 Article 1 (Purpose)
The purpose of this Decree is to prescribe matters mandated by the Weather Act and matters necessary for enforcing that Act. <Amended on Jul. 7, 2009>
 Article 2 (Procedures for Formulating Master Plans and Implemetation Plans)
(1) The Administrator of the Korea Meteorological Administration shall prepare guidelines for the formulation of a national meteorological master plan (hereinafter referred to as "master plan") pursuant to Article 5 (1) of the Weather Act (hereinafter referred to as the "Act") and notify the heads of relevant central administrative agencies of these guidelines by March 31 of the year immediately preceding the year in which the master plan commences. <Amended on Feb. 6, 2024>
(2) Each of the heads of relevant central administrative agencies shall prepare a plan for fields under his or her jurisdiction according to the guidelines referred to in paragraph (1) and submit the plan to the Administrator of the Korea Meteorological Administration. <Amended on Jul. 7, 2009; Feb. 6, 2024>
(3) The Administrator of the Korea Meteorological Administration shall put together and adjust the plans for the fields under jurisdiction submitted pursuant to paragraph (2) and formulate a master plan. <Amended on Feb. 6, 2024>
(4) An implementation plan under Article 5 (4) of the Act (hereinafter referred to as "implementation plan") shall include the following matters: <Newly Inserted on Feb. 6, 2024>
1. Weather policy conditions and status;
2. Direction and strategy for the promotion of weather policy;
3. Tasks and plans for the promotion of weather policy;
4. Other matters deemed necessary by the Administrator of the Korea Meteorological Administration for the promotion of the master plan.
(5) Where the Administrator of the Korea Meteorological Administration formulates the master plan and the implementation plan, he or she shall publish them on the website of the Korea Meteorological Administration. <Newly Inserted on Feb. 6, 2024>

 Article 3 (Request for Submission of Data for Formulation of Plans)
Where the Administrator of the Korea Meteorological Administration requests the heads of relevant central administrative agencies to submit data pursuant to Article 6 (1) of the Act, he or she shall clarify the types and deadline of data to be submitted.

 Article 4 (Establishment and Management of Weather Observation Networks)
(1) The Administrator of the Korea Meteorological Administration shall establish and manage a weather observation network at places where observation of meteorological phenomena is required, taking into account the characteristics of each kind of weather observation networks under Article 7 (1) of the Act (hereinafter referred to as "weather observation networks").
(2) Where the Administrator of the Korea Meteorological Administration deems it necessary for the establishment and management of weather observation networks, he or she may request the cooperation of relevant central administrative agencies, local governments, or weather-related institutions and organizations, including the submission of necessary data.
(3) The Administrator of the Korea Meteorological Administration may perform the following business affairs to establish and manage the weather observation networks:
1. Operation, analysis, and development of weather observation networks;
2. Establishment and operation of observation facilities, telecommunications facilities, and weather information systems;
3. Collection, production, analysis, and distribution of observation information;
4. Quality control and improvement of observation information;
5. Research and development on weather observation networks and observation information;
6. Collaboration with relevant agencies or organizations;
7. Development of weather professionals;
8. Other business affairs necessary for the establishment and management of weather observation networks.

 Article 4-2 (Establishment and Operation of Surface Weather Observation Networks)
(1) The Administrator of the Korea Meteorological Administration may collect, produce, analyze, and distribute observation information, such as temperature, air pressure, and humidity near and on the ground, utilizing the surface weather observation networks under Article 7-2 (1) of the Act (hereinafter referred to as the "surface weather observation networks").
(2) Detailed matters necessary for establishing and operating surface weather observation networks and for collecting and utilizing information shall be determined by the Administrator of the Korea Meteorological Administration.

 Article 4-3 (Establishment and Operation of Aerological Observation Networks)
(1) The Administrator of the Korea Meteorological Administration may collect, produce, analyze, and distribute observation information, such as temperature, air pressure, humidity, wind direction, and wind speed by altitude, utilizing aerological weather observation networks under Article 7-3 (1) of the Act (hereinafter referred to as the "aerological weather observation networks").
(2) Detailed matters necessary for establishing and operating aerological weather observation networks and for collecting and utilizing information shall be determined by the Administrator of the Korea Meteorological Administration.

