CHAPTER I GENERAL PROVISIONS
The purpose of this Decree is to prescribe the organization, the scope of duties of the Ministry of Gender Equality, and Family, and other necessary matters.
CHAPTER II MINISTRY OF GENDER EQUALITY AND FAMILY
The Ministry of Gender Equality and Family shall be responsible for affairs relating to planning and integrating women's policies, promoting women's rights and interests and improving their status, formulating, coordinating, and supporting family and multicultural family policies, and child-related affairs, and affairs relating to fostering, protecting, and promoting the welfare, of youth to support healthy family projects.
| Article 3 (Subordinate organization) |
| (1) | The General Affairs Division, the Women's Policy Bureau, the Youth and Family Policy Office, and the Women's and Youth Rights Promotion Bureau shall be established in the Ministry of Gender Equality and Family. |
| (2) | The Minister shall have 1 spokesperson and 2 policy advisors under his or her jurisdiction, and the Deputy Minister of the Planning and Coordination Office and the Director of the Inspection and Human Resources Division under the supervision of the Vice Minister. <Amended on Mar. 23, 2013; Mar. 30, 2021; May 20, 2025> |
| (1) | The spokesperson shall be a member in general service of the Senior Executive Service. |

| Article 5 (Policy advisors) |
| (1) | One policy advisor shall be a public official in extraordinary civil service who is a member of the Senior Executive Service, and the other shall also be a public official in extraordinary civil service equivalent to Grade III or IV; provided, in cases where there exist special reasons, these positions may be filled by members in general service of the Senior Executive Service or public officials in general service of Grade IV or higher. <Amended on Dec. 11, 2013; Mar. 30, 2021> |

| 4. | Planning and operating the Minister's social media messages. |

| Article 5-2 (Head of the Planning and Coordination Office) |
| (1) | The Deputy Minister of the Planning and Coordination Office shall have 1 support agency (hereinafter referred to as "Director General, etc.") to assist the Deputy Minister of an office or Director General of a bureau among the assisting agencies under Article 12 of the Common Rules of the Organization and the Prescribed Number of Personnel of Administrative Agencies. <Added on Dec. 30, 2015; Mar. 30, 2021> |

| Article 5-3 (Director of the Inspection and Human Resources Division) |
| (1) | The Director of the Inspection and Human Resources Division shall be appointed from among public officials of Grade III or IV. |

| 26. | Supporting, developing, and disseminating family counseling, education, and cultural projects; |
| 27. | Promoting creation of a family-friendly social environment; |
| 28. | Establishing, operating, and supporting healthy family support centers; |
| 29. | Disseminating sound family rites and organizing family-related events; |
| 30. | Developing and supporting policies for social sharing of upbringing of and support for families; |
| 31. | Supporting single parents and facilities related to single-parent families; |
| 31-2. | Formulating plans for child support payment and system improvement; |
| 31-3. | Enforcing and supporting child support payments; |
| 32. | Supporting vulnerable families; |
| 33. | Managing the registration of and reporting on, the marriage brokerage business and relevant statutes or regulations; |
| 34. | Formulating, overseeing and supporting measures to support the social integration of multicultural families; |

| Article 10 (Women's and Youth Rights Promotion Bureau) |
| (1) | The Women's and Youth Rights Promotion Bureau shall have 1 Director-General. |

| Article 11 (Delegation provisions) |
| (1) | The names of Director Generals, etc. assigned to the Ministry of Gender Equality and Family pursuant to Article 12 of the Common Rules of the Organization and the Prescribed Number of Personnel of Administrative Agencies, and their respective duties shall be prescribed by Decree of the Ministry of Gender Equality and Family. <Added on Mar. 30, 2021> |
| (2) | Support agencies or auxiliary agencies established in the Ministry of Gender Equality and Family pursuant to Articles 12 (3) and 14 (4) of the Common Rules of the Organization and the Prescribed Number of Personnel of Administrative Agencies shall be prescribed by Decree of the Ministry of Gender Equality and Family in a number not exceeding the prescribed number of personnel assigned to the Ministry of Gender Equality and Family. <Amended on Mar. 30, 2021> |
| Article 12 (Prescribed number of public officials assigned to the Ministry of Gender Equality and Family) |
| (1) | The prescribed number of public officials assigned to the Ministry of Gender Equality and Family (excluding the temporary number under Article 25 (1) of the Common Rules of the Organization and the Prescribed Number of Personnel of Administrative Agencies; hereafter in this Article the same shall apply) shall be as specified in Appendix 1; provided, if necessary, the prescribed number of personnel may be separately prescribed by Decree of the Ministry of Gender Equality and Family not exceeding 10 percent of the total prescribed number referred to in Appendix 1. <Amended on Feb. 26, 2015; May. 10, 2016; Mar. 30, 2018; Mar. 30, 2021; Dec. 13, 2022; Aug. 30, 2023> |

| Article 13 (Special cases concerning open positions) |
One open position at a Deputy Minister or Director General level determined by the Minister of Gender Equality and Family through directives, established rules, and other methods, may be filled by a public official in a fixed-term position.

CHAPTER III ORGANIZATION SUBJECT TO EVALUATION AND PRESCRIBED NUMBER
| Article 14 (Organizations subject to evaluation) |
| (1) | The organizations subject to evaluation assigned to the Ministry of Gender Equality and Family pursuant to Article 31 (1) of the Common Rules of the Organization and the Prescribed Number of Personnel of Administrative Agencies shall be as specified in Appendix 2. |
| (2) | Specific matters relating to the organizations subject to evaluation under paragraph (1) shall be prescribed by Decree of the Ministry of Gender Equality and Family. |

102 Public officials of the Ministry of Health, Welfare and Family Affairs at the time of the enforcement of this Decree following the transfer of family and youth affairs (3 members of the Senior Executive Service, 1 3 officials equivalent to Grade VII extraordinary civil service, 98 of Grade III, IV, or lower and those in technical service) shall be deemed public officials of the Ministry of Gender Equality and Family and shall be transferred to the Ministry of Gender Equality and Family accordingly.

Article 2 (Transitional measures concerning quota of personnel)
If the Ministry of Gender Equality and Family has surplus employees (those of Grade III, IV, or below and in technical service) corresponding to 2 persons to be reduced following the enforcement of this Decree, the Ministry shall be deemed to have a separate quota of personnel corresponding to the surplus until the current number of personnel matches the prescribed number of personnel referred to in this Decree; provided, if the surplus employees are public officials in extraordinary civil service, a separate quota of personnel shall be deemed to exist for 6 months from the date this Decree enters into force, and in the case of public officials in contractual service, the separate quota shall be deemed to remain in effect until the contract period expires.

This Decree shall enter into force on the date of its promulgation; provided, among Presidential Decrees amended pursuant to Article 8 of the Addenda, the amended parts of the Presidential Decrees promulgated before this Decree enters into force, but the enforcement dates of which have not arrived, shall enter into force on the dates the relevant Presidential Decrees enter into force, respectively.

Article 2 (Transitional measures concerning quota of personnel)
If the Ministry of Gender Equality and Family has surplus employees (1 in Grade VI, 1 in Grade VII, 1 in Grade IX) corresponding to 3 persons to be reduced following the enforcement of this Decree, the Ministry shall be deemed to have a separate quota of personnel until the current number of employees matches the prescribed number of personnel under this Decree.
