CHAPTER I GENERAL PROVISIONS
 Article 1 (Purpose)
The purpose of this Decree is to provide for the establishment of an organization responsible for providing postal services and the scope of duties thereof established under the jurisdiction of the Minister of Science and ICT pursuant to the Act on Special Cases concerning the Management of Postal Services, and matters necessary for enforcing said Act. <Amended by Presidential Decree No. 28210, Jul. 26, 2017>
CHAPTER II KOREA POST
 Article 2 (Duties)
Korea Post shall be established to provide postal services as prescribed in Article 2 of the Act on Special Cases concerning the Management of Postal Services, and Korea Post shall exercise overall control over affairs concerning postal services, such as the receipt, transportation, and delivery of postal items, and postal financial services, such as postal savings and postal insurance business.
 Article 3 (President)
(1) Korea Post shall have one president (hereinafter referred to as the "President").
(2) A public official in a fixed-term position of the Senior Executive Service, shall be appointed President. <Amended by Presidential Decree No. 24943, Dec. 11, 2013>
(3) The President shall exercise overall supervision over his/her business affairs, direct, and supervise public officials under his/her jurisdiction, under the direction of the Minister of Science and ICT. <Amended by Presidential Decree No. 28210, Jul. 26, 2017>
 Article 4 (Substructure)
(1) Korea Post shall have the General Affairs Division, Bureau of Posts, Postal Savings Bureau, and Postal Insurance Bureau. <Amended by Presidential Decree No. 24806, Oct. 22, 2013>
(2) The President shall have one director-general of the Management and Planning Bureau, one director of the Digital Innovation Division, one director of Audit and Inspector Division, and one director of the Compliance Division. <Amended on Feb. 17, 2016; May 10, 2016; Feb. 20, 2018; Dec. 20, 2022>
 Article 5 (Director-General of Management and Planning Bureau)
(1) A member in general service of the Senior Executive Service, shall be appointed Director-General of the Management and Planning Bureau.

1. Supporting to formulate various policies and plans;

4. Matters concerning welfare benefits;
5. Comprehensive management of various instructions and comprehensive analysis of statistics;
6. Providing guidance for and public institutions in the field of postal service and managing such institutions;
7. Managing irregular employees and the budget, and implementing and amending relevant guidelines, etc.;
7-2. Supporting government innovation by utilizing the post office network;
8. Compiling and allocating the budget, and coordinating the execution thereof;
9. Integrating and adjusting business affairs related to the National Assembly;
10. Balancing management and cost control in postal services;
11. Operating the accounting system and consolidated settlement of accounts;
12. Integrating and adjusting a commodity management plan for postal services;
13. Matters concerning energy conservation in postal services;
14. Managing national property and commodities;
15. Matters concerning examination and evaluation, examination and analysis, and national agenda related to postal services;
16. Matters concerning management assessment of, and affairs concerning, innovation of postal services;
17. Matters concerning management of customer satisfaction in postal services;
18. Operating a proposal system and improving affairs;

 Article 6 (Director of Digital Innovation Division)
(1) A public official in Grade III or IV shall be appointed Director of the Digital Innovation Division.
(2) The Director of the Digital Innovation Division shall assist the President with the following:
1. Formulating and coordinating policies for digital innovation of postal services;
2. Establishing and implementing information security and personal information protection plans;
3. Formulating policies and plans for digital innovation research and development;
4. Formulating plans for informatization of and information system development regarding digital postal services;
5. Formulating plans for informatization of and information system development regarding postal savings;
6. Overall control of the development and operation of electronic financial services;

 Article 7 (Director of Audit and Inspector Division)
(1) A public official in Grade III or IV shall be appointed Director of the Audit and Inspector Division.

1. Audits and inspections of Korea Post, and its affiliated agencies, and affiliated public institutions;
2. Handling the results of other agencies' audits and inspections of Korea Post, its affiliated agencies, and affiliated public institutions;
3. Investigating and handling petitions and irregularities;
4. Performing maintenance of statistics concerning audits and inspections, and analysis of the causes of irregularities;
5. Matters concerning audits and inspections;

6. Handling of matters instructed by the President, relating to audits and inspections.
 Article 7-2 (Director of Compliance Division)
(1) A public official in Grade IV shall be appointed Director of the Compliance Division.
(2) The Director of the Compliance Division shall assist the President with the following: <Amended on Mar. 31, 20220>
1. Compliance monitoring for universal postal services;
2. Enacting and amending internal control guidance for universal postal services;
3. Enacting and amending internal control guidelines for the operation of funds of postal financial services, and monitoring compliance thereof;
3-2. Establishing and amending guidelines for internal control of business affairs related to investment trading business and investment brokerage business under subparagraph 1 (i) of Article 2 of the Act on Special Cases concerning the Management of Postal Service, and examining whether such guidelines are complied with;
4. Overall management of statutes and regulations, administrative appeals, and lawsuits (excluding lawsuits related to postal services and postal financial services) related to universal postal services;
5. Matters concerning prevention of financial incidents at post offices, continuous auditing, and anti-money laundering compliance;
6. Prior review of important documents including directives, established rules, and business guidelines.