 Article 4-4 (Establishment and Operation of Marine Weather Observation Networks)
(1) The Administrator of the Korea Meteorological Administration shall establish and operate marine weather observation networks pursuant to Article 7 (4) 1 of the Act (hereinafter referred to as the "marine weather observation networks") in the target areas of marine severe weather alerts pursuant to Article 9 (7) where it is deemed necessary to observe marine weather to support the safe operation of ships and marine-related activities.
(2) The Administrator the Korea Meteorological Administration may collect, produce, analyze, and distribute observation information, such as water temperature and wave height, utilizing marine weather observation networks.
(3) Except as provided in paragraphs (1) and (2), matters necessary for establishing and operating marine weather observation networks shall be determined by the Administrator of the Korea Meteorological Administration.

 Article 4-5 (Establishment and Operation of Aeronautical Observation Networks)
(1) Where the Administrator of the Korea Meteorological Administration intends to establish and operate an aeronautical weather observation network under the main clause of Article 7-4 (2) of the Act (hereinafter referred to as an "aeronautical weather observation network"), he or she shall publicly notify the location thereof.
(2) Where the head of another central administrative agency intends to establish an aeronautical observation network pursuant to Article 7-4 (3) of the Act, he or she shall consult with the Administrator of the Korea Meteorological Administration before establishing an implementation plan for the development project of an airport or airfield pursuant to Article 7 of the Airport Facilities Act, with the following documents:
1. Project plan for the establishment of the aeronautical weather observation network;
2. Detailed statement and schematic diagram of the meteorological instruments that make up the aeronautical observation network;
(3) Except as provided in paragraphs (1) and (2), detailed matters necessary for the establishment and observation of aerological weather observation networks shall be determined by the Administrator of the Korea Meteorological Administration.

 Article 5 (Establishment and Operation of Meteorological Satellite Observation Networks)
(1) The Administrator of the Korea Meteorological Administration shall establish and operate meteorological satellite observation networks pursuant to Article 8 (1) of the Act (hereinafter referred to as the "meteorological satellite observation networks") in accordance with the following classifications:
1. Geostationary weather satellite observation network: Observation network to produce observational information over the Korean Peninsula and East Asia;
2. Observation network of low-orbit meteorological satellite: Observation network for producing observation information of the whole earth;
3. Miniature meteorological-satellite observation network: Observation network to supplement the observation networks under subparagraphs 1 and 2.
(2) The Administrator of the Korea Meteorological Administration may perform the business affairs of establishing and operating ground stations for establishing and operating weather satellite observation networks and for collecting and utilizing information.
(3) Except as provided in paragraphs (1) through (2), detailed matters necessary for establishing and operating meteorological satellite observation networks and collecting and utilizing information shall be determined by the Administrator of the Korea Meteorological Administration.

 Article 5-2 (Establishment and Operation of Meteorological Radar Observation Networks)
(1) Where the Administrator of the Korea Meteorological Administration establishes and operates a meteorological radar observation network under the main clause of Article 8-2 (1) of the Act (hereinafter referred to as an "meteorological radar observation network"), he or she shall publicly notify the location thereof.
(2) Where the Administrator of the Korea Meteorological Administration jointly uses a meteorological radar and a radar established and operated by another domestic agency, he or she may perform the following business affairs in consultation with the relevant agency in relation to the jointly used radar (hereinafter referred to as the “national radar”):
1. Standardization of national radar observation information and development of comprehensive analysis technology therefor;
2. Development of customized weather information service technology based on national radar.
(3) Except as provided in paragraphs (1) through (2), detailed matters necessary for establishing and operating meteorological radar observation networks and for collecting and utilizing information shall be determined by the Administrator of the Korea Meteorological Administration.

 Article 5-3 (Establishment and Operation of Climate Change Observation Networks)
(1) The Administrator of the Korea Meteorological Administration may collect, produce, analyze, and distribute observation information on stratospheric ozone, atmospheric concentrations of major greenhouse gases, etc. utilizing climate change observation networks pursuant to Article 8-3 (1) of the Act (hereinafter referred to as the "climate change observation networks").
(2) Detailed matters necessary for establishing and operating climate change observation networks and for collecting and using information shall be determined by the Administrator of the Korea Meteorological Administration.

