mar. 23, 2013; Jul. 26, 2017>
(3) Where necessary for establishing efficient information systems, the Minister of Science and ICT may entrust specialized institutes or organizations prescribed by Presidential Decree with the duties of establishment and management of comprehensive information systems. <Amended on Mar. 23, 2013; Jul. 26, 2017>

 Article 7 (Survey of scientists and engineers)
(1) The Government shall conduct following surveys to efficiently foster and support scientists and engineers (hereinafter referred to as "survey of scientists and engineers"): <Amended on Dec. 20, 2024>
1. Fact-finding surveys on the fostering, utilization, and treatment of scientists and engineers at universities, research institutes, and enterprises;
2. Surveys on the inflow and outflow of major scientists and engineers from and to foreign countries;
3. Fact-finding surveys on the research and educational environment of graduate schools of science and engineering;
4. Fact-finding surveys on fact-finding survey on the status of enrollment and graduation for master's and doctoral degrees in science and engineering, career records, etc.;
5. Fact-finding surveys on the work-life balance and research and child-rearing balance of scientists and engineers;
6. Other surveys on scientists and engineers as prescribed by Presidential Decree.
(2) The Minister of Science and ICT may request the universities, research institutes, enterprises, etc. that utilize scientists and engineers to submit necessary data or opinions for surveys of scientists and engineers. In such cases, the heads of institutes and organizations in receipt of such request shall cooperate therewith unless any extenuating circumstance exists. <Amended on Mar. 23, 2013; Act No. 14839, Jul. 26, 2017; Dec. 20, 2024>
(3) The Minister of Science and ICT shall reflect the results of surveys on scientists and engineers in formulating and implementing policies for scientists and engineers. <Amended on Dec. 20, 2024>
(4) The Minister of Science and ICT may entrust specialized institutes prescribed by Presidential Decree with the surveys of scientists and engineers. <Amended on Mar. 23, 2013; Jul. 26, 2017; Dec. 20, 2024>
(5) Matters necessary for the subject matter, scope, and methods, etc. of surveys on scientists and engineers shall be prescribed by Presidential Decree. <Amended on Dec. 20, 2024>

CHAPTER III NURTURING SCIENTISTS AND ENGINEERS AND UPGRADING QUALITY THEREOF
 Article 8 (Promotion of advancement to science and engineering universities and encouragement of learning motivation)
(1) In order to promote students registered at elementary, middle and high schools or graduates thereof (hereafter referred to as "registered student, etc." in this Article) to enter science and engineering universities, the State and local governments shall provide related information, such as promising fields of study of science and engineering, as prescribed by Presidential Decree.
(2) The State and local governments shall formulate and implement the following policies in order to encourage registered students, etc. to engage in convergent thinking in science and technology and inspire them to learn in science and engineering fields: <Added on Dec. 20, 2024>
1. Advancement of mathematics and science curriculum teaching methods for current students by expanding the distribution and utilization of digital textbooks (learning support software utilizing intelligent informatization technology), etc.:
2. Development of educational contents that converge science and technology with humanities and social sciences;
3. Increasing of registered students’ access to mathematics and science and bridge information gaps through environmental improvement and utilization of science museums defined subparagraph 1 of Article 2 of the Act on Establishment, Operation and Fostering of Science Museums;
(3) In order to promote advancement of registered students, etc. of science schools established under the Elementary and Secondary Education Act or Article 6 of the Gifted Education Promotion Act to science and engineering universities, the State and local governments may provide necessary support when the head of a national or public school under Article 3 of the Higher Education Act makes effort to expand special admissions under Article 34 of that Act. <Amended on Dec. 20, 2024>
(4) The State and local governments may entrust specialized institutes prescribed by Presidential Decree with the duties of investigation, research, and provision of related information under paragraph (1). <Amended on Dec. 20, 2024>