 Article 8 (General Affairs Division)
(1) A public official in Grade III or IV shall be appointed Director of the General Affairs Division.

1. Personnel management system of Korea Post and its subordinate agencies;
1-2. Appointment, service, and personnel management of public officials of Korea Post and its subordinate agencies;
1-3. Capability enhancement programs including education and training for public officials of Korea Post;
2. Matters concerning salaries and pensions of public officials of Korea Post;
3. Managing the official seal and the official seal register;
4. Managing records;
5. Formulating and implementing plans to prevent sexual harrassment at Korea Post;
6. Formulating, integrating, and coordinating various plans in the field of postal services to prepare for national emergencies;
7. Formulating and implementing plans to protect the office building of Korea Post and postal service facilities;
8. Formulating and implementing a security plan for Korea Post and its affiliated agencies;

10. Purchasing and procurement of supplies required by Korea Post;
11. Matters concerning income and expenditure of Korea Post;
12. Operating and managing workplace reserve forces and civil defense corps;

 Article 9 (Bureau of Posts)
(1) The Bureau of Posts shall have one director-general.
(2) A public official in general service belonging to the Senior Civil Service Corps, shall be appointed Director-General.

1. Formulating fundamental policies concerning postal service;
2. Compiling and allocating a budget to fund postal service;
3. Conducting surveys of demand for postal service and formulating a long-term and mid-term plan for postal services;

5. Integrating and coordinating plans for supply and demand for postal supplies;
6. Establishing standards and procedures for handling domestic postal affairs;

8. Developing and commercializing postal service products;
9. Conducting postal market researches;
10. Issuing postage stamps;
11. Research on and preparation of postage stamp designs;

 Article 10 (Postal Savings Bureau)
(1) The Postal Savings Bureau shall have one director-general.
(2) A public official in general service belonging to the Senior Civil Service Corps, shall be appointed Director-General.

1. Formulating fundamental policies, system improvements, and advertising postal financial services;
2. Formulating fundamental policies on postal savings services;
3. Compiling and allocating a budget to fund postal savings services;
4. Improving and managing balance in postal savings services;
5. Operating a postal transfer account overdraft system and credit management;
6. Formulating and implementing basic plans for strengthening the soundness of postal savings;
7. Formulating and implementing plans for the supply of and demand for supplies for postal financial services, and standards management;
8. Developing and commercializing postal savings products and services;
9. Formulating and implementing plans concerning postal savings services;
10. Determining handling fees and interest rates on postal savings, postal money orders, and postal transfers;
11. Establishing and adjusting standards and procedures for handling affairs dealing with postal savings, postal money orders, postal transfers, national funds, various taxes and public utility charges, cashier's checks underwritten by a post office, and bill clearing;
12. Fulfilling a treaty, agreement, etc., concerning overseas money transfers, such as international money orders, and establishing and adjusting standards and procedures for handling overseas money transfers;

 Article 11 (Postal Insurance Bureau)
(1) The Postal Insurance Bureau shall have one director-general.
(2) A public official in general service belonging to the Senior Civil Service Corps, shall be appointed Director-General.

1. Establishing fundamental policies concerning postal insurance services;
2. Developing and commercializing postal insurance products and services;
3. Formulating and implementing a postal insurance service plan;
4. Matters concerning improving the postal insurance system and standards for handling affairs;
5. Conducting surveys of the demand for postal insurance and market research related thereto;
6. Operating and managing welfare facilities through postal insurance business;
7. Formulating and implementing a plan for managing reserve funds of postal insurance;
8. Matters concerning entrusting and managing insurance business;
9. Compiling and executing a budget to fund the special account for insurance business;
10. Managing residual insurance assets as national assets;
11. Formulating an insurance business strategy;