 Article 6 (Aircraft Subject to Request for Provision of Observation Data)
"Aircraft prescribed by Presidential Decree" in Article 9 (1) 2 of the Act means aircraft used in the air transportation business under subparagraph 7 of Article 2 of the Aviation Business Act, which operates in instrument flight mode provided for in subparagraph 19 of Article 2 of the Aviation Safety Act. <Amended on Jul. 7, 2009; Sep. 9, 2009; Mar. 29, 2017>

 Article 8 (Forecasts of Meteorological Phenomena and Meteorological Impacts)
(1) Forecasts of meteorological phenomena pursuant to Article 13 (1) of the Act shall be made at regular intervals or from time to time for weather phenomena, such as temperature and precipitation. In such cases, the forecasts of meteorological phenomena shall be classified as follows:
1. Very short-term forecast: Within 6 hours of forecast period;
2. Short-term forecast: Within 5 days of forecast period;
3. Mid-term forecast: Within 10 days of forecast period;
4. Long-term forecast: At least 11 days of forecast period.
(2) If the actual situation of meteorological phenomena changes rapidly, the Administrator of the Korea Meteorological Administration may announce the actual situation and trend of the meteorological phenomena.
(3) Forecasts of meteorological impacts pursuant to Article 13 (2) of the Act (hereinafter referred to as "meteorological impacts") shall be made at regular intervals or from time to time, including the forecast and risk level of meteorological impacts. In such cases, the forecasts of meteorological impacts shall be classified as follows:
1. Heat wave impact forecast;
2. Cold weather forecast;
3. Other forecasts of meteorological impacts deemed necessary by the Administrator of the Korea Meteorological Administration for protecting the lives, bodies, and property of nationals.
(4) The target areas of forecasts of weather phenomena or meteorological impacts shall be the Korean Peninsula and its adjacent islands.
(5) Except as provided in paragraphs (1) through (4), the Administrator of the Korea Meteorological Administration shall determine matters necessary for the detailed target areas, etc. of forecasts of meteorological phenomena and meteorological impacts.

 Article 8-2 (Severe Weather Alerts)
(1) Severe weather alerts under Article 13-2 (1) of the Act shall be issued when the following weather phenomena occur. In such cases, the severe weather alerts shall be classified into watches and warnings:
1. Heavy rain;
2. Heavy snowfall;
3. Typhoon;
4. Strong wind;
5. Yellow dust;
6. Dryness;
7. Cold wave;
8. Heat wave;
9. Wind wave;
10. Storm surge;
(2) "Criteria prescribed by Presidential Decree" in Article 13-2 (1) of the Act means the criteria for severe weather alerts specified in attached Table 1.
(3) The preliminary severe weather alert under Article 13-2 (2) of the Act shall include the following matters:
1. The type of the severe weather alert expected;
2. The area where the severe weather alert is expected to be announced;
3. The time when the severe weather alert is expected to be announced;
4. Other matters deemed necessary by the Administrator of the Korea Meteorological Administration.
(4) The target areas of severe weather alerts under paragraph (1) and preliminary severe weather alerts under paragraph (3) shall be the Korean Peninsula, its adjacent islands and surrounding sea areas.
(5) Except as provided in paragraphs (1) through (4), the Administrator of the Korea Meteorological Administration shall determine matters necessary for the detailed target areas of severe weather alerts and preliminary severe weather alerts.

 Article 8-3 (Provision of Information on Hydrometeorological Phenomena and Forecasts on Meteorological Drought)
(1) The hydrometeorological information provided under Article 13-3 (1) of the Act (hereinafter referred to as “hydrometeorological information”) shall include the following information. In such cases, the hydrometeorological information shall be produced based on meteorological observation results, numerical prediction results, and climate information.
1. Hydrometeorological observations and forecast information to support river management;
2. Hydrometeorological observations and forecast information to support dam operations;
3. Other weather information needed to support water management.
(2) The hydrometeorological information shall be classified as follows:
1. Very short-term information: Within 6 hours of forecast period;
2. Short-term information: Within 5 days of forecast period;
3. Mid-term information: Within 10 days of forecast period;
4. Long-term information: At least 11 days of forecast period.
(3) Forecasts of meteorological drought (hereinafter referred to as "meteorological drought") pursuant to Article 13-3 (2) of the Act shall be made at the Si or Gun level. In such cases, the forecasts of meteorological drought shall be divided into the following:
1. One-month outlook: Meteorological drought outlook for the next fifth week counting from the week in which the announcement date falls;
2. 3-month outlook: Meteorological drought outlook from the next month to the third month based on the month in which the announcement date falls.
(4) The target areas for the provision of hydrometeorological information and meteorological drought forecasting shall be the Korean Peninsula and its adjacent islands.
(5) Except as provided in paragraphs (1) through (4), the Administrator of the Korea Meteorological Administration shall determine matters necessary for the detailed target areas for the provision of hydrometeorological information and meteorological drought forecasting.