 Article 9 (Support for university students in science and engineering)
(1) The Government shall select students with good grades registered at science and engineering universities and increase encouragement of learning, such as paying research grants and support to the financing of living expenses.
(2) The Government shall formulate policy measures necessary to enhance the quality of education in science and engineering universities and to improve educational and research environments. <Added on Dec. 2024>
(3) Matters necessary for persons eligible for research grants under paragraph (1), the scope of payment thereof, support for loans for living expenses, and formulation of policy measures under paragraph (2) shall be prescribed by Presidential Decree. <Amended on Dec. 20, 2024>

 Article 9-2 (Restitution of research grants)
(1) The Government may restitute all or part of the amount paid or suspend payment if a person who received a research grant under Article 9 falls under any of the following without good cause prescribed by Presidential Decree, such as a cause not attributable to him or her: <Amended on Dec. 20, 2024>
1. When he or she drops out of school;
2. Where he or she changes his or her major to a field other than science and engineering prescribed by Presidential Decree.
(2) Methods, scope, period, timing, etc. for the restitution of research grants under paragraph (1) shall be prescribed by Presidential Decree.
(3) Where any person obligated to return his or her research grant under paragraph (1) fails to do so, the Government may collect it in the same manner as delinquent national taxes are collected.

 Article 9-3 (Support for science and engineering graduate student)
(1) The Government may prepare research stipend policy measures so that science and engineering graduate students can conduct stable academic studies and research, and may provide them with necessary financial support.
(2) The Government may utilize the results of surveys on scientists and engineers to improve the research environment for science and engineering graduate students, support career planning and development, and support activities necessary to strengthen research capabilities.
(3) The Government may examine whether universities and research institutes have implemented the research stipend policy measure promoted under paragraph (1), and may provide feedback
(4) Universities and research institutes shall prepare and implement internal regulations necessary for the policy measures under paragraph (1).

 Article 9-4 (Support for postdoctoral researchers in science and engineering)
(1) The Government shall formulate and implement policies necessary for supporting career design and development of persons prescribed by Presidential Decree who have obtained a doctorate degree in science and engineering fields (hereinafter referred to as "science and engineering postdoctoral researchers") and improving their research environment.
(2) The Government may establish and provide standard guidelines for supporting science and engineering post-doctoral researchers to universities and research institutes.
(3) The Government may examine whether universities and research institutes have implemented the standard guidelines under paragraph (2), and may provide feedback.
(4) Matters necessary for the production of standard guidelines under paragraph (2) and the examination and feedback under paragraph (3) shall be prescribed by Presidential Decree.

 Article 9-5 (Support for linking military service and career of scientists and engineers)
(1) The Government shall prepare a system to support the linkage between military service and education, research, employment, and business start-up in order to improve the qualifications of scientists and engineers and to guarantee their research activities.
(2) The Minister of Science and ICT may conduct projects related to in paragraph (1) in consultation with relevant agencies, such as the Ministry of National Defense.

 Article 9-6 (Protection of safety, rights and interests of student researchers and creation of research environment)
(1) The Government shall formulate the following support measures in order to create an environment where university students and graduate students in science and engineering (hereinafter referred to as "student researchers") who conduct research and development activities can immerse themselves in research and to establish a culture in which they are respected and protected as researchers:
1. Preparation and improvement of systems to protect the safety and rights and interests of student researchers;
2. Establishment and operation of a support system for the management of research outcomes to strengthen the research capabilities and qualifications of student researchers.
(2) Universities and research institutes shall endeavor to actively introduce the systems and support measures established under paragraph (1), and the Minister of Science and ICT may examine whether universities and research institutes have implemented the systems and support measures established under paragraph (1) and may recommend improvement thereof.
(3) Student researchers shall comply with the research ethics of universities and research institutes and conduct research and development activities truthfully and transparently by demonstrating their own abilities and creativity.

 Article 10 (Strengthening linkages between industrial, academic and research circles)
(1) The State and local governments shall take measures necessary to strengthen linkages between industrial, academic and research circles.
(2) In any of the following cases, the State and local governments may provide enterprises, research institutes, etc. with necessary support, as prescribed by Presidential Decree:
1. Where educational programs linked with science and engineering universities are developed and implemented;
2. Where systems of employment by special contract are developed and implemented to expand employment of scientists and engineers;
3. Where important matters prescribed by Presidential Decree are implemented to strengthen linkages with science and engineering universities.

