ENFORCEMENT DECREE OF THE ROAD TRAFFIC ACT
CHAPTER VI DRIVER'S LICENSES

 Article 45 (Standards of Aptitude Required for Driving Motor Vehicles, etc.)
(1) Standards of aptitude required for driving motor vehicle, etc. under Articles 71 (1) 1, 74 (1) and 74-2 (1) of the Act shall be as follows: Provided, That in the case of the aptitude test as prescribed in Article 74 (1) or 74-2 (1) of the Act, the standards as referred to in subparagraph 2 shall not be applicable: <Amended by Presidential Decree No. 11883, Apr. 8, 1986; Presidential Decree No. 14374, Sep. 5, 1994; Presidential Decree No. 13534, Feb. 28, 1995; Presidential Decree No. 14694, Jul. 1, 1995; Presidential Decree No. 16271, Apr. 30, 1999; Presidential Decree No. 17260, Jun. 29, 2001; Presidential Decree No. 17650, Jun. 29, 2002>
1. Eyesight (including corrected eyesight):
(a) First class driver's license: The eyesight measured in a state of concurrent opening of both eyes shall be not less than 0.8, and the eyesight of each eye, not less than 0.5; and
(b) Second class driver's license: The eyesight measured in a state of concurrent opening of both eyes shall be not less than 0.7: Provided, That for a person whose one eye is unable to see, the eyesight of the other eye shall be not less than 0.7, and a visual field shall be not less than 150 degrees;
2. Must be able to distinguish red, green and yellow colors;
3. Hearing ability (limited to the first-class driver's license): One shall have the hearing ability to hear any sound of 55 decibel: Provided, That a person using a hearing aid shall hear the sound of 40 decibel, and his ability to distinguish the language shall be not less than 80%;
4. Must have no physical or mental handicap which is deemed to make it impossible for a person to drive a car normally and especially handle the steering wheel: Provided, That the same shall not apply to the case where a person is deemed to be able to drive a car normally, using auxiliary means or a car tailored to fit the physically handicapped person; and

(2) The aptitude verdict under the standards as prescribed in paragraph (1) 1 through 4 shall be made on the basis of a certificate of physical examination issued by a medical institution which has reported to the head of the driver's license test institution as prescribed by the Ministerial Decree of Government Administration and Home Affairs: Provided, That in a case falling under the proviso of paragraph (1) 4, if a person for whom it is difficult to give a verdict even with the certificate of physical examination falls under the cases determined by the Ministerial Decree of Government Administration and Home Affairs such as having the fact of receiving a skill education for 20 hours or more at a school, etc., he shall be deemed to have satisfied the aptitude requirements. <Amended by Presidential Decree No. 13435, Jul. 30, 1991; Presidential Decree No. 14374, Sep. 5, 1994; Presidential Decree No. 16037, Dec. 31, 1998; Presidential Decree No. 16271, Apr. 30, 1999; Presidential Decree No. 16631, Dec. 28, 1999; Presidential Decree No. 18744, Mar. 24, 2005>
(3) The head of the driver's license test institution may direct necessary matters pertaining to procedure, method and standard for an aptitude test to a medical institution carrying out an aptitude test pursuant to the text of paragraph (2). <Amended by Presidential Decree No. 13435, Jul. 30, 1991; Presidential Decree No. 16631, Dec. 28, 1999>