 Article 8-4 (Typhoon Forecasts)
(1) "Target area in the Northwest Pacific Ocean as prescribed by Presidential Decree" in Article 13-4 (1) of the Act means the area enclosed by a straight line connecting the coordinates of each of the following arcs in turn:
1. The intersection of 60 degrees north latitude and 180 degrees east longitude;
2. The intersection of 60 degrees north latitude and 100 degrees east longitude;
3. The intersection of 0 degrees north latitude and 100 degrees east longitude;
4. The intersection of 0 degrees north latitude and 180 degrees east longitude.
(2) The typhoon forecast under Article 13-4 (1) of the Act shall include the following matters:
1. The center location, central pressure, and maximum wind speed of the typhoon;
2. The direction and speed of the storm;
3. Other matters deemed necessary by the Administrator of the Korea Meteorological Administration.
(3) Except provided for in paragraphs (1) and (2), the Administrator of the Korea Meteorological Administration shall determine matters necessary for the forecast period, announcement time, etc.

 Article 9 (Marine Meteorological Forecasts and Marine Severe Weather Alerts)
(1) Marine meteorological forecasts pursuant to Article 14 (1) of the Act (hereinafter referred to as "marine meteorological forecasts") shall be made at regular intervals or from time to time. In this case, the marine weather forecast shall be classified as follows:
1. Short-term marine meteorological forecast: Within 5 days of forecast period;
2. Mid-term marine meteorological forecast: Within 10 days of forecast period.
(2) If the actual situation of meteorological phenomena changes rapidly, the Administrator of the Korea Meteorological Administration may announce the actual situation and trend of the meteorological phenomena.
(3) The Administrator of the Korea Meteorological Administration may issue marine meteorological forecasts divided into spatial ranges, such as harbors and sea lanes, in order to support the safe operation of ships.
(4) Marine severe weather alerts under Article 14 (2) of the Act (hereinafter referred to as "marine severe weather alerts") shall be issued when the following weather phenomena occur. In such cases, the marine severe weather alerts shall be classified into watches and warnings:
1. Typhoon;
2. Wind wave;
3. Storm surge;
(5) "Criteria prescribed by Presidential Decree" in Article 14 (2) of the Act means the criteria specified in attached Table 2.
(6) A preliminary marine severe weather alert under Article 14 (3) of the Act (hereinafter referred to as “preliminary marine severe weather alert”) shall include the following matters:
1. Type of the preliminary marine severe weather alert expected;
2. The area where the preliminary marine severe weather alert is expected to be announced;
3. The time when the preliminary marine severe weather alert is expected to be issued;
4. Other matters deemed necessary by the Administrator of the Korea Meteorological Administration.
(7) The target areas of marine meteorological forecasts, marine severe weather alerts, and preliminary marine severe weather alerts shall be the Korean Peninsula, its adjacent islands and surrounding sea areas.
(8) Notwithstanding paragraph (7), the Administrator of the Korea Meteorological Administration may issue marine weather forecasts for the territorial waters of a foreign country if necessary for providing support for the safe operation of ships and marine-related activities.
(9) Except as provided in paragraphs (1) through (8), the Administrator of the Korea Meteorological Administration shall determine matters necessary for the detailed target areas, etc. of marine meteorological forecasts, marine severe weather alerts, and preliminary marine severe weather alerts.

 Article 10 (Aeronautical Meteorological Forecasts and Aeronautical Severe Weather Alerts)
(1) Aeronautical meteorological forecasts under Article 14-2 (1) of the Act (hereinafter referred to as "aeronautical meteorological forecasts") shall be made at regular intervals or from time to time based on weather phenomena such as wind, visibility, clouds, temperature, and pressure. In such cases, aeronautical meteorological forecasts are classified as follows:
1. Forecast for an airport (referring to the airport provided for in subparagraph 3 of Article 2 of the Airport Facilities Act (excluding air operations bases provided for in subparagraph 4 of Article 2 of the Protection of Military Bases and Installations Act); hereinafter the same shall apply);
2. Forecast for a flight information region (referring to a flight information region pursuant to subparagraph 11 of Article 2 of the Aviation Safety Act; hereinafter the same shall apply);
3. Forecast for an airway (referring to an airway pursuant to subparagraph 13 of Article 2 of the Aviation Safety Act; hereinafter the same shall apply) in a flight information region;
4. Forecast for take-off;
5. Landing forecast.
(2) Aeronautical meteorological forecasts under Article 14-2 (2) of the Act (hereinafter referred to as "aeronautical meteorological forecasts") shall cover meteorological phenomena shown in attached Table 3. In this case, aeronautical meteorological forecasts shall be classified as follows:
1. Airport alerts;
2. Warning of sudden changes in winds;
3. SIGMET information;
4. AIRMET information.
(3) The target areas of aeronautical meteorological forecasts and aeronautical severe weather alerts shall be airports, flight information zones, and airways within flight information zones.
(5) Except as provided in paragraphs (1) through (3), the Administrator of the Korea Meteorological Administration shall determine matters necessary for the criteria for issuing aeronautical meteorological forecasts and aeronautical severe weather alerts.