 Article 11 (Nurturing and supporting research-centered universities)
(1) In order to efficiently promote creative research and development and to nurture scientists and engineers, the Government may provide necessary support to the universities laying emphasis on research activities (hereinafter referred to as "research-centered university").
(2) Matters necessary for the selection, support, etc. of research-centered universities shall be prescribed by Presidential Decree.

 Article 12 (Retraining of scientists and engineers)
(1) The Minister of Science and ICT may provide re-education, retraining, and career development (hereinafter referred to as "retraining, etc.") so that scientists and engineers can adapt to changes in the scientific and technological environment and continuously develop and improve their research capabilities, etc. <Amended on Mar. 23, 2013; Jul. 26, 2017; Dec. 20, 2024>
(2) The details of retraing, etc. shall be as follows: <Amended on Mar. 23, 2013; Jul. 26, 2017; Dec. 20, 2024>
1. Matters concerning ascertaining trends of up-to-date science and technology and sharing thereof;
2. Conferences and seminars of specialists to learn up-to-date science and technology and new research and technology methodology;
3. Matters concerning intellectual property rights relating to science and technology;
4. Matters concerning management, etc. relating to science and technology;
4-2. Matters concerning the career design and development of scientists and engineers;
5. Other matters deemed necessary by the Minister of Science and ICT.
(3) The heads of central administrative agencies and local governments shall provide administrative and financial support so that scientists and engineers working for the relevant agencies can receive retraining, etc. and shall reflect the results of such retraining, etc. in personnel management, etc. <Amended on Dec. 20, 2024>
(4) Entities providing retraining, etc., methods and procedures for providing reeducation, etc., and other necessary matters shall be prescribed by Presidential Decree. <Amended on Dec. 20, 2024>

CHAPTER IV FACILITATION OF UTILIZING SCIENTISTS AND ENGINEERS AND IMPROVEMENT OF STATUS THEREOF
 Article 13 (Establishment of improvement measures to expand appointment as public officials)
(1) In order to expand appointment of scientists and engineers as public officials following the increase of administrative demand for science and technology, the State and local governments shall establish and promote measures of improvement on the following: <Amended on May. 23, 2011; Dec. 11, 2012; Dec. 31, 2024>
1. Classification systems of occupational groups relating to science and engineering (hereinafter referred to as "science and engineering post") among the occupational groups of public officials under the State Public Officials Act and Local Public Officials Act following the development of science and technology;
2. Systems for open-competitive employment and open-type employment of public officials with experience in technical service;
3. Personnel management systems to expand positions and employment for public officials in technical post and the development of abilities thereof.
(2) The heads of central administrative agencies and Mayors/Do Governors shall report improvement measures and results of promotion under paragraph (1) to the Presidential Advisory Council on Science and Technology each year. In such cases, the Mayors/Do Governors shall compile and report improvement measures and results of promotion of Sis, Guns and Gus (referring to autonomous Gus) under their jurisdiction. <Amended on Mar. 23, 2013; Jan. 16, 2018>

 Article 14 (Support for local governments' measures to expand employment of public officials)
(1) Where local governments establish a division taking full charge of science and technology and assign scientists and engineers to such division, the Minister of Science and ICT shall support thereto with priority. <Amended on Mar. 23, 2013; Jul. 26, 2017>
(2) Matters necessary for the extent of division taking full charge of science and technology, standards for assigning scientists and engineers and support under paragraph (1) shall be prescribed by Presidential Decree.

