ENFORCEMENT DECREE OF THE ROAD TRAFFIC ACT
CHAPTER Ⅶ DRIVER’S LICENSE

 Article 45 (Standards of Aptitude Required for Driving Motor Vehicles, etc.)
(1) The standards of aptitude required for driving motor vehicles, etc. under Articles 83 (1) 1, 87 (1) and 88 (1) of the Act shall be as follows: Provided, That the standard set forth in subparagraph 2 shall not apply to the aptitude test under Articles 87 (1) and 88 (1) of the Act:
1. Eyesight (including corrected eyesight) shall meet the following standards:
(a) For Class Ⅰ driver’s licenses:
The eyesight measured with both eyes open simultaneously shall be 0.8 or higher, while the eyesight of each eye shall be 0.5 or higher; and
(b) For Class Ⅱ driver’s licenses:
The eyesight measured with both eyes open shall be 0.7 or higher: Provided, That the eyesight of one eye of a person who has disability in the other eye shall be 0.7 or higher with a field of vision of 150 degrees or wider;
2. The eyes shall be able to discern the colors of red, green and yellow;
3. Hearing ability (limited to Class Ⅰ driver’s license):
One shall be capable of hearing sounds of 55 decibels: Provided, That a person with a hearing aid shall be capable of hearing a sound of 40 decibels; and
4. One shall not have any other physical or mental disability deemed to impede driving under normal conditions, such as trouble in operating the steering wheel or any other apparatus freely as intended: Provided, That the same shall not apply where it is concluded that one is able to drive under normal conditions by using aids or a motor vehicle manufactured to suit his/her physical handicap and approved as such.
(2) The judgment on aptitude under the standards as prescribed in subparagraphs of paragraph (1) shall be made on the basis of a physical examination report issued by a medical institution which has reported to the head of the agency in charge of the driver’s license tests (including a notice of the results of medical examination given pursuant to Article 47 of the National Health Insurance Act, where a regular aptitude test under Article 53 is involved; hereafter the same shall apply in this Article), under conditions prescribed by Ministerial Decree of Public Administration and Security: Provided, That in cases of the proviso to paragraph (1) 4, a person shall be deemed to have met the standards of aptitude, if it is difficult to judge a physical examination report, but he/she has finished a skill training course for 20 hours or longer in a driving school, or he/she falls otherwise under one of the cases prescribed by Ministerial Decree of Public Administration and Security. <Amended by Presidential Decree No. 20692, Feb. 29, 2008>
(3) The head of the agency in charge of the driver’s license tests may issue instructions for necessary matters pertaining to procedures, methods and standards for the aptitude test to a medical institution carrying out the aptitude test in accordance with the main sentence of paragraph (2).
(4) The standards for the driver’s license for those who fall under the proviso to paragraph (1) 4 shall be prescribed by Ministerial Decree of Public Administration and Security. <Amended by Presidential Decree No. 20692, Feb. 29, 2008>