 Article 11 (Provision of Aeronautical Weather-related Information by Flight Route Necessary for Safe Navigation of Aircraft)
The Administrator of the Korea Meteorological Administration shall provide the following aeronautical meteorological information for aircraft (except military aircraft) that are engaged in domestic and international air routes and that have submitted a flight plan containing the aircraft's identification code, departure and destination airports, scheduled departure time, and scheduled route, etc.: <Amended on Apr. 17, 2018; Feb. 6, 2024>
1. Forecast for the airport (including alternate airport) of departure and destination;
2. Forecast charts of major weather phenomena on airways;
3. Forecast charts of wind and temperature on airways by altitude;
4. Other information on weather phenomena necessary for the navigation of aircraft.

 Article 11-2 (Forecasts and Severe Weather Alerts about Impact of Physical Phenomena Occurring in Outer Space on Meteorological Phenomena)
(1) The forecasts of the impact of physical phenomena occurring in outer space on meteorological phenomena, climate and meteorological satellites, as provided for in Article 14-3 (1) of the Act shall be as follows: <Amended on Feb. 6, 2024>
1. Short-term forecast: Within one day of forecast period;
2. Mid-term forecast: Within 7 days of forecast period;
3. Long-term forecast: At least 8 days of forecast period.
(2) Severe weather alerts for the impacts of physical phenomena occurring in outer space on meteorological phenomena, climate, and meteorological satellites, as provided for in Article 14-3 (2) of the Act shall be divided into watches and warnings: <Amended on Feb. 6, 2024>
(3) The Administrator of the Korea Meteorological Administration may request the heads of a relevant central administrative agency or the heads of research institutes to submit the necessary data on space radio waves received or the results of observation of geomagnetism, ionosphere and solar spots, etc. provided for in Article 61 of the Radio Waves Act to announce the forecasts and severe weather alerts provided for in paragraphs (1) and (2).
(4) Detailed types and contents of forecasts or severe weather alerts, target areas therefor, criteria for announcement thereof and other necessary matters in accordance with paragraphs (1) through (3) shall be determined by the Administrator of the Korea Meteorological Administration. <Newly Inserted on Feb. 6, 2024>

 Article 12 (Notification of Severe Weather Alerts)
(1) "Agencies prescribed by Presidential Decree" in Article 15 (1) 3 of the Act means the following:
1. The Office of the President and the Office of National Security;
2. The Office for Government Policy Coordination;
3. The Korea Communications Commission under the Act on the Establishment and Operation of Korea Communications Commission;
4. A terrestrial broadcasting business entity under subparagraph 3 (a) of Article 2 of the Broadcasting Act and a program provider (limited to a broadcasting business entity engaged in general programming or specialized programming of news reports) under subparagraph 3 (d);
5. The Korean National Police Agency;
6. Other agencies for which notification of a severe weather alert is deemed necessary by the Administrator of the Korea Meteorological Administration for disaster prevention.
(2) "Marine-related institutions prescribed by Presidential Decree" in Article 15 (2) 1 of the Act means the following:
1. Agencies under Article 15 (1) 1 and 2 of the Act;
2. Agencies and institutions under paragraph (1) 1 through 4;
3. Other agencies for which notification of a marine severe weather alert is deemed necessary by the Administrator of the Korea Meteorological Administration.
(3) "Aviation-related institutions prescribed by Presidential Decree" in Article 15 (2) 2 of the Act means the following:
1. The Ministry of Land, Infrastructure and Transport and the Regional Aviation Administration and the Air Traffic Management Office of the Ministry of Land, Infrastructure and Transport;
2. The Korea Airports Corporation under the Korea Airports Corporation Act;
3. The Incheon International Airport Corporation under the Incheon International Airport Corporation Act;
4. Other agencies for which notification of an aeronautical severe weather alert is deemed necessary by the Administrator of the Korea Meteorological Administration.
(4) "Outer space-related institutions prescribed by Presidential Decree" in Article 15 (2) 3 of the Act means the following:
1. The Ministry of Science and ICT;
2. The Ministry of National Defense;
3. The Ministry of Environment;
4. The Ministry of Land, Infrastructure and Transport;
5. The Ministry of Oceans and Fisheries;
6. Other agencies for which notification of a severe weather alert is deemed necessary by the Administrator of the Korea Meteorological Administration for the prevention of disasters that may occur due to physical phenomena in outer space.
(5) An agency that receives a notification pursuant to Article 15 (1) or (2) of the Act shall establish the following procedures:
1. It shall establish facilities capable of receiving severe weather alerts, etc. regularly for 24 hours;
2. It shall prepare a radio wave system according to the notification;
3. It shall prepare contents and methods of measures depending on the types of severe weather alerts and preliminary severe weather alerts.
(6) An agency or institution that receives a notification pursuant to Article 15 (1) or (2) of the Act shall designate a person in charge of the business affairs related to the procedure for receiving the notification specified in the subparagraphs of paragraph (5).
(7) An agency or institution that receives a notification pursuant to Article 15 (1) or (2) of the Act shall notify the Administrator of the Korea Meteorological Administration without delay if it has established receiving procedures pursuant to paragraph (5) or designated a person in charge pursuant to paragraph (6). The same shall apply to any changes in the content of such receiving procedures or with regard to such person in charge.
(8) An agency or institution taking any necessary measures pursuant to Article 15 (3) of the Act shall preferentially utilize the contents of the severe weather alert.
(9) Except as provided in paragraphs (1) through (8), the Administrator of the Korea Meteorological Administration shall determine matters necessary for the notification and reception procedures and the contents of necessary measures.