 Article 15 (Support for research and development activities of scientists and engineers)
(1) In order to promote the employment of scientists and engineers who are unemployed for a certain period after obtaining a master's degree or doctorate degree in science and engineering fields, the State and local governments may promote research and development projects linked to employment or support training at subsidized research institutes for a certain period, as prescribed by Presidential Decree. <Amended on Dec. 20, 2024>
(2) The Government shall support the stable research and development activities of scientists and engineers of universities and research institutes and establish a research management system to create an environment conducive to research. <Added on Dec. 20, 2024>

 Article 16 (Support for enterprises for utilization of scientists and engineers)
(1) Where small and medium enterprises under Article 2 of the Framework Act on Small and Medium Enterprises, venture businesses under Article 2-2 of the Special Act on the Promotion of Venture Businesses and the scientists and engineers cooperatives under subparagraph 3 of Article 2 of the Cooperative Research and Development Promotion Act hire unemployed persons who have obtained a master's degree or a doctorate degree in science and engineering or unemployed persons who have obtained a professional engineer license under the National Technical Qualifications Act, the State and local governments may give necessary support thereto, such as providing a financial support within budgetary limits, or granting tax reduction or exemption as prescribed by tax laws. <Amended on Mar. 11, 2015; Jan. 9, 2024>
(2) In order to promote the utilization of scientists and engineers, the Government may provide support prescribed by Presidential Decree to the small and medium enterprises that have established and are operating affiliated research institutes recognized under Article 14-2 (1) of the Basic Research Promotion and Technology Development Support Act. <Amended on Mar. 22, 2016>

 Article 17 (Cooperation and expansion of human resources exchanges between industrial, academic and research circles)
(1) The State and local governments shall establish and promote measures for universities, subsidized research institutions, etc. to cooperate, such as joint researches with enterprises.
(2) The State and local governments shall arrange necessary measures for subsidized research institutions to promote support to the affiliated research human resources in starting a business, to dispatch the affiliated research human resources to universities or enterprises, and human resources exchanges, etc. between universities, subsidized research institutions or enterprises.

 Article 17-2 (Support for utilization of highly experienced scientists and engineers)
(1) The Government may promote the following policies in order to encourage the utilization of scientists and engineers who are scheduled to retire or who have retired (hereinafter referred to as "highly experienced scientists and engineers"):
1. Support for career development and education of highly experienced scientists and engineers
2. Support for participation of highly experienced scientists and engineers in cooperatives of scientists and engineers and business start-up activities in accordance with subparagraph 3 of Article 2 of the Act on Promotion of Cooperative Research and Development;
3. Support for job creation and job linkage for highly experienced scientists and engineers;
4. Support for participation of highly experienced scientists and engineers in research and development projects.
(2) The Government may collect and provide necessary information for career management, finding suitable jobs, and supporting activities of highly experienced scientists and engineers.
(3) The scope of highly experienced scientists and engineers and the scope of collecting information under paragraph (2) shall be prescribed by Presidential Decree.

 Article 20 (Provision of research subsidies to core scientists and engineers)
(1) In order to encourage research activities of those who have made outstanding accomplishments in the development of national science and technology, such as persons who have won the Nobel Prize in the fields of science (hereinafter referred to as "core scientist and engineer"), the Government may give research grants or supplementary living subsidies to support the stabilization of livelihood to the core scientists and engineers each year, as prescribed by Presidential Decree.
(2) Matters necessary for the selection of core scientists and engineers, and payment of research grants or supplementary living subsidies shall be prescribed by Presidential Decree.

 Article 21 (Support to supply and demand programs of scientists and engineers)
(1) In order to respond to the advancement of the development of science and technology and for the smooth supply and demand of scientists and engineers, the Government may select and support universities implementing or intending to implement the following:
1. Programs to induce talented students and to coordinate the quota of science and engineering universities and graduate schools;
2. Programs to strengthen research and education between educational systems;
3. Programs for connection and cooperation between industrial, academic and research circles.
(2) Matters necessary for the details, procedures, methods, etc. of support under paragraph (1) shall be prescribed by Presidential Decree.

