CHAPTER I GENERAL PROVISIONS
The purpose of this Act is to address the problems with the aging society, create momentum for the country’s development, and contribute to global cultural advancement by encouraging filial piety, which is a beautiful traditional cultural heritage, at the national level.
The terms used in this Act are defined as follows:
| 1. | The term "filial piety" means that a child dutifully supports his or her parents and performs the accompanying services; |
| 2. | The term "act of filial piety" means practicing filial piety; |
| 4. | The term "respect for senior citizens" means respecting the elderly; |
| 5. | The term "culture of filial piety" means the social value of filial piety and respect for senior citizens formed through education, literature, art, music, play, movie, Korean traditional music, etc. related to such value. |
| Article 3 (Relationship to other statutes) |
Except as expressly provided in any other statutes, the promotion of, and support for, acts of filial piety shall be governed by this Act.
CHAPTER II PROMOTION OF FILIAL PIETY
| Article 4 (Formulation of master plans for promoting acts of filial piety) |
| (1) | The Minister of Health and Welfare shall formulate a master plan for promoting acts of filial piety (hereinafter referred to as the "master plan") every 5 years in consultation with the heads of relevant central administrative agencies. |
| (2) | The master plan shall include matters such as the creation of an environment for promoting acts of filial piety. |
| Article 5 (Encouragement of education on acts of filial piety) |
| (1) | The State and local governments shall endeavor to provide education on acts of filial piety in kindergartens, elementary schools, middle schools, and high schools. |
| (2) | The State and local governments shall endeavor to provide education on acts of filial piety in child care centers for infants and young children, social welfare facilities, lifelong educational institutions, military, correctional institutions, etc. <Amended on Jun. 7, 2011; Feb. 3, 2016> |
| Article 6 (Fact-finding survey of families supporting parents, etc.) |
| (1) | The State and local governments shall conduct a fact-finding survey every 3 years to identify the living conditions, support needs, etc. in families caring for their parents, etc. and announce the results thereof. |
| (2) | A fact-finding survey under paragraph (1) may be integrated with the fact-finding survey on senior citizens under the Welfare of Senior Citizens Act. |
| (3) | Matters necessary for conducting fact-finding surveys and announcing the results thereof under paragraph (1) shall be prescribed by Decree of the Ministry of Health and Welfare. |
| Article 7 (Establishment of the Korea Institute of Hyo Culture Promotion) |
| (1) | A Korea Institute of Hyo Culture Promotion may be established to support and encourage projects and activities related to the promotion of the culture of filial piety. |
| (2) | The Korea Institute of Hyo Culture Promotion shall be a corporation. |
| (3) | Except as provided in this Act, the provisions of the Civil Act governing an incorporated foundation shall apply mutatis mutandis to the Korea Institute of Hyo Culture Promotion. |
| (4) | Matters necessary for the requirements for the establishment, operation, etc. of the Korea Institute of Hyo Culture Promotion shall be prescribed by Decree of the Ministry of Health and Welfare. |
| Article 8 (Business affairs of the Korea Institute of Hyo Culture Promotion) |
The Korea Institute of Hyo Culture Promotion shall perform the following business affairs:
| 1. | Research and survey for the promotion of the culture of filial piety; |
| 2. | Establishment of an integrated information base and provision of information on the promotion of the culture of filial piety; |
| 3. | Educational activities to promote the culture of filial piety; |
| 4. | Development and evaluation of, and support for programs related to the culture of filial piety; |
| 5. | Fostering of professional personnel related to the promotion of the culture of filial piety; |
| 6. | Support for organizations related to the promotion of the culture of filial piety; |
| 7. | Other affairs related to the promotion of the culture of filial piety prescribed by Decree of the Ministry of Health and Welfare. |
| Article 9 (Month of filial piety) |
October shall be designated as the Month of Filial Piety to promote social awareness of filial piety and cultivate filial values in children.
CHAPTER III SUPPORT FOR ACTS OF FILIAL PIETY
| Article 10 (Official commendation for persons with outstanding acts of filial piety) |
The Minister of Health and Welfare may select and officially commend persons with outstanding acts of filial piety to encourage such behavior toward parents, etc.
| Article 11 (Provision of support for caring for parents, etc.) |
The State or local governments may provide subsidies to persons caring for their parents, etc. to help cover part of the expenses and others.
| Article 12 (Supply of residential facilities for parents, etc.) |
| (1) | The State or local governments shall encourage the supply of residential facilities equipped with features and functions suitable for parents, etc. residing in the same housing or residential complex as their children. |
| (2) | The State or local governments may provide support to suppliers of residential facilities under paragraph (1). |
| Article 13 (Support for non-governmental organizations) |
The State and local governments may provide subsidies to corporations, organizations, or individuals performing projects promoting acts of filial piety to cover all or part of the necessary expenses or render them any assistance necessary for the performance of their duties.
CHAPTER IV SUPPLEMENTARY PROVISIONS
| Article 14 (Prohibition of use of similar names) |
No person, other than the Korea Institute of Hyo Culture Promotion under this Act, shall use the name or any similar name.
| Article 15 (Administrative fines) |
| (1) | A person who violates the prohibition of use of a similar name under Article 14 shall be subject to an administrative fine not exceeding 3 million won. |
| (2) | Administrative fines under paragraph (1) shall be imposed and collected by the Minister of Health and Welfare, a Special Self-Governing City Mayor, a Special Self-Governing Province Governor, or the head of a Si/Gun/Gu (referring to the head of an autonomous Gu), as prescribed by Presidential Decree. <Amended on Dec. 12, 2017> |

This Act shall enter into force 1 year after the date of its promulgation.