 Article 13 (Requirements for Requests for Emergency Broadcasts)
"Cases falling under the requirements prescribed by Presidential Decree, including cases where it is urgently necessary to issue a severe weather alert, etc. to citizens in order to prevent weather disasters" in Article 16 (1) of the Act means any of the following cases: <Amended on Jun. 20 2008; Jul. 7, 2009; Jan. 7, 2014; Jan. 20, 2015; Jun. 8, 2021; Feb. 6, 2024>
1. Where it is necessary to urgently communicate to the public because an alert under the subparagraphs of Article 8-2 (1) (excluding subparagraph 3) and Article 9 (4) 2 and 3 is issued in two or more wide-area forecast zones (referring to zones determined by the Administrator of the Korea Meteorological Administration that are divided based on the boundaries of Cities and Dos or climatological boundaries for the purpose of issuing forecasts in a wide area);
2. Where the center of typhoon locates north-west of 28 degrees north latitude and 132 degrees east longitude and it is likely to cause damages to safety, health, and property of persons;

4. Where it is necessary to notify citizens in an urgent manner of local and unexpected heavy rain or strong wind, or other meteorological phenomena which may cause damages to life, body and property of persons.
 Article 14 (Procedure for Certification of National Standard Scenarios for Climate Change)
(1) Any person who intends to obtain certification of national standard scenarios for climate change provided for in Article 21-2 of the Act shall submit an application provided for by Ordinance of the Ministry of Environment to the Administrator of the Korea Meteorological Administration by attaching the following documents:
1. Data which indicates that the scenario to be certified meets the national standards for climate change scenarios publicly announced pursuant to Article 21-2 (1) of the Act (hereinafter referred to as "scenarios certification standards");
2. Where the scenario to be certified has been included in academic journals or research reports, etc. published by the public institution under the Act on the Management of Public Institutions, data which shows such fact;
3. Other reference materials regarding scenarios to be certified.
(2) The Administrator of the Korea Meteorological Administration shall examine whether a scenario to be certified meets the scenarios certification standards within 90 days of receiving the application provided for in paragraph (1). In such cases, the Administrator of the Korea Meteorological Administration may listen to the opinions of experts. <Amended on Jun. 22 2015>
(3) Where the Administrator of the Korea Meteorological Administration completes the examination provided for in paragraph (2), he or she shall process it according to the following classification:
1. Where the scenarios are deemed to have met the scenarios certification standards: issuing the certification of national standards for climate change scenarios provided for by Ordinance of the Ministry of Environment to the applicant and posting the results thereof on the website, etc. of the Korea Meteorological Administration;
2. Where the scenarios are deemed to fall short of the scenarios certification standards: notifying the applicant of such fact by clarifying reasons for inappropriateness.
(4) Except as provided in paragraphs (1) through (3), detailed procedures necessary for a certification of national standards for climate change scenarios shall be determined by the Administrator of the Korea Meteorological Administration.