13. Litigation, mediation of disputes, and the handling of consumer complaints relating to postal insurance;
14. Formulating and implementing basic plans for social contribution programs of post offices;
15. Formulating and implementing basic plans for strengthening the soundness of postal insurance;
16. Public announcement of management and allotment of postal insurance;
17. Formulating and implementing plans for the distribution of residual insurance assets;
18. Matters concerning the management, receipt, and disbursement of postal insurance reserves;
19. Risk management of postal insurance;
20. Matters concerning the purchase, and examination of payment, of postal insurance.
 Article 12 (Regulations on Delegation)
Support agencies or auxiliary agencies established in Korea Post pursuant to Articles 12 (3) and 14 (4) of Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies, shall be prescribed by Ordinance of the Ministry of Science and ICT, not exceeding the prescribed number of public officials assigned to Korea Post and agencies under its control. <Amended by Presidential Decree No. 28210, Jul. 26, 2017>
 Article 13 (Subordinate Agencies)
(1) In order to provide support for the business affairs of the President, the Korea Post Officials Training Institute, the Korea Post Information Center, and the Korea Post Procurement and Construction Center shall be established under his or her jurisdiction. <Amended on May 10, 2016; Dec. 20, 2022>
(2) In order to allocate duties of the President, regional offices of Korea Post shall be established under his/her jurisdiction.
CHAPTER III KOREA POST OFFICIALS TRAINING INSTITUTE
 Article 14 (Duties)
The Korea Post Officials Training Institute shall be in charge of the following affairs: <Amended on Jan. 5, 2021; Dec. 20, 2022>
1. Formulating a plan concerning education and training;
2. Conducting surveys of demand for education and training and research on education and training systems;
3. Establishing curricula, subjects and teaching syllabuses;
4. Evaluating the progress of education and training of trainees, and analyzing accomplishments in education and training;
5. Collecting education and training materials, preparing a teaching plan, and compiling and publishing teaching materials;
6. Registering trainees, issuing various certificates, and managing school register;
7. Preparing education, providing guidance for discipline and health of trainees;
8. Managing and producing educational facilities and equipment, auxiliary educational materials and audio-visual materials;
9. Conducting sexual harrassment prevention education and operating a women's rights counselling center by Korea Post.
 Article 15 (Director-General of Korea Post Officials Training Institute)
(1) The Korea Post Officials Training Institute shall have one president. <Amended on Dec. 20, 2022>
(2) A public official in general service belonging to the Senior Civil Service Corps, shall be appointed the Director-General.
(3) The Director-General shall exercise overall supervision over his/her business affairs under the direction of the President, and direct and supervise public officials under his/her jurisdiction.
 Article 16 (Substructure)
Support agencies or auxiliary agencies established in the Korea Post Officials Training Institute pursuant to Articles 12 (3) and 14 (4) of Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies shall be prescribed by Ordinance of the Ministry of Science and ICT, not exceeding the prescribed number of public officials assigned to Korea Post and its affiliated agencies. <Amended on Jul. 26, 2017; Dec. 20, 2022>
CHAPTER IV KOREA POST INFORMATION CENTER
 Article 17 (Duties)
The Korea Post Information Center shall take charge of the following affairs: <Amended on Jun. 5, 2018; Mar. 31, 2020; Jan. 5, 2021>
1. Managing ledgers for postal savings, postal insurance, postal money orders, postal transfers, etc., and accounting and settlement of receipts and disbursements;
2. Developing and operating computer programs related to postal services, such as mail and postal financial services;
3. Managing and making settlement of accounts of funds and excesses in possession limits with the Bank of Korea;
4. Procuring, installing, maintaining, and managing computer equipment and incidental facilities;
5. Operating and managing the information protection system.
 Article 18 (Director-General of Korea Post Information Center)
(1) The Korea Post Information Center shall have one director-general.
(2) A public official in general service belonging to the Senior Civil Service Corps, shall be appointed Director-General of the Korea Post Information Center.
(3) The Director-General shall exercise overall supervision over his/her business affairs under the direction of the President, and direct and supervise public officials under his/her jurisdiction.
 Article 19 (Substructure)
Support agencies or auxiliary agencies established in the Korea Post Information Center pursuant to Articles 12 (3) and 14 (4) of Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies shall be prescribed by Ordinance of the Ministry of Science and ICT, not exceeding the prescribed number of public officials assigned to Korea Post and agencies under its control. <Amended by Presidential Decree No. 28210, Jul. 26, 2017>
CHAPTER V KOREA POST PROCUREMENT AND CONSTRUCTION CENTER
 Article 20 (Duties)
The Korea Post Procurement and Construction Center shall take charge of the following affairs: <Amended by Presidential Decree No. 27132, May 10, 2016>
1. Procurement, storage, and supply of commodities for postal services;
2. Construction, maintenance, and repair of buildings for postal services;
3. Construction, maintenance, and repair of mechanized facilities for postal operations.
 Article 21 (Director General)
(1) The Korea Post Procurement and Construction Center shall have one Director General. <Amended by Presidential Decree No. 27132, May 10, 2016>
(2) A public official in Grade III or IV shall be appointed Director General of the Korea Post Procurement and Construction Center. <Amended by Presidential Decree No. 27132, May 10, 2016>