 Article 21-2 (Invitation of excellent overseas scientists and engineers)
(1) The Government may promote the following policies to invite and utilize Korean nationals residing overseas, foreigners, and foreigners residing in the Republic of Korea who have outstanding achievements in the fields of science and technology or who are in the fields of science and technology the State needs (hereinafter referred to as “excellent overseas scientists and engineers”).
1. Provision of research grants;
2. Provision of convenience in entry and departure, such as issuance of visas;
3. Collection and provision of information on recruitment, job search, and employment;
4. Support for adaptation to and settlement in domestic research and living environments;
5. Support for personnel exchange and employment;
6. Promotion of research support projects, etc.;
7. Other matters prescribed by Presidential Decree to promote the invitation and utilization of excellent overseas scientists and engineers.
(2) The Minister of Science and ICT may request improvement or provide opinions to the heads of relevant central administrative agencies in order to provide living conditions and conveniences so that excellent overseas science and engineering personnel can settle down stably in Korea.
(3) Notwithstanding Articles 8 and 10 of the Immigration Control Act, the Minister of Justice may, in consultation with the Minister of Science and ICT, determine differently the procedures for issuing visas to foreigners among the excellent overseas scientists and engineers and the upper limit of the period of stay per qualification that can be granted at one time.

 Article 22 (Establishment of research and development job placement centers)
(1) In order to assist scientists and engineers with employment or reemployment, the Government may establish and operate a research and development job placement center in a Special Metropolitan City, a Metropolitan City, a Do or a Special Self-Governing Province.
(2) Matters regarding the establishment and operation of research and development job placement centers under paragraph (1) shall be prescribed by Presidential Decree.

 Article 23 (Support to broadcasting programming concerning science and technology)
(1) Where broadcasting enterprisers under subparagraph 3 of Article 2 of the Broadcasting Act organize broadcasting programs in the fields of science and technology to raise people's attention and understanding of science and technology, and science and technology human resources, the Minister of Science and ICT or Korea Communications Commission may give necessary support. In such cases, Korea Communications Committee shall consult with the Minister of Science and ICT. <Amended on Mar. 23, 2013; Jul. 26, 2017>
(2) The Government may implement broadcasting projects as prescribed by the Broadcasting Act which organize programs about science and technology.
(3) Matters necessary for the support, procedures of consultation, etc. under paragraph (1) shall be prescribed by Presidential Decree.

 Article 23-2 (Support for production of science and technology-related contents)
The Minister of Science and ICT may conduct the following projects in order to encourage the production and distribution of science and technology-related content in accordance with the policy of promoting science and technology culture and fostering creative talents pursuant to Article 30 of the Framework Act on Science and Technology.
1. Support for startups, content creation and distribution
2. Support for overseas expansion;
3. Support for technology development and commercialization;
4. Other projects prescribed by Presidential Decree to foster science, technology and culture industries.

 Article 24 (Support to organizations concerning science and technology)
(1) The Minister of Science and ICT may support organizations promoting projects to discover and utilize talented science and technology human resources and to honor outstanding accomplishments made in the fields of science and technology. <Amended on Mar. 23, 2013; Jul. 26, 2017>
(2) Matters necessary for the designation of organizations under paragraph (1), support thereto, etc. shall be prescribed by Presidential Decree.

 Article 24-2 (Work-Life Balance)
(1) The Minister of Science and ICT shall formulate necessary policy measures to foster a work-life balance research culture by utilizing the results of surveys on scientists and engineers.
(2) Where researchers request a reduction in working hours or adjustment of research participation rate for child-rearing purposes, the head of the research institute may allow it by reflecting the characteristics of each institute.
(3) If a researcher raising a child under the age of 8 or under the second grade of elementary school requests a reduction in working hours for childcare in accordance with Article 19-2 of the Act on Equal Employment for Men and Women and Support for Work-Family Balance, the head of the research institute shall grant permission within three years.
(4) The Minister of Science and ICT may prepare and implement guidelines on matters prescribed in paragraph (3) after consulting with the Minister of Employment and Labor or the heads of the relevant central administrative agencies.
(5) Matters necessary for the implementation, etc. of matters prescribed in paragraphs (1) and (4) shall be prescribed by Presidential Decree.

 Article 25 (Delegation of authority)
The Government may entrust part of its authority under this Act to the agencies or organizations performing duties concerning the nurturing and support of scientists and engineers, as prescribed by Presidential Decree.