 Article 20-2 (Standards for Designation of Educational Institutions)
(1) "Institution or organization having human resources, facilities, and equipment prescribed by Presidential Decree" in Article 35-3 (1) of the Act, means an institution or organization that falls under any of the following subparagraphs and meets the personnel, facilities, and equipment standards in accordance with attached Table 4:
1. A university or a college where a department or faculty related to weather is established, among the schools under Article 2 of the Higher Education Act;
2. An educational institution affiliated with the State or a local government whose purpose of establishment includes meteorological education;
3. A non-profit corporation established pursuant to Article 32 of the Civil Code or a non-profit, non-governmental organization registered pursuant to Article 4 of the Assistance for Non-Profit, Non-Governmental Organizations Act, whose purpose of establishment includes meteorological education;
(2) Pursuant to Article 35-3 (3) of the Act, the Administrator of the Korea Meteorological Administration may request an educational institution designated under paragraph (1) of that Article to submit materials falling under each of the following subparagraphs:
1. Educational subjects and teaching methods;
2. Current status of instructors (qualifications, careers, and fixed number of instructors);
3. Overview of facilities and equipment;
4. Training Evaluation methods;
5. Annual training plan;
6. Training regulations;

 Article 20-3 (Establishment and Operation of Meteorological Science Museums)
(1) A meteorological science museum under Article 35-6 (1) of the Act (hereinafter referred to as a "meteorological science museum") shall conduct the following projects:
1. Development, collection, retainment, management or exhibition of weather-related materials;
2. Launch and operation of weather-related education programs;
3. Production and distribution of a range of weather-related publications;
4. Cooperation with agencies or organizations relating to weather services including exchange of weather-related materials, publications or information and joint research;
5. Other projects necessary to achieve the purpose of establishment of a meteorological science museum.
(2) A preliminary evaluation of the feasibility of establishment pursuant to Article 35-6 (2) of the Act (hereinafter referred to as "pre-feasibility evaluation") shall include the following: <Amended on Feb. 6, 2024>
1. Purpose and need for the establishment of the meteorological science museum;
2. Plan for the establishment and operation of the meteorological science museum;
3. Plan for the operational organization and staffing of the meteorological science museum;
4. Site plan for the establishment of the meteorological science museum;
5. Plan for financing the establishment and operation of the meteorological science museum.
(3) Where the head of a local government intends to request a consultation with the Administrator of the Korea Meteorological Administration after conducting a preliminary assessment pursuant to Article 35-6 (2) of the Act, the head of the local government shall attach documents specified in the subparagraphs of paragraph (2) to an application for consultation in the form and the results of pre-feasibility evaluation in the form prescribed by the Ordinance of the Ministry of Environment. <Newly Inserted on Feb. 6, 2024>
(4) The Administrator of the Korea Meteorological Administration shall, in consultation with relevant authorities, notify the head of the local government of the results of the consultation within 40 days from the date of receipt of the application for consultation pursuant to paragraph (3): Provided, That if there are special reasons, the period may be extended by up to 15 days. <Newly Inserted on Feb. 6, 2024>

 Article 21 (Collection of Charges for Use of Aviation Meteorological Information)
(1) Where an aircraft lands at a Korean airport or passes through the Incheon Flight Information Region, the head of an agency that provides aviation meteorological services pursuant to Article 37 (1) of the Act shall impose and collect fees for using aviation meteorological information for every operation, in consultation with the Minister of Land, Infrastructure and Transport. <Amended on Mar. 30, 2012; Mar. 23, 2013; Apr. 17, 2018>

 Article 22 (Scope of Public Institutions)

1. Education on meteorological phenomena and climate in accordance with Article 34 (2) of the Act;
2. Training for persons engaged in meteorological services under Article 35 of the Act (excluding meteorological business operators under paragraph (3) 3 of that Article);
3. Education for foreigners under Article 35-2 of the Act;
4. Designation or change of designation of educational institutions, subsidization of expenses, and request for submission of materials under Article 35-3 of the Act;
5. Corrective Measures to, revocation of designation of, and business suspension of educational institutions under Article 35-4 of the Act;
6. Recovery of subsidies and disposition on default of arrears under Article 35-5 of the Act;
7. Hearing under Article 40 of the Act;
8. Imposition and collection of administrative fines under Article 51 (1) 2 of the Act;
(3) Pursuant to Article 44 (1) of the Act, the Administrator of the Korea Meteorological Administration shall delegate his or her authority over the matters in the following subparagraphs to the heads of Regional Meteorological Offices or the heads of the meteorological branch offices depending on jurisdictional areas:
1. Observation of meteorological phenomena under Article 7 (1) of the Act (excluding observation through aeronautical observation networks, meteorological satellite observation networks, and weather radar observation networks);
2. Operation of surface weather observation networks under article 7-2 of the Act;