 Article 22 (Substructure)
Support agencies or auxiliary agencies established in the Korea Post Procurement and Construction Center pursuant to Articles 12 (3) and 14 (4) of Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies, shall be prescribed by Ordinance of the Ministry of Science and ICT, not exceeding the prescribed number of public officials assigned to Korea Post and agencies under its jurisdiction. <Amended by Presidential Decree No. 27132, May 10, 2016; Presidential Decree No. 28210, Jul. 26, 2017>
CHAPTER VI REGIONAL COMMUNICATIONS OFFICE
 Article 23 (Duties)
Each regional communications office shall take charge of the following affairs:
1. Receipt, transportation, and delivery of postal items;
2. Postal financial services, such as postal savings and postal insurance.
 Article 24 (Names)
The names and locations of regional Korea Post shall be as specified in attached Table 1, and the jurisdiction of each regional communications office shall be prescribed by Ordinance of the Ministry of Science and ICT. <Amended by Presidential Decree No. 28210, Jul. 26, 2017>
 Article 25 (Director of Regional Communications Office)
(1) Each regional Korea Post office shall have one president.
(2) Public officials in general service belonging to the Senior Civil Service Corps, shall be appointed the Presidents of Seoul Regional Communications Office, Gyeongin Regional Communications Office, Busan Regional Communications Office, Chungcheong Regional Communications Office, Jeonnam Regional Communications Office, Gyeongbuk Regional Communications Office, Jeonbuk Regional Communications Office, and Gwangwon Regional Communications Office; and a public official in Grade III or IV shall be appointed President of Jeju Regional Communications Office.
(3) The director of each regional communications office shall exercise overall supervision over his/her business affairs under the direction of the President, and direct and supervise public officials under his/her jurisdiction.
 Article 26 (Substructure)
Support agencies or auxiliary agencies established in each regional communications office pursuant to Articles 12 (3) and 14 (4) of Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies shall be prescribed by Ordinance of the Ministry of Science and ICT, not exceeding the prescribed number of public officials assigned to Korea Post and affiliated agencies. <Amended by Presidential Decree No. 28210, Jul. 26, 2017>
 Article 27 (Affiliated Agencies)
(1) Post offices, mail centers, and distribution centers headed by public officials in at least Grade V shall be established under the jurisdiction of the Director of each regional communications office, and each post office and mail center, shall have a postmaster, and each distribution center shall have a director.
(2) Post offices headed by public officials in Grade VI or VII shall be established under the jurisdiction of the postmaster in Grade V and above under paragraph (1): Provided, That in cases of post offices headed by public officials in Grade III or IV, post offices headed by public officials in Grade V may be established under the jurisdiction of the postmaster in Grade III or IV.
(3) A public official in Grade III through VII shall be appointed the postmaster of each post office; a public official in Grade IV or V shall be appointed the postmaster of each mail center; and a public official in Grade IV shall be appointed the director of each logistics center.
(4) The names, locations, and jurisdictions of affiliated agencies and positions of the postmaster of each agency, shall be determined by the President of Korea Post.
 Article 28 (Substructure of Affiliated Agencies)
(1) A support agency or auxiliary agency may be established to allocate duties among agencies under Article 27.
(2) Matters necessary for the establishment of support agencies or auxiliary agencies and the allocation of duties among them, shall be determined by the President.
CHAPTER VII PRESCRIBED NUMBER OF PUBLIC OFFICIALS
 Article 29 (Prescribed Number of Public Officials Assigned to Korea Post and Affiliated Agencies)
(1) The prescribed number of public officials assigned to Korea Post and affiliated agencies shall be as specified in attached Table 2: Provided, That where necessary, the prescribed number of public officials may be separately prescribed by Ordinance of the Ministry of Science and ICT to an extent not exceeding five percent of the total prescribed number of public officials under attached Table 2. <Amended on Jul. 26, 2017; Feb. 20, 2018; Dec. 29, 2020; Aug. 30, 2023>
(2) The prescribed number of public officials assigned to Korea Post and its affiliated agencies by rank, shall be prescribed by Ordinance of the Ministry of Science and ICT. In such cases, the prescribed number of public officials in Grade IV (including the prescribed number of public officials in Grade III or IV) shall be 169; the prescribed number of public officials in Grade III or IV shall be 15/100 of the prescribed number of public officials in Grade IV (including the prescribed number of public officials in Grade III or IV) respectively, and the prescribed number of public officials in Grade IV or V shall be 15/100 of the prescribed number of public officials in Grade V (including the prescribed number of public officials in Grade IV or V), respectively. <Amended by Presidential Decree No. 25295, Apr. 1, 2014; Presidential Decree No. 26202, Apr. 20, 2015; Presidential Decree No. 27696, Dec. 27, 2016; Presidential Decree No. 28210, Jul. 26, 2017>
 Article 30 (Special Cases concerning Open-Type Positions)
A public official in a fixed-term position may be appointed to either a director-level or director-general level, open position, determined by the Minister of Science and ICT through directives, established rules, and other methods. <Amended on Jan. 6, 2015; Jul. 26, 2017; Aug. 30, 2023>