7. marine meteorological forecasts, marine severe weather alerts, and preliminary marine severe weather alerts under Article 14 of the Act;
8. Operation of local meteorological centers under Article 17-4 (2) of the Act;
9. Operation of meteorological science museums established by the Administrator of the Korea Meteorological Administration pursuant to Article 35-6 (1) of the Act.
(4) The Administrator of the Korea Meteorological Administration shall delegate the following authority to the head of the National Meteorological satellite Center pursuant to Article 44 (1) of the Act:
1. Observation of meteorological phenomena pursuant to Article 7 (1) of the Act (limited to observation through meteorological satellite observation networks);
2. Establishment and operation of meteorological satellite observation networks under Article 8 (1) of the Act;
3. Forecasts and severe weather alerts on the impact of physical phenomena in outer space on meteorological phenomena, climate, and meteorological satellites under Article 14-3 of the Act;
4. Promotion of research and development projects for meteorological services under Article 32 of the Act (limited to meteorological services under its jurisdiction).
(5) The Administrator of the Korea Meteorological Administration shall delegate the following authority to the head of the Meteorological Radar Center pursuant to Article 44 (1) of the Act:
1. Observation of meteorological phenomena under Article 7 (1) of the Act (limited to observation through meteorological radar observation networks);
2. Establishment and operation of meteorological radar observation networks under Article 8-2 of the Act;
3. Promotion of research and development projects for meteorological services under Article 32 of the Act (limited to meteorological services under its jurisdiction).
(6) The Administrator of the Korea Meteorological Administration shall delegate the following authority to the head of the National Institute of Meteorological Sciences pursuant to Article 44 (1) of the Act:
1. Operation of climate change observation networks under Article 8-3 (1) of the Act;
2. Collection, analysis, management, and public announcement of results of data from monitoring and observing the earth's atmosphere and under Article 21 (1) of the Act;
3. Promotion of research and development projects for meteorological services under Article 32 of the Act (limited to meteorological services under its jurisdiction).
(7) The Administrator of the Korea Meteorological Administration shall delegate the following authority to the head of the Aviation Meteorological Office pursuant to Article 44 (1) of the Act:

 Article 23-2 (Entrustment of Affairs)

5. A university or a college where a department or faculty related to weather is established, among the universities and colleges provided for in subparagraph 1 of Article 2 of the Higher Education Act;
6. A person who has conducted weather observations at the Ministry of Land, Infrastructure and Transport, the Ministry of Oceans and Fisheries, the Korea Meteorological Administration, local governments, etc. for at least five years;
7. A domestic air transportation business operator or international air transportation business operator who obtained a license pursuant to Article 7 (1) of the Aviation Business Act;
8. A small air transportation business operator who obtained a registration pursuant to Article 10 (1) of the Aviation Business Act;
9. An airwork operator who obtained a registration pursuant to Article 30 (1) of the Aviation Business Act;
10. A person who obtained a maintenance organization certification pursuant to Article 97 (1) of the Aviation Safety Act;
11. An institution which conducts meteorological affairs from among institutions under Article 4 (1) of the Act on the Management of Public Institutions.
(3) A person entrusted with the services pursuant to paragraphs (1) and (2) shall notify the Administrator of the Korea Meteorological Administration of the results of handling entrusted services by the last day of the next month based on the last day of every half-year.

 Article 24 (Entrustment of Extraordinary Services)
(1) A person who intends to request extraordinary services pursuant to Article 45 of the Act (hereinafter referred to as "client") shall submit a written request concerning performance of entrusted services to the Administrator of the Korea Meteorological Administration.
(2) Where the Administrator of the Korea Meteorological Administration receives the request, as provided for in paragraph (1), he or she shall review the purpose and content of the entrusted services and notify the client of whether the services are entrusted or not.
(3) Where a contract was concluded pursuant to paragraph (2), the client shall pay the expenses necessary therefor.
(4) Where the entrusted services terminated or service period expired, the Administrator of the Korea Meteorological Administration shall notify the client of the performance of the services without delay, and if necessary, he or she may publicly announce the performance thereof after obtaining consent from the client.
 Article 25 (Criteria for Imposing Administrative Fines)
